In the last thirty years, the developing world has undergone tremendous changes. Poverty has fallen, people live longer and healthier lives, and economies have been transformed. And yet many countries have simply missed the boat. Why have some countries prospered, while others have failed? SOUNDBITE (English) Joe Biden, U.S. President: "Yesterday, I spoke with (Florida) Governor (Ron) DeSantis for some time. My team has been in constant contact with him from the very beginning. And and the mayors of Tampa, Saint Pete's and Clearwater. And my message has been absolutely clear - is that we are on the alert and in action. We've approved every request Florida has made for temporary assistance, emergency assistance, long term assistance that I've received." NOAA - MUST CREDIT NOAA In Space - 28 September 2022 3. SOUNDBITE (English) Joe Biden, U.S. President: "I made it clear to the governor and the mayors, that the federal government is ready to help in every single way possible. And I repeat what I said yesterday, to the people of Florida. This storm is incredibly dangerous to state the obvious. It's life threatening." 5. Cutaway audience   6. SOUNDBITE (English) Joe Biden, U.S. President: "Evacuate when ordered. Be prepared. Storm warnings are real. The evacuation notices are real. The danger is real. And when the storm passes, the federal government is going to  be there to help you recover. We'll be there to help you clean up and rebuild, to help you get Florida, get moving again. And we'll be there at every step of the way. That's my absolute commitment to the people in the state of Florida." 7. Mid, audience applauding 8. SOUNDBITE (English) Joe Biden, U.S. President: "And if you forgive me, I want to add one more warning - that's warning to the oil and gas industry executives. Do not, let me repeat, do not do not use this as an excuse to raise gasoline prices or gouge the American people." 9. Pan, audience applauding 10. SOUNDBITE (English) Joe Biden, U.S. President: "This small, temporary storm impact on oil production provides no excuse, no excuse for price increases at the pump. None. If gas companies try to use this storm to raise prices at the pump, I will ask officials to look into whether price gouging is going on. America is watching, the industry should do the right thing. " STORYLINE: President Joe Biden on Wednesday warned oil and gas companies against raising prices on consumers as Hurricane Ian nears landfall along Florida's southwest coast. "Do not, let me repeat, do not use this as an excuse to raise gasoline prices or gouge the American people," Biden said at the start of unrelated remarks on addressing hunger in America. After 14 weeks of declines, the streak of falling gas prices was broken last week, ending 99 straight days of falling prices. The nationwide average price soared above $5 a gallon — and over $6 in California — in June, as economic recovery and an increase in travel boosted demand for gasoline, and Russia's war in Ukraine caused a spike in oil prices. There are few signs that average gas prices have jumped significantly in Florida as the hurricane began to approach. AAA put the statewide average at just under $3.40 a gallon, a mere six-tenths of a cent higher than a week ago. Prices in the Tampa area where the hurricane is expected to hit have increased slightly over the past week, rising nearly 3 cents a gallon to an average of $3.39. Still, Biden said that the hurricane "provides no excuse for price increases at the pump" and "if it happens, he would ask federal officials to determine "whether price gauging is going on."
