Under-Secretary-General for Humanitarian Affairs Tom Fletcher today (13 May) asked the Security Council Members “to reflect for a moment on what action we will tell future generations we each took to stop the 21st century atrocity to which we bear daily witness in Gaza.” Fletcher, briefing the Council on the humanitarian situation in the Palestinian enclave, said, “Israel is deliberately un unashamedly imposing inhumane conditions on civilians in the occupied Palestinian territory. For more than ten weeks. Nothing has entered Gaza. No food, medicine, water, or tents. Hundreds of thousands of Palestinians have again been forcibly displaced and confined into ever shrinking spaces, as 70 percent of Gaza's territory is either within Israeli militarized zones or under displacement orders.” The humanitarian official said Israel denies humanitarians access, “placing the objective of depopulating Gaza before the lives of civilians.” He said, “we have lifesaving supplies ready now at the borders. We can save hundreds of thousands of survivors. We have rigorous mechanisms to ensure our aid gets to civilians, and not to Hamas. But He asked Council Members, “what more evidence do you need now? Will you act decisively to prevent genocide and to ensure respect for international humanitarian law? Or will you say instead that we did all we could?” The Food and Agriculture Organization (FAO) Director of its Liaison Office with the United Nations, Angélica Jácome, told the Council that “agrifood systems have collapsed in the Gaza Strip while food prices have soared.” Jácome said, “we are witnessing the systemic breakdown of conditions essential for survival. People in Gaza are not only experiencing lack of food, but they are going through a profound breakdown of health, livelihood, and social structures, leaving entire communities in a state of desperation, devastation, and death.” Palestinian Ambassador Riyad Mansour told the Council that “930,000 children are at critical risk of famine” in Gaza, “not because there is no food. Food is there. A few meters away. Rotting instead of reaching those who desperately need it. But because Israel has been openly and brazenly blocking humanitarian aid for over two months now.” Mansour said, “this is engineered starvation. It is the most inhumane form of torture and killing.” He noted that Israeli Prime Minister Benjamin Netanyahu had told the Foreign Affairs and Defence Committee of the Israeli Knesset on Sunday “we are destroying more and more homes. They have nowhere to return to. The only inevitable outcome will be the wish of Gazans to immigrate outside of the Gaza Strip.” For his part, Israeli Ambassador Danny Danon said, “we will not accept a humanitarian mechanism that props up the terror organization that butchered our people. We will not sit idly by as food, fuel and funds meant for civilians are funnelled into the Hamas terror machine. We will never allow our morality to be weaponized against us again.” Danon said Secretary-General António Guterres had “refused to engage” in a new humanitarian distribution plan proposed by Israel, alleging that the plan “in his view, does not meet the principles of and I quote, ‘impartiality, humanity, independence and neutrality.” The Israeli Ambassador said, “the irony is unbelievable, as the previous mechanism made a mockery of every one of those principles. That is not diplomacy. That is not neutrality. That is sabotage disguised as principle.” Danon said, “to Secretary-General Guterres I say this; the aid that ended up in Hamas hands did not bring hope. It did not bring progress. It brought death. That path leads nowhere, Mr. Guterres, you are invited to return to the table. But if you do come with open eyes, and open ears, something can be achieved.”

“Blue helmets can mean the difference between life and death,” UN Secretary-General António Guterres urged renewed global commitment to peacekeeping during the opening of the UN Peacekeeping Ministerial in Berlin, warning that operations are facing unprecedented financial and political pressure. “My thanks to Germany for bringing us together at this consequential moment,” Guterres said. “This year marks the 80th anniversary of the United Nations organization was founded on the conviction that peace is possible if we work as one United's human family. That is what our peace operations are about.” Highlighting the symbolic and operational importance of the United Nations peacekeeping forces, the Secretary-General stated, “The UN Blue Helmets are the most globally recognized symbol of the world's ability to come together to help countries move from conflict to peace.” Guterres pointed to several countries that transitioned from war to stability with the help of UN missions. “There is a long list of countries that have achieved durable peace with the support of UN peacekeeping, including Cambodia, Cote d'Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor-Leste. Many of these countries now themselves contribute troops,” he said. However, he also emphasized the human cost of these missions. “Through the decades, 4400 peacekeepers have fallen in the line of duty. Their service and sacrifice will never be forgotten,” he said, inviting participants to join him in a moment of silence. As part of a broader reform process initiated by Member States, Guterres referenced the “Pact for the Future,” which calls for a comprehensive review of peace operations. “The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient while recognizing the limitations in situations where there is little or no peace to keep,” he said. He acknowledged the difficulties of operating in increasingly polarized geopolitical contexts. “We see increasing differences of views around our peacekeeping operations work, and then what circumstances with what mandates they should be deploys. And for how long,” he noted. Guterres also addressed the challenge of shrinking financial resources. “Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical,” he stated. “It is crucial that we are able to use the increasingly limited resources we have and use them well.” Concluding his address, the Secretary-General called for continued Member State engagement. “Supported at every step by Member States, we look forward to your government's support and ideas as we tackle these challenges together,” he said.

He reasserted that in trouble spots around the world, our Blue Helmets can mean the difference between life and death, adding that they are a clear demonstration of the power of multilateral action to maintain, to achieve and to sustain peace. Mr. Guterres spoke about the challenges that we are now facing, including having the highest number of conflicts since the foundation of this organization. On top of that, we face dramatic financial constraints across the board. During his speech, and in honour of the 4,400 peacekeepers who have died in the line of duty since the start of UN Peacekeeping, Mr. Guterres asked the attendees of the meeting to join him in a moment of silence. Also, in Berlin, the Secretary-General met separately with Germany’s Ministers of Foreign Affairs - Johann Wadephul - as well as the Minister of Defence, Boris Pistorius. Among other topics, they discussed the importance of Germany’s role in peacekeeping. And I just to flag, as a sign of the importance of this meeting, we have more than 130 delegations in Berlin at this Peacekeeping conference. On the sidelines of the Ministerial Meeting, the Secretary-General also held bilateral meetings with Ministers and officials of other countries, including Italy, Finland and China. He is ending the day with a visit to an exhibit on UN Peacekeeping in action which has been held at the German Ministry of Defense in Berlin. The event features display on mine action, women in peacekeeping, renewable energy and the United Nations Police. Tomorrow, he will meet with Friedrich Merz, the Federal Chancellor of Germany, and he will also have a couple of press engagements. OCCUPIED PALESTINIAN TERRITORY   The Office for the Coordination of Humanitarian Affairs (OCHA) warns that no aid or commercial supplies have entered Gaza now for more than 70 days. The ongoing, full-scale blockade of the Strip is taking a disastrous toll on the population.   Meanwhile, hospitals continue to come under attack. Today, in Khan Younis, Israeli forces hit the surgical department of Nasser Medical Complex, and several casualties were reported. The complex is one of only eight public hospitals that are still partially operating across Gaza.   Following the attack, the Deputy Humanitarian Coordinator for Gaza, Suzanna Tkalec - together with an OCHA team – visited the hospital, where she spoke with staff and a team of international doctors that are there. She said she was appalled by yet another attack on this hospital, which is the fourth since the beginning of this conflict. Ms. Tkalec stressed that these attacks are unacceptable and must stop, adding that healthcare facilities and those serving them must always be protected.   UN humanitarian partners on the ground report that only five hospitals across the Gaza Strip are still providing maternity care. Midwives lack medical supplies, they lack equipment, with our partners reporting that some 17,000 pregnant and breastfeeding mothers are suffering from malnutrition and need urgent support.   OCHA reports that the Israeli authorities continue to deny and impede attempts by humanitarians to carry out critical missions in Gaza. Today, out of 11 requests by the United Nations for coordinated humanitarian movements, five were denied outright, including one planned mission to retrieve fuel from Rafah to supply hospitals, ambulances and water, sanitation and hygiene facilities. The other six missions, which included the rotation of staff, were facilitated. With both supplies and time running out, OCHA says that principled humanitarian assistance and other essential supplies must be allowed into Gaza to save lives – and humanitarians’ work to reach people across the Strip must be facilitated. Israel, as the occupying power, must abide by international humanitarian law and facilitate aid for people in need, wherever they are.   And at 3:00 p.m. this afternoon, the Security Council will hold an open meeting on Gaza. Israel has prevented any food or aid entering Gaza for more than two months. The UN says around half a million people in Gaza are at "critical risk of famine". "For those killed and those whose voices are silenced: what more evidence do you need now?", Mr Fletcher asked the Security Council. "Will you act, decisively, to prevent genocide and to ensure respect for international humanitarian law?" Mr Fletcher said UN agencies had "life-saving supplies" ready to deliver at the borders but were denied access by Israel. He decribed a new Israel plan to deliver some aid as "a cynical sideshow." "It makes starvation a bargaining chip," Fletcher said. "A deliberate distraction. A fig leaf for further violence and displacement. If any of this still matters, have no part in it." In a joint statement, five European members of the UN Security Council said that they were "deeply concerned" at the Israeli plan "which the UN has said would not meet humanitarian principles." The statement, by France, Britain, Slovenia, Greece and Denmark said: “humanitarian aid must never be used as a political tool or a military tactic.” Israel launched its assault on Gaza after Hamas killed almost 1,200 people in its attacks of October 7th 2023 in which it took hundreds of people hostage. Israel's ambassador to the UN, Danny Danon, rejected the UN allegations against his government as "baseless and outrageous accusations."
