High Representative for Disarmament Affairs Izumi Nakamitsu said that as a new political reality emerge in Syria, there is an important opportunity to obtain long-overdue clarifications on the full extent and scope of the Syrian chemical weapons programme and to normalise relations between Syria and the OPCW. Nakamitsu told the Council (05 Jun) that a team of technical experts from the OPCW Technical Secretariat was deployed to Damascus to start work on establishing the OPCW’s permanent physical presence in Syria and start jointly planning deployments to chemical weapons sites. Furthermore, a second deployment was completed from 14 to 25 April, and the OPCW Technical Secretariat is currently preparing its next deployment to the Syrian Arab Republic. The High Representative highlighted that for both deployments, the interim Syrian authorities extended all necessary support for the OPCW team’s activities. “This included unfettered access, inter alia, to sites and people, issuance of visas, and security escorts for field activities. There were also discussions on requirements for the safe conduct of future OPCW activities in Syria and the planning of necessary steps to facilitate such activities,” she added. She commended the new authorities in Syria for its full and transparent cooperate with the OPCW Technical Secretariat. “However, the work ahead will not be easy and it will require the support from the international community,” the High Representative said. Nakamitsu explained, “The OPCW Technical Secretariat has consistently underscored the importance of additional support and resources from CWC States Parties and relevant international actors to accomplish the tasks needed to rid Syria of all chemical weapons and carry out other mandated activities, such as capacity-building assistance to prevent the re-emergence and proliferation of chemical weapons, as well as training and equipment to enable the Syrian National Authority to respond to and investigate chemical weapons issues and incidents effectively.” For his part, Syrian Ambassador Qusay Abdul Jabbar al-Dahha reaffirmed Syria’s “firm commitment” to cooperating with the Organization for the Prohibition of Chemical Weapons (OPCW). “Through its full cooperation with the organization over the past month, Syria has demonstrated clear political will and significant determination to overcome the previous phase and its negative characteristics that has overshadowed the relations between the two sides,” Ambassador al-Dahha added. He also told the Council that currently, a third deployment of a team from the Technical Secretariat of the OPCW, including visits to a number of locations, is underway and “the Syrian side will provide unrestricted access to them as well.” “This is in the context of our commitment to cooperating with the Technical Secretariat and enabling it to carry out its mandate in accordance with the Convention,” he reiterated.

US president Donald Trump posted on social media: "Looking really bad in LA. BRING IN THE TROOPS!!!", having called in the National Guard - against the wishes of California's governor, Gavin Newsom. The National Guard acts as a hybrid entity that serves both state and federal interests. Typically, a state's force is activated at the request of the governor. This is reportedly the first time the National Guard has been activated without request of the state's governor since 1965. The governor of California has said that President Trump is “hoping for chaos” by deploying National Guard forces in Los Angeles. Gavin Newsom condemned the move as “purposefully inflammatory”. It comes after three days of protests against immigration raids in the city. The Los Angeles Police Department have said the protests are largely peaceful and the LA authorities said they could handle the situation. National Guard troops have been stationed outside the Metropolitan detention centre, one of several sites that have seen confrontations involving hundreds of demonstrators and federal law enforcement officials. It’s the first time a US president has deployed the National Guard in the face of civil unrest since the LA riots in 1992. President Trump said: “We'll send whatever we need to make sure there's law and order.” However Mr Trump’s Democrat opponents have said the administration's use of masked immigration officers with military gear to arrest civilians in restaurants and shops has been inflammatory and the president's eagerness to deploy trained soldiers was unwarranted. Los Angeles - city of angels - now on fire - the scene of the first major reckoning of President Trump’s second term. [Subscribe: https://bit.ly/C4_News_Subscribe] Three days of protests as people march against the government’s policies on immigration. Increasingly violent scenes - with both sides blaming the other. The White House accused protesters of using violent tactics. Critics said Trump’s shocking deployment of the national guard is simply because he wants to create chaos and division. With pockets of demonstrations flaring up over the weekend - and incidents of clashes between protesters and police - Trump called in at least 2,000 members of California’s national guard. But protesters believe their presence - and use of tear gas and flash bang grenades - is only inflaming a tense situation - with an Australian reporter struck by a rubber bullet while covering the demonstrations. Protesters took over and stopped traffic on the 101 freeway in LA - with some throwing objects at officers who had to take cover. With cars set alight later on - Trump and his supporters said this warranted his actions - with his supporters also claiming that because people were waving the Mexican flag - that Los Angeles was now quote “occupied territory.” It was on Friday that people began to protest after immigration raids in parts of Los Angeles - with people put in unmarked vehicles and then driven away in convoys - with military protection also on hand. Crowds began to form and some people tried to stop the vehicles. Protesters marched on a federal building in downtown LA where it was believed many of those detained were being held. ICE have said that their operations in LA this week resulted in the arrest of 118 so-called aliens - that’s people who are not legal residents of the USA.
