Somalia has been rebuilding since 2012, following more than 2 decades of devastating conflict. The Heavily Indebted Poor Countries (HIPC) framework provided a path for Somalia to bring external debt to sustainable levels and access new external financing to support economic and social development. As part of the HIPC process and IMF engagement, the authorities advanced substantive public financial management reforms to strengthen government spending capacity and accountability. Since 2013, the Federal Government of Somalia has created efficient and transparent public financial management institutions, showcasing significant achievements such as credible budget preparation, strong internal controls, automated payment processes, and the Invoice Tracking System, all facilitated through the Somalia Financial Management Information System. This talk explores Somalia's remarkable fiscal journey to debt relief—from establishing the basics of cash and manual transactions to building comprehensive legal and institutional frameworks and the ongoing shift towards digital transformation and the exploration of AI.

United Airlines said Tuesday that it lost $124 million in the first quarter, which it blamed on a three-week grounding of all Boeing 737 Max 9s after a panel blew off an Alaska Airlines Max jetliner in January. United indicated it would receive far fewer new planes from Boeing this year than it expected, and it has begun leasing Airbus jets to fill out its fleet. Financial results released by the airline pointed to continued strength in demand for air travel, especially within the United States and across the Atlantic. United forecast better-than-expected profit in the second quarter. Shares of United rose 5% in after-hours trading. The airline had its own difficulties in the first three months of the year. Its CEO reassured travelers that United is safe despite a series of events that included a piece of aluminum skin falling off one plane, a tire dropping off another during takeoff, and an engine fire. The Federal Aviation Administration stepped up its oversight of the carrier. A Houston-bound Boeing 737-800 plane operated by Southwest Airlines returned safely to Denver International Airport on Sunday after an engine cover fell off and struck the wing flap, according to the Federal Aviation Administration. The agency said it will investigate. In recorded air traffic control audio, one of the pilots said that “several passengers and flight attendants heard something loud hit the wing.” In a statement to CNN, Southwest said passengers would take another plane to Houston and would be approximately three hours behind schedule. “We apologize for the inconvenience of their delay but place our highest priority on ultimate Safety for our Customers and Employees,” the statement said.
