As COVID-19 cases spike in Europe, Africa and the Americas with “multiple factors driving transmission risk,” WHO’s Director-General Dr Tedros Adhanom Ghebreyesus said, “we are collectively not succeeding at breaking the chains of transmission at the community level or within households. We need to close the gap between intent and implementation at the country and individual level because at present there is immense pressure on hospitals and health workers." Speaking to reporters in Geneva today (15 Jan), Dr Tedros said, "the more the virus is suppressed, the less opportunity it has to mutate. We need to be more efficient than the virus and reach excellence in everything we do.” The WHO chief reiterated, “there is only one way out of this storm and that is to share the tools we have and commit to use them together." Dr Tedros also said, "this is a defining moment in the pandemic and I was pleased that the Emergency Committee put a major emphasis on rolling out COVID-19 vaccines equitably.” He continued, “health workers are exhausted, health systems are stretched and we’re seeing supplies of oxygen run dangerously low in some countries,” reiterating that “now is the time we must pull together as common humanity and rollout vaccines to health workers and those at highest risk." WHO’s Dr Mariângela Simão also briefed the reporters. She said, “the world we live in is not a fair world. Right? And I'm saying this because the Covax Facility is a way for us to reach fairness. And we are going to get there, and we have worked like Dr. Soumya was saying, there are vaccines that are friendlier to the low- and middle-income countries' environment, to the logistics that are needed to ensure coverage and to ensure that the countries can actually use the vaccine to the priority populations and so on.” She continued, “these vaccines are on the way so what we have is a gap in time, when we have the some... Now I think it's 46 countries have started vaccinations and out of this, I think 38 are high-income countries.” Dr Mariângela Simão added, “Covax Facility is there to ensure we can correct the course and make sure that all countries have access to safe and effective vaccines. This is not happening now in January, but it's happening quite soon and we hope to have good news for you on this in February this year.” Senior Advisor to the Director-General and Head of the ACT-Accelerator Coordination Hub Dr Bruce Aylward told reporters, “we have three lines of defense, but we have to use them all.” He explained, “the first line of defense we're starting to roll out is the vaccine that can protect people from getting infected. And then we have diagnostics and we have new rapid diagnostics that work well. They give a second line of defense so you can find the ones who get infected, you can rapidly isolate, rapidly quarantine. And then we have the third line of defense for those people who are infected and get sick, we have dexamethazone, oxygen as Maria lays out all the time. Very, very good clinical pathways, and you can save lives if all of that is applied. But no one part of this works, you have to use all three lines of defense.” Chair of the Emergency Committee Prof Didier Houssin said, "we (the world) are a little bit paralyzed, we are a little bit confused. And clearly the question of travel inside the world, around the world by air, by road, by sea needs to be better perhaps possible and organized.” He continued, “this is why one of the recommendations of the Committee to WHO was to take a strong lead in order to produce a clear guidance and scientifically based guidance about how best to facilitate and permit the circulation of people in a safe manner."

COVID-19 has disrupted all forms of human mobility through the closing of national borders and halting of travel worldwide. Preliminary estimates suggest that the pandemic may have slowed the growth in the stock of international migrants by around two million by mid- 2020, 27% less than the growth expected since mid-2019, according to a report by the UN released today. Growth in the number of international migrants has been robust over the last two decades, reaching 281 million people living outside their country of origin in 2020, up from 173 million in 2000 and 221 million in 2010. Currently, international migrants represent about 3.6% of the world’s population. The report, International Migration 2020 Highlights, by the Population Division of the UN Department of Economic and Social Affairs (UN DESA), provides the latest estimates of the number of international migrants by country of destination, origin, age and sex for all countries and areas of the world. The report found that two-thirds of all international migrants live in just 20 countries. The United States of America remained the largest destination, hosting 51 million international migrants in 2020, equal to 18% of the world’s total. Germany hosted the second largest number of migrants worldwide, at around 16 million, followed by Saudi Arabia (13 million), the Russian Federation (12 million) and the United Kingdom (9 million). India topped the list of countries with the largest diasporas in 2020, with 18 million persons from India living outside of their country of birth. Other countries with a large transnational community included Mexico and the Russian Federation (11 million each), China (10 million) and Syria (8 million). Diasporas contribute to the development of their countries of origin through the promotion of foreign investment, trade, access to technology and financial inclusion. However, according to projections by the World Bank, the COVID-19 pandemic may reduce the volume of remittances sent to low-and middle-income countries from USD 548 billion in 2019 to USD 470 billion in 2021, a decline of USD 78 billion or 14%. The loss has affected the livelihoods of millions of migrants and their families, stalling progress in achieving the Sustainable Development Goals. National strategies and international cooperation will be needed to mitigate the effects of this loss. Among the major regions of the world, the largest number of international migrants in 2020 resided in Europe, with a total of 87 million. Northern America hosted the second largest number of migrants, with almost 59 million. Northern Africa and Western Asia followed with a total of nearly 50 million. In 2020, nearly half of all international migrants resided in the region from which they originated, with Europe accounting for the largest share of intra-regional migration: 70% of migrants born in Europe reside in another European country. The share of intra-regional migration among migrants originating in sub-Saharan Africa was 63% At the other end of the spectrum, Central and South Asia had the largest share of its diaspora residing outside the region, followed by Latin America and the Caribbean, and Northern America. Nearly two-thirds of all international migrants live in high-income countries, in contrast with just 31% in middle-income countries and around 4% in low-income countries. On the other hand, low- and middle-income countries hosted 80% of the world’s refugees in 2020. Refugees comprise around 3% of all international migrants in high-income countries, compared to 25% in middle-income countries and 50% in low-income countries. In 2020, refugees accounted for 12% of all international migrants, up from 9.5% in 2000, as forced displacements across national borders continued to rise faster than voluntary migration. Between 2000 and 2020, the number that had fled conflict, crises, persecution, violence or human rights violations doubled from 17 to 34 million. Migrant women are catalysts of change, promoting positive social, cultural and political norms within their homes and throughout their communities. Nearly half of all international migrants worldwide were women or girls. In 2020, the number of female migrants slightly exceeded male migrants in Europe, Northern America and Oceania, partially due to a higher life expectancy of women over men. In sub-Saharan Africa and Western Asia, males tend to significantly exceed the number of females, which is attributed to temporary labour migration. International migrants often make up a larger proportion of working-age persons compared to the national population. In 2020, 73% of all international migrants were between the ages of 20 and 64 years, compared to 57% for the total population. In the absence of international migrants, the ratio of persons aged 65 years or above per 100 persons aged 20 to 64 years, or old age dependency ratio, in high-income countries would have been nearly 3 percentage points higher in 2020.

The United Nations is supporting countries to mobilize the largest global immunization effort in history and we are committed to making sure that vaccines are seen as global public good. This, the Secretary-General said, requires full funding for the Access to COVID-19 Tools Accelerator and its COVAX facility. He warned that we are seeing a vaccine vacuum. Vaccines are reaching high income countries quickly, while the world’s poorest have none at all. While science is succeeding, the Secretary-General said that solidarity is failing. He said that our world can only get ahead of this virus one way — together, and that global solidarity will save lives, protect people and help defeat this vicious virus. SENIOR PERSONNEL APPOINTMENTS Today, the Secretary-General is appointing Nicholas Haysom of South Africa as his Special Representative for South Sudan. He will lead the UN peacekeeping mission there, otherwise known as UNMISS.  He will succeed David Shearer of New Zealand to whom the Secretary-General is grateful for his exemplary leadership of the UN Mission during the time of critical developments and challenges for South Sudan. Currently the Secretary-General’s Special Adviser for Southern Africa, a position he has held since October of last year, Mr. Haysom is a lawyer with a long international career with a focus on democratic governance, constitutional and electoral reforms, reconciliation and peace processes. The Secretary-General is also announcing the appointment of Ingibjörg Sólrún Gísladóttir of Iceland as his new Deputy Special Representative for Political Affairs and Electoral Assistance in the UN Assistance Mission in Iraq (UNAMI). Ms. Gísladóttir succeeds Alice Walpole of the United Kingdom, who will complete her assignment at the end of February. The Secretary-General is grateful to Ms. Walpole for her dedicated service since 2017 for the UN in Iraq. Ms. Gísladóttir brings a wealth of diplomatic and political experience to the position, including from her recent role as the Director of the Office for Democratic Institutions and Human Rights in the Organization for Security and Co-operation in Europe (OSCE), and most recently as the Head of its Election Observation Unit. Farmers in India have been rallying for months against three agricultural laws enacted Sept. 20 by Prime Minister Narendra Modi’s government. The Indian government has argued the changes will give farmers more freedom, but farmers are concerned the new laws will drive down their products’ prices with no safeguards to protect them against corporate takeovers and exploitation. But the crisis in India's agricultural sector is nothing new as the industry has been suffering for decades. Taz explains.
