The US announcement to support a temporary waiver of intellectual property protections for COVID-19 vaccines is “a significant statement of solidarity and support for vaccine equity,” WHO chief Dr Tedros Ghebreyesus said on Friday (7 May), urging other countries “to follow their example." "We are in an unprecedented crisis that requires unprecedented action,” Dr Tedros said. “Cases are at a record high, almost 100,000 people are dying globally each week, and we have a chronic vaccine crisis.” Insisting that the World Trade Organization provisions for Intellectual Property waivers were designed “precisely for a situation like this,” Dr Tedros asked, “if we don’t use them now, then when?” He also reminded that intellectual property waivers will need to be accompanied by transfer of technology and know-how for these difficult-to-make vaccines. Announcing the WHO’s Emergency Use Listing to Sinopharm Beijing’s COVID-19 vaccine, making it the sixth vaccine to receive WHO validation for safety, efficacy and quality, Dr Tedros said “the Strategic Advisory Group of Experts on Immunization, or SAGE, has also reviewed the available data, and recommends the vaccine for adults 18 years and older, with a two-dose schedule.” “Vaccines remain a vital tool,” Dr Tedros said. “But right now, the volume and distribution of vaccines is insufficient to end the pandemic, without the sustained and tailored application of public health measures that we know work."

And we must overcome the false dichotomy between national sovereignty and human rights, forging a holistic view of all human rights, their invisibility and their universality.” Guterres continued, “the best antidote to all of these is rekindling a shared commitment to fundamental values, and this requires the Secretary-General to maximize the unique convening power of the UN to redouble efforts for the surge of diplomacy for peace, to foster trust, build confidence, identify areas of convergence, mediating good faith and constantly bring people together.” The UN chief also said, “the COVID-19 pandemic, I am sure, will silence the doubts as to whether we need to prevent rather than cure, but prevention in all its aspects, just to say conflicts, climate change, the pandemic, poverty and even in inequality especially when it comes to gender, remain essential challenges today.” He added, “the COVID-19 pandemic has call to strengthen the need for a new social contract that affects everyone everywhere, and it is exactly the type of global challenges that United Nations was created for. Guterres continued, “the United Nations launched a coordinated response in health, humanitarian, social and economic affairs and the delivery of vaccines raises the scientific hope, and for these reasons, our determinations to make the vaccine and other treatments accessible to everyone across the world must not weaken, and this is our absolute priority.” He also said, “as Jean Mollet said, what is important at a time like this is not to be either optimistic or pessimistic but to be determined and I certainly think that we are at a juncture in history where we can reverse the situation by bring together the peoples and the country and mobilize the entire world grown as a common cause.” Guterres noted that “to achieve this defining moment, we have to strengthen multilateralism. So it can function as its founders envisioned it while meeting new and more complex challenges. So that we can guarantee that international cooperation is carried out in an effective way and that it is the norm of an increasingly interconnected world, especially in those areas considered world public goods or of common global interest.” He continued, “it is important that we work together to pinpoint those areas that may need governance improvements and to promote them. And we must remain faithful to our reform efforts and continuous improvement in a UN capable, agile and responsive to current and future challenges.” António Guterres, the ninth Secretary-General of the United Nations, took office on 1st January 2017. Our office in Colombia is working to verify the exact number of casualties and establish how this terrible incident came about in Cali. Human rights defenders are also reporting they have been harassed and threatened. We express our profound shock at the events there and stress our solidarity with those who have lost their lives, as well as the injured and their families. Despite an announcement from the Colombian presidency on 2 May that the tax reform bill would be removed from Congress, the protests, which began on 28 April, have been continuing, with calls for a massive demonstration tomorrow, 5 May. The majority of the protests to date have been peaceful. Given the extremely tense situation, with soldiers as well as police officers deployed to police the protest, we call for calm. We remind the State authorities of their responsibility to protect human rights, including the right to life and security of person, and to facilitate the exercise of the right to freedom of peaceful assembly. We stress also that law enforcement officers should abide by the principles of legality, precaution, necessity and proportionality when policing demonstrations. Firearms can only be used as a measure of last resort against an imminent threat to life or of serious injury. Highlights: - Saint Vincent and the Grenadines - Myanmar - Madagascar - Covid-19 Vaccines - Covid-19/Papua New Guinea SAINT VINCENT AND THE GRENADINES I wanted to update you on the situation in Saint Vincent and the Grenadines, following the eruption of the Soufriere volcano: We have about 30 of our staff from seven different UN agencies there. They are supporting relief and recovery efforts on the ground in close collaboration with the Government, the Caribbean Disaster Emergency Management Agency and other partners. Along with earlier support for food assistance, water and sanitation, health and protection – including from violence against women and children – the UN team and our partners are providing support with reproductive health, shelter, education and protection of livelihoods, including livestock.  The Pan-American Health Organization (PAHO), for its part, is providing personal protective equipment and medical equipment to prevent the spread of the COVID-19 virus, also with $250,000 delivered for water and sanitation supplies. The UN Development Programme (UNDP) is rolling out a $300,000 crisis response and recovery effort to swiftly clean the volcanic ashes, with emergency employment for over 2,000 households. With 20,000 people at risk of food insecurity, the World Food Programme (WFP) and partners continue to deliver immediate assistance. Three mobile storage units and two prefabricated offices are increasing the agency’s storage capacity. Around 90 per cent water flow capacity has been restored island-wide, in an effort led by the authorities, supported by the United Nations. MYANMAR From Myanmar, the UN Country Team says today it remains deeply concerned about continued reports of violence used by the security forces against demonstrators. There are reports of death and injuries amongst demonstrators and bystanders on a daily basis. Our team says that, according to the best available data, at least 774 women, children and men have been killed across Myanmar between 1 February and 6 May. The vast majority of those who were killed died of gunshots. The UN team is also concerned about the condition of 3,740 people who have been arbitrarily arrested and remain in detention. Our colleagues in Myanmar said they are also concerned about the increasing reports of explosions and arson in different parts of the country. MADAGASCAR In Madagascar, the desperate humanitarian situation continues in the Grand Sud part of the country, which is experiencing its most acute drought in four decades, and the situation is sadly deteriorating rapidly. More than 1.1 million people – about two out of every five people there – are severely food insecure. The situation is expected to deteriorate in the months ahead. Alarmingly, in Amboasary Atsimo district, about 75 per cent of the population is facing severe hunger, with nearly 14,000 people being catastrophically food insecure and in famine-like conditions. The number of children admitted for treatment of life-threatening severe acute malnutrition in the first quarter of 2021 was four times higher than the five-year average. The UN, together with our humanitarian partners, is scaling up the response, but more resources are urgently needed to save lives. The Flash Appeal for Madagascar, launched in January, called for $76 million to support 1 million people, but is only 22 per cent funded so far. Non-fungible tokens (NFTs) are digital tokens that enable true ownership over any digital asset - song, artwork or a moment in sports. You can’t touch it, but you can own it. A digital image by the cutting-edge artist Beeple sold for a whopping US$69.4 million at auction, in a record-setting sale for a piece of art that does not exist in the physical world. Christie’s auction house sold the art piece on March 11 after a two-week online auction involving more than 180 bids. The final auction price tag is the third-highest ever for a living artist, and the most anyone has ever paid for a non-fungible token, or NFT.
