Highlights: -Secretary-General in Bahrain -Occupied Palestinian Territory -Iraq -Haiti -South Sudan -International Days -Briefing Today IRAQ This morning, the Special Representative of the Secretary-General for Iraq, Jeanine Hennis-Plasschaert, briefed Security Council Members by video conference. She stressed that, currently, a more stable security environment prevails in Iraq. She added that with the next parliamentary vote now expected to be held this coming Saturday, there is hope that the new Speaker will be confirmed soon. Ms. Hennis-Plasschaert noted that she is addressing the Council Members today for the last time before departing from her current position later this month. HAITI Turning to Haiti, The United Nations and its partners continue to support people affected and displaced by the ongoing violence. The International Organization for Migration, through its mobile clinics, and its partners have supported more than 20,000 displaced people in the capital, Port-au-Prince, since the end of February. Humanitarian partners continue to provide psychosocial support, reaching more than 1,000 children in displacement sites between May 8th and 15th. Women and girls are particularly at risk of sexual and gender-based violence given the unsafe conditions in many displacement sites. Humanitarian organizations continue to organize prevention and awareness activities. They also identify survivors and make sure they receive proper care. UNICEF, the International Organization for Migration (IOM) and their partners have distributed more than 9 million liters of drinking water to more than 70,000 people since March 1st. Yesterday, a team from the Office for the Coordination of Humanitarian Affairs, accompanied by local partners, visited a displacement site in Solino, south of the capital, which currently hosts nearly 900 displaced people. The team spoke with displaced people and partners working on the site. Local NGOs continue to carry out crucial work, but there are significant gaps due to the lack of resources. The UN reiterates its call to the international community to support the humanitarian response, especially for the local partners, who continue to be in the front line. OCCUPIED PALESTINIAN TERRITORY Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs (OCHA) says that, for days now, crossings into southern Gaza have been closed, unsafe to access, or not logistically viable. Distribution is almost impossible without regular fuel imports. Telecommunications are unstable, and the fighting is ongoing. The impact is devastating for the more than two million people living in Gaza. Without a consistent fuel supply, everything stops: trucks, hospitals, generators for hospitals, and systems critical to the water, sanitation and hygiene response – such as for desalination and sewage pumping. Meanwhile, OCHA says that the situation in the West Bank, including East Jerusalem, remains alarming, amid ongoing violence by Israeli forces and settlers, the destruction of civilian property, and further displacement. Earlier this week, the last two remaining families in the Ein Samiya herding community in Ramallah – including nearly a dozen children – were forced to leave, following attacks by Israeli settlers. Those settlers remain in the area, which is preventing the families from returning. As of yesterday, all 29 households in Ein Samiya – more than 150 people – have been displaced. Across the West Bank, nearly 1,400 people – mostly from herding families – have been displaced since October, amid ongoing settler violence and access restrictions. THE HAGUE – The International Court of Justice (ICJ) holds public hearings in the case South Africa v. Israel - Oral argument of South Africa The UN’s top Court today (16 May) heard a new request from South Africa to issue more constraints on Israeli military action in the Gaza strip. South Africa's Ambassador to the Netherlands Vusimuzi Madonsela, delivered the reading of the concluding submissions of South Africa. He said, “As a matter of extreme urgency, South Africa as a State party to the Convention on the Prevention and Punishment of the Crime of Genocide, respectfully request the Court to indicate the following provisional measures, the text of which has been amended to reflect the ever-increasing gravity of the situation.” Ambassador Madonsela continued, “South Africa respectfully request the Court to order the State of Israel as a State party to the Genocide Convention, and as a party to these proceedings, to one - immediately and further to its obligations under the Court's previous orders of 26th January 2024 and 28th March 2024, cease its military operations in the Gaza Strip, including in Rafah government, and withdraw from the Rafah crossing and immediately, totally and unconditionally withdraw Israeli army from the entirety of the Gaza Strip.” He added, “Two - immediately and further to its obligations under the provisional Measure four of the Court's 26th January 2024 order and provisional measures 2a and 2b of the Court's decision of March 2024. Take all effective measures to ensure and facilitate the unimpeded access to Gaza of United Nations and other officials engaged in the provision of humanitarian aid and assistance to the population of Gaza, as well as fact-finding missions, internationally mandated bodies and officials, investigators and journalists in order to access and record conditions on the ground in Gaza, and enable the effective preservation and detention of evidence, and ensure that its military does not act to prevent such access, provision, preservation or detention.” “Three - Submit an open report to the Court: A - on all measures taken to give effect to these provisional measures within one week, as from the date of this order; and B - on all measures taken to give effect to all previous provisional measures indicated by the court within one month, as from the date of this order,” the South African Ambassador concluded. Israel will respond on Friday at the Hague. The hearing came after the request for the indication/modification of provisional measures submitted by South Africa last week. The International Court of Justice (ICJ), the principal judicial organ of the United Nations, holds public hearings on the request for the indication of provisional measures and the modification of provisional measures previously prescribed by the Court submitted by South Africa on 10 May 2024 in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Yet the toll on civilians continues to escalate. Entire families wiped out. Children traumatized and injured for life. People denied access to the very basics for human survival. It needs full support and funding.” Guterres stressed, “The only permanent way to end the cycle of violence and instability is through a two-state solution, Israel and Palestine living side-by-side in peace and security, with Jerusalem as the capital of both States.” He continued, “The demographic and historical character of Jerusalem must be preserved, and the status quo at the Holy Sites must be upheld, in line with the special role of the Hashemite Kingdom of Jordan.” On Sudan, the UN chief urged the international community to “intensify its push for peace, and call on the warring parties to agree on a lasting ceasefire. Prior to the opening of the Summit of the League of Arab States, the Secretary-General met with H.E. Mr. Ahmed Aboul Gheit, Secretary-General of the League of Arab States. The Resident and Humanitarian Coordinator for Sudan, Clementine Nkweta-Salami today (15 May) told journalists in New York that “after more than a year of conflict, the people of Sudan are trapped in an inferno of brutal violence,” with famine, diseases, and fighting “closing in.” Giving an update on the situation in El-Fasher, the capital of North Darfur, Nkweta-Salami said, “clashes over the weekend reportedly caused dozens of civilian casualties. Many more were displaced. Most seeking safety in the southern part of the city.” If the parties “do not pull back from the brink,” she said, “this will have devastating consequences for the 800,000 civilians in El-Fasher.” Nkweta-Salami said, “more than a dozen trucks, carrying health, nutrition and other critical supplies for more than 120,000 people have been trying to reach the city for weeks.” Khartoum, she said, “has been decimated” and “no one and nothing has been spared.” The humanitarian coordinator said, “horrific atrocities are being committed with reckless abandon. Reports of rape, torture and ethnically motivated violence are streaming in. Indiscriminate attacks are killing civilians, including young children. Sudan is now today, the world's largest displacement crisis.” Almost 9 million people, she said, “have been forced to flee to other parts of Sudan or neighbouring countries.” Nkweta-Salami noted that operations are taking place “against the backdrop of an imminent rainy season,” with roads becoming “impassable” in June and July. She said, “what we're trying to do is to make sure we can preposition - and the stocks here not only food, its water, its nutritional supplies, its water and sanitation equipment, WASH equipment as well - that will allow us to address the needs of the population in an integrated manner.” Nkweta-Salami said, “so, do we have stocks? No. Do we need to get stocks in? As quickly as possible.” On April 15th, 2023, violent clashes erupted between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) in Sudan, resulting in the displacement of more than 8.6 million people, including internally displaced people (IDPs), asylum seekers and refugees. This conflict exacerbated many of Sudan’s existing challenges, including ongoing conflicts, disease outbreaks, economic and political instability, and climate emergencies.
