“Justice is not a finite endeavor; it is a continuous commitment,” said Judge Graciela Gatti Santana, President of the International Residual Mechanism for Criminal Tribunals, as the Security Council marked the approaching 30th anniversary of the 1995 Srebrenica genocide. Addressing Council members, Gatti Santana reflected on the massacre of nearly 8,000 Bosnian Muslim men and boys and the forcible displacement of tens of thousands more. “The very mention of ‘Srebrenica’ evokes forced displacement, mass execution, and enduring grief – a grief carried by the survivors, including the mothers, wives, sisters, and daughters who continue to seek justice, truth, and remembrance,” she said. Gatti Santana emphasized the ongoing role of the Mechanism in upholding international justice, particularly as it navigates complex issues of sentence enforcement. “The adjudication of applications for pardon, commutation of sentence, or early release entails considerations of fundamental importance to the justice cycle that may be jeopardized if dispersed to various national jurisdictions,” she warned. “Transferring this activity would result in unequal treatment of the Mechanism’s more than 40 convicted persons, given the significant disparities in domestic regulations.” She also cited challenges linked to state cooperation, referencing the case of Félicien Kabuga, whose trial was indefinitely stayed due to health issues. “Though his trial has been indefinitely stayed, he remains detained in the Mechanism’s Detention Unit in The Hague in the absence of a State for his provisional release,” Gatti Santana said. Chief Prosecutor Serge Brammertz updated the Council on fugitive tracking efforts in cooperation with Rwanda. “Earlier this week, we announced with the Prosecutor General of Rwanda that our joint efforts have resulted in 65 fugitive files being closed,” he said. This includes individuals who have been located, prosecuted, or determined to be deceased. “This work is already making significant progress,” he added. As the Mechanism continues to carry out its functions, Gatti Santana stressed the need to safeguard its core responsibilities, “Our work honors the loss and resilience of those who endured unimaginable suffering,” she said, “and reflects the international community’s resolve to confront impunity with principle and perseverance.”

Ahead of a conference on “Building and Sustaining Peace in Haiti,” the President of the Economic and Social Council (ECOSOC) Bob Rae today (11 Jun) said, “without development, we have no security. Without security, we have no development. And human rights are challenged by an extraordinary level of human rights abuses that we're seeing at every level that the population is facing.” Rae told reporters in New York said, “the crisis we have been describing is only getting worse. Last year, we used to talk about hundreds of thousands of displaced people, we now have 1.3 million Who are officially labelled as internally displaced within Haiti, and that's because of the progress the gangs have been making in Port-au-Prince and the displacement that's been occurring as a result of that.” He said the conference – taking place this afternoon - “will be both looking at the underlying causes of the situation, the impact that the conflict is having on the people, and what more we need to do to that side of the equation as well as with the development side.” For his part, German Ambassador Thomas Peter Zahneisen said, “what we see in Haiti is very clear that if we don't go to the root causes, we have a relapse from crisis to crisis and we have experienced that over the last 30 years. And this is why we come in with honest discussion, trying to create partnerships between Haiti and donor countries, South-South cooperation, and international financial institutions.” Also briefing virtually from Port-au-Prince, the Special Representative of the Secretary-General for Haiti and Head of the United Nations Integrated Office in Haiti (BINUH), María Isabel Salvador, said, “this is a multi-factorial crisis that cannot only be treated through only one way, and we do believe that the international community's response needs to match the scale, urgency, and the complexity of the challenge. And that is why, of course, robust international security support must be paired with peacebuilding, with humanitarian action and political support that may allow, at some point, move Haiti forward on a development path, sustainable development path.” The conference will focus on measures to address community-level peacebuilding and violence reduction in Haiti, including the role of women and youth. The meeting could specifically serve to explore Disarmament, Demobilization, and Reintegration (DDR) efforts, provide socioeconomic opportunities, and engage international financial institutions in supporting these efforts. The outcome of the meeting will be a joint informal summary by the ECOSOC President and the Peacebuilding Commission Chair, highlighting the main conclusions and recommendations, focusing on peacebuilding and sustainable development efforts in Haiti.

His Holiness and the Secretary-General exchanged views on peace and security issues as well as other global priorities, including sustainable development, climate action and artificial intelligence and ways to build on the long legacy of cooperation between the United Nations and the Holy See. The Secretary-General is on his way back to New York now. OCCUPIED PALESTINIAN TERRITORY Turning to the situation in the Gaza Strip, the Office for the Coordination of Humanitarian Affairs continues to receive reports of people being killed and injured while trying to access food. We reiterate in the strongest terms possible that no one should be forced to risk their lives to receive aid – as people across Gaza are at risk of famine. Meanwhile, OCHA warns that the shortage of accessible fuel could force more health, water and sanitation facilities to shut down. This could affect the most basic of programmes. Vaccines, for one, require fuel for cold chain systems. The collapse of telecommunications systems, internet connectivity and emergency communication systems is a real threat. This would cripple life-saving coordination and prevent affected communities from receiving critical information. Yet our attempts to access available stocks of fuel in Rafah continue to be rejected. Between 13 April and this past Monday, 29 out of 35 attempts were denied by the Israeli authorities. This morning’s mission was also denied. Yesterday, at least 12 out of 24 attempts to coordinate humanitarian movements inside Gaza were denied by the Israeli authorities, including new attempts to truck potable water to vulnerable people who remain in northern Gaza, retrieve critical fuel and nutrition supplies from Rafah, and repair vital roads in the south.  International humanitarian law is crystal clear: If the population is inadequately supplied with the essentials for their survival, Israel must agree to humanitarian relief and facilitate it by all the means at its disposal. Since the limited resumption of humanitarian assistance into Gaza on 19 May, the World Food Programme says that it has only been able to bring in small amounts of life-saving food and aid. This is largely due to delays or denials of permission for humanitarian movements due to expanded military operations. As of 10 June, WFP has transported over 700 trucks of aid to the Kerem Shalom border crossing point. This compares to 600-700 trucks of aid transported per day during the ceasefire earlier this year. The trucks carried over 11,000 metric tonnes of food but only 6,000 metric tonnes have entered Gaza – enough to support fewer than 300,000 people for a month with minimal daily food requirements. This is a small fraction of what is needed for a population of 2.1 million people and far too slow to meet the overwhelming needs. The World Health Organization and other partners working on health continue to sound the alarm over shrinking access to the remaining healthcare facilities in Gaza, particularly Al Amal and Al Nasser hospitals in Khan Younis. Al Amal Hospital, while still partially functioning, is unable to accept new patients due to hostilities nearby and because of its location inside an area under displacement orders. WHO reiterates that healthcare facilities must never be militarized and must always be protected. Yesterday, the UN Special Coordinator for the Middle East Peace Process ad interim, Sigrid Kaag, together with the Deputy Special Coordinator and UN Resident and Humanitarian Coordinator for the Occupied Palestinian Territory, Sarah Poole, visited Gaza City, where they met with partners to discuss the challenges they’re facing, as well as the UN's ongoing engagement at all levels to advocate for a meaningful scale-up of humanitarian support and access in Gaza.  UNIFIL Our peacekeepers in southern Lebanon report that they were confronted by a group of individuals yesterday in civilian clothing in the vicinity of Hallusiyat al Tahta, while conducting a planned patrol coordinated with the Lebanese Armed Forces. The group attempted to obstruct the patrol using aggressive means, including throwing stones at the peacekeepers. Fortunately, no injuries were reported. Six French nationals were aboard the ship, with the French government acting quickly to secure their return. The journey was planned by the Freedom Flotilla Coalition, who have said: “The ship was unlawfully boarded, its unarmed civilian crew abducted, and its life-saving cargo - including baby formula, food and medical supplies - confiscated”. Israel’s defense minister, Israel Katz, ordered that the activists be shown videos of Hamas atrocities from October 7th. He also said that the activists would be deported to their home countries. Concerns were raised before the voyage, given that a similar Turkish mission in 2010 led to nine activists being killed. That's on top of the 2000 National Guard troops, a number which the administration has said may double.
