Highlights: - Personnel Appointments - Resident Coordinators - Mali - Central African Republic - Yemen - Libya - Tunisia - Ethiopia - Climate Adaptation - Briefings Tomorrow PERSONNEL APPOINTMENTS The Secretary-General is appointing Bintou Keita of Guinea as his Special Representative in the Democratic Republic of the Congo. She will head up the United Nations Organization Stabilization Mission better known as MONUSCO.  Ms. Keita succeeds Leila Zerrougui of Algeria, who will complete her assignment next month. The Secretary-General is deeply grateful to Ms. Zerrougui for her important contribution and service to MONUSCO.  Ms. Keita brings to the position more than 30 years of experience in peace, security, development, humanitarian and human rights, working in conflict and post-conflict environments. We congratulate our friend Bintou for this very important assignment and also express our thanks to Leila Zerrougui whom we have worked here quite a bit and whose work we appreciated deeply. RESIDENT COORDINATORS The UN Development Coordination Office said we have three new UN Resident Coordinators - in Benin, Egypt and Nepal.    The Secretary-General has appointed Salvator Niyonzima of Burundi to serve in Benin; Elena Panova of Bulgaria will lead the UN team in Egypt; and Sara Beysolow Nyanti of Liberia will head the UN office in Nepal. This follows confirmation from the respective host governments.  As you know, Resident Coordinators are the Secretary-General’s designated representatives for development at the country level. They lead UN teams in supporting countries to respond to and recover better from the COVID-19 pandemic.  We remain happily with full gender parity and North-South balance among all our Resident Coordinators who cover 162 countries and territories around the world. MALI In a statement we issued last night, the Secretary-General strongly condemned yesterday's attack by unidentified armed combatants against a UN convoy in the Timbuktu region of Mali. This morning, we have learned from the Mission that sadly, a fourth Ivorian peacekeeper has died from his injuries overnight in Bamako.  Five peacekeepers were injured in the attack, three of them are being evacuated to Dakar for further medical treatment.   The Secretary-General expresses his deepest condolences to the bereaved families as well as to the people and Government of Côte d'Ivoire. He wishes speedy and full recovery to the injured peacekeepers. The Secretary-General said that attacks against UN peacekeepers may constitute a war crime. He calls on the Malian authorities to spare no effort in identifying and promptly bringing to justice the perpetrators of this heinous attack.   The Secretary-General reaffirms the solidarity of the United Nations with the people and Government of Mali. One United Nations peacekeeper was killed and another injured in an attack by armed elements in the Central African Republic. The Secretary-General strongly condemned the attack on the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) near Bangui. “The Secretary-General recalls that attacks against United Nations peacekeepers may constitute a war crime,” said UN Spokesperson Stéphane Dujarric. “He calls on the Central African Republic authorities to take all the necessary measures to ensure accountability for these heinous attacks.” The attack followed elections in the country. Three other UN peacekeepers were killed in attacks last month.

A UN peacekeeper from Rwanda was killed and another injured in today’s attack.  The Secretary-General expresses his deepest condolences to the family of the deceased peacekeeper, as well as to the people and Government of Rwanda. He wishes a speedy recovery to the injured.  The Secretary-General recalls that attacks against UN peacekeepers may constitute a war crime. He calls on the Central African authorities to take all the necessary measures to ensure accountability for these heinous attacks.  The Secretary-General remains very concerned over continued destabilization efforts by armed groups in the Central African Republic, and calls on all parties to stop violence and engage in meaningful dialogue. He commends the continued engagement of the UN peacekeepers in their efforts to protect civilians and preserve national stability.  The Secretary-General reiterates the commitment of the UN, working closely with national, regional and international partners, to support the cause of peace in the Central African Republic.  CENTRAL AFRICAN REPUBLIC UPDATE Following this morning’s attack, the UN Mission says that the overall situation remains under control, although tensions are continuing.   UN peacekeepers have reinforced their posture in Bangui and in areas surrounding the capital, in coordination with Central African defense and security forces, as well as other security partners. This is to prevent further infiltrations towards the capital of armed groups aiming to destabilize national institutions.    The security of UN personnel and premises have also been reinforced. MALI Another sad and tragic note from the peacekeeping department: Following an attack today against a UN convoy in Timbuktu, Mali, the Peacekeeping Mission reports that one peacekeeper has died and seven others were injured.   The UN Mission has secured the area, provided casualty evacuation and launched an investigation into the incident.  More details on that incident in Mali will be shared when available. SECURITY COUNCIL Mali was the subject at the Security Council this morning and Council members heard from Mahamat Saleh Annadif, the head of the UN peacekeeping Mission in the country. He reiterated that the transition period represents a real opportunity for the country to break out of the vicious circle of political crises followed by coups d'état.  He noted that despite a lack of consensus throughout the process that led to the designation of members of the Government and the National transitional council, we should welcome the fact that all transitional bodies are operational today.  Mr. Annadif told Council members that the success of the transition depends on the successful completion of reforms, leading to inclusive and credible elections. He warned that the process will only be viable if it is the product of the will of the Malian political actors.  As Special Representative for Mali for nearly five years, he concluded with his hope that this window of opportunity will not be a missed opportunity. Opening remarks by António Guterres, Secretary-General of the United Nations on the COP26 Virtual Roundtable on Clean Power Transition. "Excellencies, dear friends, I am very pleased to join you. The year ahead is going to be critical, not only in beating the COVID-19 pandemic, but in meeting the climate challenge. The central objective of the United Nations this year is to build a global coalition for carbon neutrality by the middle of the century. All countries need credible mid-term goals and plans that are aligned with this objective. The United Kingdom, as host of COP26, has a crucial role to play. To achieve net zero emissions by 2050, we need an urgent transition from fossil fuels to renewable energy. And we especially need to support developing countries in this shift. So, I welcome today’s discussion and also the focus in Africa. There are two clear objectives – inclusivity and sustainability. Some 789 million people across the developing world have no access to electricity at all. Three-quarters of these people live in sub-Saharan Africa. This is both an injustice and an impediment to sustainable development. All nations need to be able to provide access to electricity for all. But that energy needs to be clean and renewable, so it does not contribute to the dangerous heating of our planet. That means strong commitment from all governments. We need to end fossil fuel subsidies, put a price on carbon and shift taxation from people to pollution. We need a commitment to build no more coal-fired power plants anywhere. And we need to see adequate international support so African economies and other developing countries’ economies can leapfrog polluting development and transition to a clean, sustainable energy pathway. That is why, today, I repeat my appeal to developed nations to fulfill their longstanding pledge to provide $100 billion dollars a year for developing countries to support both mitigation and adaptation. The World Bank, the African Development Bank and national development banks must develop financial instruments that can reduce investment risks and attract private capital to African countries. Let me also emphasize, with climate disruption already upon us, we must not neglect the vital importance of adaptation. Africa’s vulnerability is plain to see, from prolonged droughts in the Sahel and the Horn of Africa to devastating floods in southern Africa as it is the case in many other parts of the world. Adaptation is a moral imperative. It must not be the forgotten component of climate action. Today, only 20 per cent of climate finance is for adaptation. Equal attention and investment must go to adaptation and resilience as well as mitigation. The forthcoming climate adaptation summit on 25 January is an opportunity to generate momentum in this much neglected area. Dear friends, Huge amounts of money have been earmarked for COVID-19 recovery and stimulus measures. But sustainable investments are still not being prioritized. We must invest in a future of affordable renewable energy for all people, everywhere. Funding needs to flow to renewables, just transition programmes, economic diversification plans, green bonds and other instruments that advance sustainability. To limit global temperature rise to 1.5-degrees Celsius, emissions need to fall by 7.6 per cent every year between now and 2030. This translates to an annual 6 per cent decrease in energy production from fossil fuels. Yet, today, some countries are still going in the opposite direction. And they are being encouraged in that direction by some donors and international financial institutions. We need to reverse this trend. The bottom line is that all public and private finance flows should support the goals of the Paris Agreement and the 2030 Agenda for Sustainable Development. I particularly appeal to the private sector champions of renewable energy. Many are already building local, national and international networks. We need their know-how and their creativity to accelerate a renewable energy transition. And let me emphasize, this must be a just and inclusive transition. That means training and reskilling and providing new opportunities. A sustainable economy means better infrastructure, a resilient future and millions of new jobs – especially for women and young people. Excellencies and dear friends, We have the opportunity to transform our world. But to achieve this we need global solidarity, just as we need it for a successful recovery from COVID-19. Africa must be at the centre of this engagement. In a global crisis we protect ourselves best when we protect all. We have the tools. Let us unlock them with political will. Thank you". Farmers in India have been rallying for months against three agricultural laws enacted Sept. 20 by Prime Minister Narendra Modi’s government. The Indian government has argued the changes will give farmers more freedom, but farmers are concerned the new laws will drive down their products’ prices with no safeguards to protect them against corporate takeovers and exploitation.
