WHO Director-General Dr Tedros Adhanom Ghebreyesus warned that ransomware and cyberattacks on hospitals go beyond “issues of security and confidentiality” and “can be issues of life and death.” Briefing the Security Council in New York City today (8 Nov) on the rising threat of ransomware attacks on healthcare facilities worldwide, Dr Tedros also highlighted data from a 2021 global survey, revealing that over a third of healthcare respondents had faced ransomware attacks, and among them, nearly a third could not recover their data even after paying a ransom. Eduardo Conrad, President of Ascension, a major U.S. healthcare provider, shared an account of the May 2024 ransomware attack on their systems, which forced staff to revert to manual methods like paper records, fax machines, and hand deliveries. He said, “Due to a malicious attack, our care teams and our patients went from utilizing all of the incredible technology they use every day to working off paper.” Ascension reported losses of nearly 900 million dollars and over 130 million dollars spent on response efforts as a result of the attack. Anne Neuberger, Deputy National Security Advisor for Cyber and Emerging Technology at the White House, underscored the scale of the crisis, reporting over 1,500 ransomware incidents in the United States in 2023, with ransom payments exceeding 1.1 billion dollars. Neuberger noted that health experts link these attacks to increased patient mortality in disrupted hospitals, raising further concerns about the human toll. Amid calls for international action, Russian Representative Vasily Nebenzya questioned the necessity of the Security Council’s involvement, while Stavros Lambrinidis, EU Head of Delegation to the UN, urged states to prevent cyber operations within their territories that threaten critical services. Ahead of the Security Council session, a coalition of member states addressed the press, highlighting that the General Assembly has consistently endorsed the UN framework on responsible state behavior in cyberspace. This framework asserts the applicability of international law in cyberspace, expecting states to adhere to voluntary norms of conduct during peacetime.

Yesterday, one of the UN’s local partners was able to collect solid waste that has piled up along Tareq Bin Zeyad street. In multiple locations, partners are providing mental health and psychosocial support sessions, including for people newly displaced from North Gaza Governorate. However, what the humanitarian community is able to deliver falls far short of the massive needs in Gaza. Once again, OCHA calls for rapid, unimpeded humanitarian relief into and across the Strip. International humanitarian law demands that civilians have access to the essentials they need to survive: food, shelter, medical care and other critical assistance. Humanitarian also stress that civilians in the north and across Gaza must be protected. And turning to the West Bank, OCHA reports that multiple operations by Israeli forces in the north this week included air strikes and other lethal war-like tactics, which appear to exceed law enforcement standards. According to initial information, eight Palestinians were killed and four others injured during Tuesday’s operations in Jenin, Tubas and Tulkarm. Meanwhile, OCHA says that from 29 October to 4 November, Israeli settlers carried out 35 attacks against Palestinians that caused casualties or property damage, including to olive trees that were vandalized. Since 1 October, OCHA has documented 177 settler incidents directly related to the olive harvest in 73 communities across the West Bank, most of which caused casualties or property damage. Operations by Israeli forces and movement restrictions have made access to health care across the West Bank increasingly challenging since October of last year, particularly in refugee camps and Area C. The UN and its partners, are responding by scaling up support to communities, including by providing more than 36,000 primary health-care consultations across refugee camps and through mobile health clinics in Area C last month. The UN Population Fund is also supporting mobile health teams, but funding shortfalls are a growing problem. UNFPA warns that without renewed funding, 96 Palestinians communities could lose out on these important services next year. Gaza/IPC report According to an alert issued by the Integrated Phase Classification (IPC) Famine Review Committee, there is a strong likelihood that famine is imminent in areas within the northern Gaza Strip. The alert further underscored that the humanitarian situation in the Gaza Strip is extremely grave and rapidly deteriorating, as we have just detailed. Immediate action, within days not weeks, is required from all actors who are directly taking part in the conflict, or who have influence on its conduct, to avert and alleviate this catastrophic situation. Three men have been charged by the US Justice Department over an alleged plot by Iran to murder Donald Trump and other American citizens. The US government says the plot was thwarted by the FBI. One of the accused men hasn't been arrested and is believed to be in Iran.   Prosecutors say the plan dates back to September 2024, before the Presidential election. They allege that an unnamed official in Iran’s paramilitary Revolutionary Guards planned to carry out surveillance and kill Mr Trump. Investigators learned of the plot while interviewing Farhad Shakeri, an Afghan national identified by officials as an Iranian government agent, who was deported from the US after being imprisoned on robbery charges. He told investigators that a Revolutionary Guard contact in Iran instructed him to carry out surveillance and ultimately to assassinate Mr Trump, according to the criminal complaint. Two other men who the authorities say were recruited to participate in other assassinations, including a prominent Iranian-American journalist, have been arrested. Donald Trump has a history of animosity towards Iran and the allegations raise questions about how the allegations may influence his policy towards the country in his new Presidency.
