UN High Representative for Disarmament Affairs Izumi Nakamitsu said the findings of the OPCW’s Investigation and Identification Team with regards to an incident in Syria’s Saraqib are “deeply concerning,” and stressed that there is “no justification for the use of toxic chemicals as weapons by anyone, anywhere and under any circumstances.”
Briefing the Security Council today at a virtual meeting, Nakamitsu said efforts by the Organisation for the Prohibition of Chemical Weapons (OPCW’s) Declaration Assessment Team (DAT) are still ongoing to clarify all the outstanding issues regarding the initial declaration by Syrian. She said, according to the DAT, information provided by the Syrian authorities was not sufficient to explain the results from samples collects by the team in September.
She added, “According to the OPCW Technical Secretariat, one of the chemicals detected in these samples is a neat chemical warfare agent, the production of which has not been declared by the Syrian Arab Republic. The presence of this chemical inside storage containers of large volume at a previously declared chemical weapons facility may imply undeclared production activities.”
The UN disarmament chief said, as a result of the identified gaps, inconsistencies and discrepancies that remain unresolved, the OPCW Technical Secretariat continued to assess that, at this stage, the declaration submitted by Syria cannot be considered accurate and complete in accordance with the Chemical Weapons Convention.
Nakamitsu added, “The number of outstanding issues and their nature is concerning. I reiterate my call to the Syrian Arab Republic to extend its full cooperation to the OPCW Technical Secretariat to resolve all outstanding issues. As I have noted on many prior occasions, the confidence of the international community in the complete elimination of Syria’s chemical weapons programme depends upon these issues being finalized.”
The UN official also noted that Syria has yet to provide sufficient technical information or explanations that would enable the OPCW Technical Secretariat to close the issue related to the finding of a Schedule 2 chemical detected at the Barzah facilities of the Syrian Scientific Studies and Research Centre (SSRC) during the third round of inspections held in 2018.
Nakamitsu also addressed the second report by the OPCW Investigation and Identification Team (IIT) which on the incident in Saraqib on 4 February 2018. She said the IIT concluded that there are reasonable grounds to believe that at approximately 21:22 that day, during ongoing attacks against Saraqib, a military helicopter of the Syrian Arab Air Force under the control of the Tiger Forces hit eastern Saraqib by dropping at least one cylinder. The cylinder ruptured and released a toxic gas, chlorine, which 4 dispersed over a large area affecting 12 named individuals.
The High Representative said, “The findings of the IIT second report are deeply concerning. There is no justification for the use of toxic chemicals as weapons by anyone, anywhere and under any circumstances. With the submission of the IIT’s second report, I want to reiterate my full support for the integrity, professionalism, impartiality, objectivity, and independence of the work of the OPCW.”
Nakamitsu underscored that “any use of chemical weapons is totally unacceptable and a serious violation of international law.” She said, “Those responsible for the use of chemical weapons must be held accountable, no matter who they are. If we cannot do so, we allow the use of chemical weapons to take place with impunity, something that must not be tolerated. It is my sincere hope that members of this Council will unite on this issue.”

The Secretary-General welcomes the United States government’s unprecedented support for the waiver of intellectual property protections regarding Covid-19 vaccines.
It opens the opportunity for vaccine producers to share the knowledge and technology that will allow the effective expansion of locally-produced vaccines and can significantly increase the supply to the COVAX facility. We must also ensure that countries have the materials required to produce these vaccines.
We are all agreed: none of us will be safe from the virus until all of us are safe.
MEMORIAL SERVICE
The Secretary-General this morning paid tribute to the United Nations personnel who lost their lives in the line of duty over the course of last year.
He said that the year 2020 was like no other in the history of the UN. The world faced a merciless pandemic that continues to sow tremendous suffering. He added that in view of the magnitude of the pandemic and its extraordinary impact, this memorial service also honours all colleagues who passed away from the illness last year.
As a result, he said, this year’s memorial service paid tribute to the highest number of colleagues lost in a single year - honouring 336 of our colleagues.
Mr. Guterres said that the staff honoured today embodied the essence of multilateralism -- people around the globe joining forces to build a better world.
CLIMATE
This morning, he also spoke at the Petersberg Climate Dialogue. In his remarks, Mr. Guterres warned that under current commitments, we are still heading for a temperature rise of 2.4 degrees by the end of the century, but added that if we work together, we can avert the worst impacts of climate disruption, and use the recovery from the pandemic to steer us to a cleaner, greener path.
“The bottom line” he added, “is that, by 2030, we must cut global emissions by 45 per cent compared to 2010 levels to get to net zero emissions by 2050.”
The Secretary-General said the success of COP26 rests on achieving a breakthrough on adaptation and finance. He underscored that the forthcoming G7 Summit is a pivotal moment and called on the leaders of the G7 to take the lead, with other developed countries following, to make substantial climate financial pledges in the coming five years.
And we all have a small and narrowing window of opportunity to do the right thing,” he said.

United Nations Video: Petersberg Climate Dialogue - António Guterres (UN Secretary-General) on Climate Action
In his keynote speech at a high-level climate gathering in Petersberg, Germany Secretary-General António Guterres today (6 May) expressed concern about the “lack of progress on adaptation” and said, “the success of COP26 rests on achieving a breakthrough on adaptation and finance.”
Guterres said, “already people are dying in big numbers, farms are failing, millions face displacement. And there is a false dichotomy that says adaptation finance can only increase at the expense of mitigation finance. The fact is that we need both. With reduced fiscal space, high debts and mounting climate impacts, developing countries need mitigation and adaptation finance in equal measure. Yet adaptation finance to developing countries is a mere 21 percent of climate finance.”
The Secretary-General stressed that “we need an equal balance between mitigation and adaptation, and both backed by finance and technological support to developing countries” as this will allow “both developed and developing countries to fully mobilize to reach global net zero emissions by mid-century and build resilience to changes to come.”
He reiterated his call to donors and multilateral development banks “to ensure that at least 50 percent of climate finance is for adaption and resilience” and “to make concrete proposals so small island developing States and the least developed countries can access climate finance more easily than today.”
The Petersberg Climate Dialogue is an annual event that has been convened by Germany since 2010. It brings together ministers from over 30 countries, top executives, civil society and subnational leaders in preparation for the annual climate COP, which will be held in Glasgow from 1 to 12 November.

"I am a flight unit helicopter mechanic. At this moment, I am part of the UN flight in Cyprus.
My name is Florencia Chocobar. I am 28 years old. I’m from Argentina and I work in the air force.
Morning! Every day, I wake up at 6:00 and go to the cafeteria for my breakfast with my friend.
In the cafeteria, I can eat whatever I want, but my breakfast is very simple – coffee, toast, cheese and some fruit.
Every day, we prepare the helicopter by doing inspections together with the technician.
They are my colleagues who also support the United Nations flight.
In my free time, I like to go to the gym. If the day is nice, ride a bike.
My favourite moment of my work is when I fly.
I am proud to serve as a peacekeeper and that many women do it. We make a difference for more inclusion and active participation in society. I’m happy to represent Argentina in this mission."

United Nations Video: 2021 Global Report on Food Crises - The Food and Agriculture Organization & The World Food Programme
The stark warning from the 2021 Global Report on Food Crises released on Wednesday revealed that conflict, or economic shocks that are often related to COVID-19 along with extreme weather, are continuing to push millions of people into acute food insecurity.
The number of people facing acute food insecurity and needing urgent life and livelihood-saving assistance has hit a five-year high in 2020 in countries beset by food crises, an annual report launched today by the Global Network Against Food Crises (GNAFC) - an international alliance of the UN, the EU, governmental and non-governmental agencies working to tackle food crises together - has found.
Conflict, economic shocks – including due to COVID-19, extreme weather – pushed at least 155 million people into acute food insecurity in 2020.
“This year’s report that we just published shows a serious increase in the number of people, indeed, affected by acute food insecurity,” said Dominique Burgeon, Director of the FAO’s Office for Emergencies and Resilience.
The report reveals that at least 155 million people experienced acute food insecurity at Crisis or worse levels (IPC/CH Phase 3 or worse) - or equivalent - across 55 countries/territories in 2020 - an increase of around 20 million people from the previous year, and raises a stark warning about a worrisome trend: acute food insecurity has kept up its relentless rise since 2017 - the first edition of the report.
Of these, around 133 000 people were in the most severe phase of acute food insecurity in 2020 – Catastrophe (IPC/CH Phase 5) – in Burkina Faso, South Sudan and Yemen where urgent action was needed to avert widespread death and a collapse of livelihoods.
At least another 28 million people faced Emergency (IPC/CH Phase 4) level of acute food insecurity in 2020 – meaning they were one step away from starvation - across 38 countries/territories where urgent action saved lives and livelihoods, and prevented famine spreading.
Thirty-nine (39) countries/territories have experienced food crises during the five years that the GNAFC has been publishing its annual report; in these countries/territories, the population affected by high levels of acute food insecurity (IPC/CH Phase 3 or worse) increased from 94 to 147 million people between 2016 and 2020.
Additionally, in the 55 food-crisis countries/territories covered by the report, over 75 million children under five were stunted (too short) and over 15 million wasted (too thin) in 2020.
Countries in Africa remained disproportionally affected by acute food insecurity. Close to 98 million people facing acute food insecurity in 2020 - or two out of three - were on the African continent. But other parts of the world have also not been spared, with countries including Yemen, Afghanistan, Syria and Haiti among the ten worst food crises last year.
“What strikes is that ten countries and territories were actually on to 103 million of the 155 million people so it means over 65 percent of those in accurate food insecurity, were just in ten countries: the DRC, Yemen, Afghanistan, Syria, Sudan, northern Nigeria, Ethiopia, South Sudan, Zimbabwe and Haiti,” said Burgeon.
The key drivers behind rising acute food insecurity in 2020 were conflict, economic shocks and weather extremes.
“The factors behind it have not changed over several years,” said Arif Husain, WFP’s Chief Economist. “It is still conflict, big time. It is still climate extremes, variables. And it is economic marginalization. But the multiplier effect behind all of this is COVID-19. So, what was already going, you know, up in terms of rising numbers got further and accelerated by COVID-19.”
According to the report, while conflict will remain the major driver of food crises in 2021, COVID-19 and related containment measures and weather extremes will continue to exacerbate acute food insecurity in fragile economies.
“Unfortunately, as we move forward, the outlook is not good. We see that the worsening trend in hanger continues, we project that at least 142 million people expected - continue to expect the crisis level or worst of accurate food insecurity,” said FAO’s Burgeon.
To address these challenges the Global Network will step up efforts to promote resilient agri-food systems that are socially, environmentally and economically sustainable, and will support major events this year such as the UN Food Systems Summit, the Convention on Biodiversity, the G20 Summit, the Climate Change Conference, and the Nutrition for Growth Summit. It will also cooperate with the G7 initiative to avert famine.

A section of a rocket that launched China’s first permanent space station into orbit is expected to plunge back to Earth somewhere in the Pacific Ocean this weekend.
The Long March 5B rocket successfully launched the Tianhe module last week.
But the 30-metre long rocket also reached orbit along with the module.
Footage shot on Wednesday appears to show the rocket preparing for re-entry.
There are fears the rocket could land back on Earth over an inhabited area.
But we’ll only know exactly where the debris will strike a few hours before impact.
Meanwhile, China claims the aluminium-alloy exterior will easily burn up in the atmosphere.
The US Space Command is now tracking the debris from the module.

Global Video: Big Chocolate: US Supreme Court to weigh in on child slavery lawsuit against Nestle, Cargill
The U.S. Supreme Court will soon decide whether Nestle USA and Cargill, two big players in the chocolate industry, can be held responsible for child slavery and other human rights abuses on cocoa farms in western Africa.
Six Malians who were forced to work on Ivory Coast cocoa farms as children are suing, accusing Nestle USA and Cargill of “aiding and abetting” in the abuses on the farms by providing operators with financial help.
The court is expected to release its decision by June. But what will the ruling mean for the companies in question – and the larger cocoa industry? Alyssa Julie reports.

Non-fungible tokens (NFTs) are digital tokens that enable true ownership over any digital asset - song, artwork or a moment in sports. You can’t touch it, but you can own it.
A digital image by the cutting-edge artist Beeple sold for a whopping US$69.4 million at auction, in a record-setting sale for a piece of art that does not exist in the physical world.
Christie’s auction house sold the art piece on March 11 after a two-week online auction involving more than 180 bids. The final auction price tag is the third-highest ever for a living artist, and the most anyone has ever paid for a non-fungible token, or NFT. This was the first time that Christie’s has ever offered a digital-only piece of art with an NFT to guarantee its authenticity.
