The stark warning from the 2021 Global Report on Food Crises released on Wednesday revealed that conflict, or economic shocks that are often related to COVID-19 along with extreme weather, are continuing to push millions of people into acute food insecurity.
The number of people facing acute food insecurity and needing urgent life and livelihood-saving assistance has hit a five-year high in 2020 in countries beset by food crises, an annual report launched today by the Global Network Against Food Crises (GNAFC) - an international alliance of the UN, the EU, governmental and non-governmental agencies working to tackle food crises together - has found.
Conflict, economic shocks – including due to COVID-19, extreme weather – pushed at least 155 million people into acute food insecurity in 2020.
“This year’s report that we just published shows a serious increase in the number of people, indeed, affected by acute food insecurity,” said Dominique Burgeon, Director of the FAO’s Office for Emergencies and Resilience.
The report reveals that at least 155 million people experienced acute food insecurity at Crisis or worse levels (IPC/CH Phase 3 or worse) - or equivalent - across 55 countries/territories in 2020 - an increase of around 20 million people from the previous year, and raises a stark warning about a worrisome trend: acute food insecurity has kept up its relentless rise since 2017 - the first edition of the report.
Of these, around 133 000 people were in the most severe phase of acute food insecurity in 2020 – Catastrophe (IPC/CH Phase 5) – in Burkina Faso, South Sudan and Yemen where urgent action was needed to avert widespread death and a collapse of livelihoods.
At least another 28 million people faced Emergency (IPC/CH Phase 4) level of acute food insecurity in 2020 – meaning they were one step away from starvation - across 38 countries/territories where urgent action saved lives and livelihoods, and prevented famine spreading.
Thirty-nine (39) countries/territories have experienced food crises during the five years that the GNAFC has been publishing its annual report; in these countries/territories, the population affected by high levels of acute food insecurity (IPC/CH Phase 3 or worse) increased from 94 to 147 million people between 2016 and 2020.
Additionally, in the 55 food-crisis countries/territories covered by the report, over 75 million children under five were stunted (too short) and over 15 million wasted (too thin) in 2020.
Countries in Africa remained disproportionally affected by acute food insecurity. Close to 98 million people facing acute food insecurity in 2020 - or two out of three - were on the African continent. But other parts of the world have also not been spared, with countries including Yemen, Afghanistan, Syria and Haiti among the ten worst food crises last year.
“What strikes is that ten countries and territories were actually on to 103 million of the 155 million people so it means over 65 percent of those in accurate food insecurity, were just in ten countries: the DRC, Yemen, Afghanistan, Syria, Sudan, northern Nigeria, Ethiopia, South Sudan, Zimbabwe and Haiti,” said Burgeon.
The key drivers behind rising acute food insecurity in 2020 were conflict, economic shocks and weather extremes.
“The factors behind it have not changed over several years,” said Arif Husain, WFP’s Chief Economist. “It is still conflict, big time. It is still climate extremes, variables. And it is economic marginalization. But the multiplier effect behind all of this is COVID-19. So, what was already going, you know, up in terms of rising numbers got further and accelerated by COVID-19.”
According to the report, while conflict will remain the major driver of food crises in 2021, COVID-19 and related containment measures and weather extremes will continue to exacerbate acute food insecurity in fragile economies.
“Unfortunately, as we move forward, the outlook is not good. We see that the worsening trend in hanger continues, we project that at least 142 million people expected - continue to expect the crisis level or worst of accurate food insecurity,” said FAO’s Burgeon.
To address these challenges the Global Network will step up efforts to promote resilient agri-food systems that are socially, environmentally and economically sustainable, and will support major events this year such as the UN Food Systems Summit, the Convention on Biodiversity, the G20 Summit, the Climate Change Conference, and the Nutrition for Growth Summit. It will also cooperate with the G7 initiative to avert famine.

MULTILATERALISM
This morning, the Secretary-General spoke at the General Assembly’s interactive dialogue to commemorate and promote the International Day of Multilateralism and Diplomacy for Peace.
He said that the most important achievement of the UN system is that there was no Third World War. This has been the first time in history that, for more than 75 years, there has not been a major confrontation among superpowers, he said.
He also noted the UN’s role at the centre of decolonization, and its status as the body where international law and human rights standards are generated.
Similarly, Mr. Guterres said, the UN has been at the centre of the eradication of disease and the reduction of extreme poverty. And that has continued to this day, with the UN playing a lead role in the Paris Agreement to combat climate change and in efforts to ensure vaccine equity in the fight against the coronavirus.
ETHIOPIA
The Office for the Coordination of Humanitarian Affairs (OCHA) today said that the security situation in Tigray remains unpredictable and volatile, with active hostilities impeding the scale up of operations in rural areas.
Cases of COVID-19 have been reported among displaced people in Mekelle who are living in cramped conditions, with insufficient isolation centres to mitigate a large-scale outbreak. Health challenges include the lack of essential medicines and medical equipment, including oxygen cylinders in Shire, as well as fuel shortages for ambulance services.
Despite these challenges, humanitarian partners continue to try and reach all people that need help in Tigray. As of 29 April, the government, the World Food Programme (WFP) and the Joint Emergency Operation Program had distributed more than 19,000 metric tons of food, reaching 1.1 million people in 35 districts in the region. Last week, an inter-agency humanitarian convoy reached Samre and Gijet towns in the South-Eastern Zone of Tigray, and delivered emergency food, nutrition supplies, as well as non-food items. A health clinic was also set up in Samre Hospital, which remains dysfunctional.
Two hospitals in Adigrat and Axum are now providing psychosocial services to survivors of gender-based violence, with the UN Population Fund providing health kits for the clinical management of rape. In addition, the UN and partners have distributed 19 sexual and reproductive health kits to 8 hospitals and health facilities in 3 rural areas.
The Office for the Coordination of Humanitarian Affairs (OCHA) warns that additional personnel and funds, as well as unfettered and safe access, are required to scale up to the level needed to respond across the region.

In his last address to the Security Council as the High Representative for Bosnia and Herzegovina, Valentin Inzko briefed members states on the political situation in the country, where “its political leaders continue to pursue wartime goals, generate divisive narratives and nationalistic political agendas and speak about a dissolution the of the state.”
The High Representative reported to the Council that Milorad Dodik, a Serb member of the Presidency of Bosnia and Herzegovina – a three member collective Presidency - “is openly advocating dividing the country, disparaging and mocking the European Union in the process.”
“To put it in blunt terms, it is unthinkable in our countries, that the President wants to destroy the very country of which he is president,” Inzko said. “Furthermore, Mr. Dodik’s party, the SNSD recently posted several videos as part of an online campaign promoting peaceful dissolution, which will also run as advertisements to YouTube viewers in BiH.”
Since the Dayton agreement, signed in 1995 and ending the bloodiest war in Europe since the WWII, Bosnia and Herzegovina is divided in two entities – Republika Srpska and the Federation of Bosnia and Herzegovina, mostly along the lines held by warring sides. Both entities hold significant political powers.
“As a High Representative I want to be clear; Dayton does not give the right to entities to succeed,” Inzko said. “So once again, the political atmosphere is poisoned and progress on the reform is sidelined and it is extremely unfortunate that the Republika Srpska authorities have chosen this moment where the entire country is still in the grips of the COVID-19 pandemic.”
In his last briefing to the Security Council, Valentin Inzko who served as the High Representative for Bosnia and Herzegovina since 2009 summed up the situation in the country, said: “Bosnia and Herzegovina remains in de facto a frozen conflict, an unfinished peace. Its political leaders continue to pursue wartime goals, generate divisive narratives and nationalistic political agendas and speak about a dissolution of the state. The multiethnic diverse society that existed prior to the conflict has all but disappeared while it is becoming more difficult to defend the preservation of multiethnic spaces and resist the creation of monoethnic ones. Hate speech, the glorification of war criminals, and revisitation of hard genocide denial despite the verification by international judicial bodies remain very common in the political discourse.”

This morning, the Secretary-General sent a message to the Multi-stakeholder Forum on Science, Technology and Innovation for the Sustainable Development Goals.
In his message, delivered on his behalf by Maria Francesca Spatolisano, the Assistant Secretary-General of the Department of Economic and Social Affairs. The Secretary-General said that the pandemic has revealed as never before the importance of science, technology and innovation for our well-being and survival. Not only have we seen a vaccine delivered in record time, but the crisis has also increased innovation in medicines and digital communications technologies, he said in the message. However, he warned that billions of people remain almost entirely excluded from the benefits of the information and technology revolution and the pandemic has worsened existing digital and technological divides.
It is essential that we work together -- across borders, sectors and disciplines -- to make science and technology work for everyone, he added.

A federal judge this week rejected the Justice Department's attempts to keep secret a departmental opinion to not charge former President Donald Trump with obstruction at the end of the Mueller investigation, calling the administration's lawyers "disingenuous."
The department had argued in court that the largely redacted March 2019 memo was legal reasoning that helped then-Attorney General William Barr make a decision about Trump. But federal Judge Amy Berman Jackson said she believed Barr and his advisers had already decided they wouldn't charge the President with a crime before he got the written advice, and the memo was partly strategic planning instead of legal reasoning -- and therefore could be made public.
The decision adds to the criticism federal judges and others have had about Barr and his handling of the end of the Mueller investigation. Jackson and others have repeatedly questioned Barr's motives to keep documents related to the investigation -- including Mueller's findings and Barr's reactions to them -- secret or by delaying their release.
"The agency's redactions and incomplete explanations obfuscate the true purpose of the memorandum, and the excised portions belie the notion that it fell to the Attorney General to make a prosecution decision or that any such decision was on the table at any time," Jackson wrote in a 35-page opinion released Tuesday.
"The fact that [Trump] would not be prosecuted was a given," she added.
The judge's opinion comes in a lawsuit where the government transparency group Citizens for Responsibility and Ethics in Washington is seeking access to DOJ documents through the Freedom of Information Act.

Global Video: Big Chocolate: US Supreme Court to weigh in on child slavery lawsuit against Nestle, Cargill
The U.S. Supreme Court will soon decide whether Nestle USA and Cargill, two big players in the chocolate industry, can be held responsible for child slavery and other human rights abuses on cocoa farms in western Africa.
Six Malians who were forced to work on Ivory Coast cocoa farms as children are suing, accusing Nestle USA and Cargill of “aiding and abetting” in the abuses on the farms by providing operators with financial help.
The court is expected to release its decision by June. But what will the ruling mean for the companies in question – and the larger cocoa industry? Alyssa Julie reports.

Non-fungible tokens (NFTs) are digital tokens that enable true ownership over any digital asset - song, artwork or a moment in sports. You can’t touch it, but you can own it.
A digital image by the cutting-edge artist Beeple sold for a whopping US$69.4 million at auction, in a record-setting sale for a piece of art that does not exist in the physical world.
Christie’s auction house sold the art piece on March 11 after a two-week online auction involving more than 180 bids. The final auction price tag is the third-highest ever for a living artist, and the most anyone has ever paid for a non-fungible token, or NFT. This was the first time that Christie’s has ever offered a digital-only piece of art with an NFT to guarantee its authenticity.
