All members expressed their solidarity with the families of the victims, and with those whose lives and livelihoods have been impacted. The Support Group urged authorities to swiftly complete the investigation into the port explosions, so that the truth may be known and justice may be rendered. Members also welcomed the forthcoming conference that I just mentioned to you that is co-chaired by the UN and France to address the humanitarian needs of Lebanon’s most vulnerable people. The International Support Group noted that one year has now passed without a government in Lebanon. Members took note of the designation of a new Prime Minister and called on leaders to support, without delay, the formation of an empowered new government that implements meaningful reforms. The full statement of the Support Group – which includes the United Nations, the European Union, the Arab League and seven countries – is available online. AFGHANISTAN Today, the UN Mission in Afghanistan (UNAMA) called for an immediate end to fighting in urban areas, saying that civilians are bearing the brunt of the violence. The latest reports show that 40 civilians have been killed and 118 injured within the last 24 hours in the city of Lashkagah as the Taliban continue their ground assault. In Kandahar, at least 5 civilians were killed and 42 wounded. The Mission said that the Taliban ground offensive and Afghan National Army airstrikes are causing the most harm and added it is deeply concerned about indiscriminate shooting and damage to health facilities and civilian homes. All parties must do more to protect civilians or the impact will be catastrophic, according to the UN Mission in Afghanistan. Meanwhile, the UN Refugee Agency (UNHCR) in the country said it is continuing to provide emergency lifesaving assistance to families who have been newly displaced [because of] the violence. Nearly 360,000 people have fled their homes this year due to conflict. The UN Population Fund (UNFPA) has deployed Mobile Health Teams to respond to communities impacted by the conflict and provide quick relief in the form of health and psychosocial support to the most vulnerable. ETHIOPIA Turning to Ethiopia, the Emergency Relief Coordinator, Martin Griffiths, is ending his mission today in Addis Ababa, where he met with the Deputy Prime Minister, Demeke Mekonnen Hassen and Minister of Foreign Affairs, Gedu Andargachew Alene, as well as UN and non-governmental heads of agencies, as well as our humanitarian staff. Meanwhile, the humanitarian situation continues to deteriorate in the Amhara region due to ongoing regional and ethnic conflicts, flash floods, and food insecurity. In Amhara, intercommunal conflicts in the Central Gondar zone, and in the Awi zone, continue to increase the number of internally displaced persons. Worsening conflict along the Amhara-Tigray regional border is further increasing displacement, with an estimated 100,000 internally displaced men, women and children in various pockets across the region. UN agencies are supporting our partners and government counterparts throughout Amhara, including in health and nutrition and cash programmes. Response, however, remains insufficient to meet increasing humanitarian needs, with limited humanitarian presence in the region. Immediate resource mobilization is required to meet the urgent needs of impacted communities. Emergency shelter, food and non-food items are the key priorities for us. Pre-positioning of supplies particularly for health, nutrition, shelter, and protection is urgently required. Ambassador T. S. Tirumurti, Permanent Representative of India to the United Nations, and President of the Security Council for the month of August, briefs reporters on the Security Council’s Programme of Work for the month. Ambassador T.S. Tirumurti of India, who is presiding the Security Council during the month of August, today (2 Aug) called for “all violence” and “ties with international terrorism" to end in Afghanistan as this “will have a direct impact on India.” Tirumurti said, “a lasting political settlement through an inclusive Afghan led, and Afghan owned, and Afghan controlled process” is required in order “to protect the gains which we’ve had in the last nearly 20 years.” He Indian Ambassador said, “any government that comes to power in Afghanistan to be seen as legitimate in the eyes of the people. So, consequently we cannot have unilateral imposition of will by any party, and peaceful negotiations should be taken seriously by all the parties. And the dialogue, which they are having there is a need for that to be accelerated.” Last week, so-called “anti-Government elements” targeted entrances of the clearly marked UN facility in Herat with rocket-propelled grenades and gunfire just hours after Taliban fighters penetrated Herat city and clashed with Afghan security forces near UNAMA’s provincial headquarters. Turning to Pakistan, Tirumurti said issues related to Jammu and Kashmir “should be resolved in an atmosphere which is free of terror, hostility, and violence. And therefore, right now, the onus is on Pakistan to create such a conducive atmosphere, including by taking credible and verifiable action not to allow any territory under their control to be used for cross border terrorism against India.” On 5 August 2019, the Government unilaterally revoked Jammu and Kashmir special status and in May 2020, passed the so-called Domicile Rules, which removes protections for those in the territory. The Ambassador announced that on August 9th, the Council will hold a high-level session on Maritime Security, presided by Prime Minister Narendra Modi. He said, “we feel that it is time that the various dimensions of maritime security and crime are discussed in a holistic manner and addressed through international cooperation. Issues such as piracy, use of sea to conduct crimes, illicit trafficking in narcotic and psychotropic substances, trafficking in persons, and illicit firearms, and Illegal, Unreported and Unregulated Fishing, IUUs, have implications for the livelihood and security of coastal communities, international trade, energy security, and the global economy.”

The UN team is helping authorities prepare for the vaccination of undocumented people, refugees and asylum-seekers. This includes technical and advocacy support to prepare specific guidelines. UNHCR is helping to gather data on refugee populations, while we are also working on outreach and mapping of vulnerable groups. The UN team has also been working on risk communication and community engagement in various languages, as well as on outreach programmes and hotlines to increase access to information about vaccines. This includes a website that is tailored to support refugees, asylum-seekers and organizations supporting refugees. Our team on the ground is also supporting authorities in tracking public sentiment to help tackle rumours and misinformation. SYRIA The Special Envoy for Syria, Geir Pedersen, over the weekend, said he is following with great concern the developments in southwest Syria. He is actively in contact with relevant parties to ensure that violence ceases and he is calling on all to de-escalate.   In a statement over the weekend, Mr. Pedersen stressed to all that the principle of the protection of civilians and international humanitarian law must be upheld.  The Special Envoy emphasized the humanitarian dimension of the situation, recalling the messages he received from people in Daraa stating they did not want to leave their homes.   The Special Envoy said this uptick in tension in the southwest reiterates the need for all in Syria to agree on a nationwide ceasefire, in line with Security Council resolution 2254 (2015). MYANMAR From Myanmar, the UN team has reaffirmed its solidarity with the people of the country in their pursuit for democracy, peace, human rights and the rule of law, six months after the Myanmar military seized control over the democratically elected government. Since February 1st, at least 930 people – many of them women and children – have been killed at the hands of security forces, while thousands more have been injured. At least 3,000 people remain under detention – this includes politicians, authors, human rights defenders, teachers, health care workers, civil servants, journalists, monks, celebrities, and ordinary citizens. The protracted crisis has impacted humanitarian access to people in need, as well as education, health, and the fight against COVID-19. It has also, of course, affected the basic rights of the people of Myanmar to express themselves and have a government that represents them. For their part, the UN Population Fund and UN Women in Myanmar have warned that the compounded political and health crisis, coupled with an intensification of fighting, is putting more women and girls this year at risk. They also said that the deteriorating socio-economic situation means that hundreds of thousands more people now are in need of humanitarian aid. Since February 1st, women and girls have been at the frontlines as leaders of civil society organizations, civil servants, activists, journalists, artists and influencers, exercising their fundamental rights to express their hopes for the future of the country. This spring, a U.K.-based company released genetically engineered mosquitos in the Florida Keys – part of an experiment that researchers hope could eventually result in a new weapon against diseases like Dengue Fever. Mosquitos have long been associated with the spread of vector-borne diseases, but scientists hope by genetically altering their DNA, they could prevent them from passing on pathogens to humans. A similar experiment was carried out two years ago in Burkina Faso, where malaria is endemic.
