TRAVEL RESTRICTIONS RELATED TO COVID-19
In a statement, the Secretary-General commended the Government and scientists and health community of South Africa for acting early to identify the emergence of a new COVID-19 variant.
The Secretary-General said he is now deeply concerned about the isolation of southern African countries due to new COVID-19 travel restrictions.
As he and others have long warned, low vaccine rates are a breeding ground for variants.
The people of Africa cannot be blamed for the immorally low level of vaccinations available on the continent – and they should not be penalized for identifying and sharing crucial science and health information with the world.
The Secretary-General appeals to all governments to consider repeated testing for travelers, together with other appropriate and truly effective measures, with the objective of avoiding the risk of transmission so as to allow for travel and economic engagement.
MIDDLE EAST
The Secretary-General spoke this morning at the General Assembly meeting on the establishment of a Middle East zone free of nuclear weapons and other weapons of mass destruction. He reiterated his call upon all parties in the region to exercise restraint and avoid escalation.
He added that the return to dialogue on the full and effective implementation of the Joint Comprehensive Plan of Action, or JCPOA, is an important step.
DEPUTY SECRETARY-GENERAL
The Deputy Secretary-General, Amina Mohammed, is in London today to give the 2021 Annual Lecture at the Royal African Society on just transitions and investing in sustainable recovery.
Earlier in the day – in Geneva - the Deputy Secretary-General attended the Building Bridges Conference on sustainable finance. She also briefed Member States and met with senior UN officials there.
She will be back at home here in New York tomorrow.

United Nations Video: "Plight of women, children and men in Libya requires greater action" - ICC Prosecutor
During his first briefing to the Security Council, the Chief Prosecutor of the International Criminal Court (ICC) Karim Khan said, “cogent and coherent allegations” continue to arise from Libya, and this requires a “new focus” from the Office of the Prosecutor, as well as “more engagement and more support” from the Council.
He said, “the plight of women and children and men is something that requires greater action.”
Khan, who succeeded Fatou Bensouda as Chief Prosecutor on 16 June said, “I hope in my next report I will be able to set out clear objectives, and a roadmap that will give clarity on these important matters and would help to more transparently and clearly communicate what is the plan, what are we hoping to do, and how we hoping to achieve it.”
The Office of the Prosecutor presents its reports concerning cases in Libya in semi-annual briefings to the Council.
Khan said, “we need to redefine success for the Court. Success does not simply mean the numbers of trials or the number of proceedings in the Hague. Success means narrowing accountability, supporting national authorities looking at imaginative ways in which we work together, not separately and divided but in a united manner.”

United Nations Video: Omicron - WHO has designated B.1.1.529 as a Variant of Concern (VOC) | COVID-19 | United Nations
Based on evidence indicative of a detrimental change in COVID-19 epidemiology, the Technical Advisory Group on SARS-CoV-2 Virus Evolution (TAG-VE) has advised the World Health Organization (WHO) that this variant should be designated as a VOC, and the WHO has designated B.1.1.529 as a Variant of Concern (VOC) named Omicron.
The TAG-VE is an independent group of experts that periodically monitors and evaluates the evolution of SARS-CoV-2 and assesses if specific mutations and combinations of mutations alter the behaviour of the virus.
WHO's COVID-19 Technical lead Dr Maria Van Kerkhove today (26 Nov) said, “based upon the information that we have, particularly from South Africa, they have advised WHO that this variant should be classified as a variant of concern. So, today we are announcing
Van Kerkhove said, “Omicron, B.1.1.529, is named as a variant of concern because it has some concerning properties. This variant has a large number of mutations and some of these mutations have some worrying characteristics. Right now, there are many studies that are underway. There's a lot of work that is ongoing in South Africa and in other countries to better characterize the variant itself in terms of transmissibility, in terms of severity and any impact on our countermeasures, like the use of diagnostics, therapeutics or vaccines. So far, there's little information, but those studies are underway, so we need researchers to have the time to carry those out. And WHO will inform the public and our partners and our member states as soon as we have more information."
She noted that “once a variant is classified as a variant of concern, it's really important that we have good SARS-CoV-2 surveillance around the world, including better genomic sequencing, because we want to be able to detect this variant where it is circulating. It's also really important that studies are undertaken in the field to look at any clusters and also the studies that are needed in the lab to look to see if there's any changes in severity, any changes in our impact on diagnostics, therapeutics or vaccines."
The WHO scientist informed that the TAG-VE will be meeting regularly about Omicron. She said, “it will take days to weeks for some of these studies to be undertaken. It's really important that these studies are done, and they're done comprehensively. As soon as we have more information, we will make that information public. But it's important to know that there's a lot that you could do to keep yourself and your loved ones safe."
There are a number of studies underway and the TAG-VE will continue to evaluate this variant. WHO will communicate new findings with Member States and to the public as needed.
Van Kerkhove said, “we understand that people are concerned. The good thing is that we have monitoring systems around the world to detect these variants very quickly. This variant was detected a few weeks ago, and already scientists are sharing research with us, information with us so that we can take action. What's really important as an individual is to lower your exposure. The measures, these proven public health measures, have never been more important: Distancing, wearing of a mask, making sure that it's over your nose and mouth with clean hands, making sure you avoid crowded spaces, be in rooms where there's good ventilation and when it's your turn, get vaccinated."
The B.1.1.529 variant was first reported to WHO from South Africa on 24 November 2021. The epidemiological situation in South Africa has been characterised by three distinct peaks in reported cases, the latest of which was predominantly the Delta variant. In recent weeks, infections have increased steeply, coinciding with the detection of B.1.1.529 variant. The first known confirmed B.1.1.529 infection was from a specimen collected on 9 November 2021.

Since the outbreak of COVID-19, emerging data and reports from those on the front lines, have shown that all types of violence against women and girls, particularly domestic violence, has intensified. This is the Shadow Pandemic growing amidst the COVID-19 crisis, and we need a global collective effort to stop it. More needs to be done to prioritize addressing violence against women in COVID-19 response and recovery efforts. As countries implemented lockdown measures to stop the spread of the coronavirus, violence against women, especially domestic violence, intensified – in some countries, calls to helplines have increased five-fold.
On this occasion, the UN Chamber Music Society will dedicate this concert to organizations committed to helping to eliminate violence against women: Violence Against Women aims to bring about societal change to members of the Palestinian society, especially women, by providing the right to a decent life, equality and equal. Headquartered in Nazareth, the organization is committed to eliminating violence directed against women must be eliminated, as well as the conditions for women's oppression. HACEY Health Initiative works to improve the health and productivity of women and girls in Nigeria and underserved populations in Africa. Their programmes integrates health and economic empowerment programs, and addresses the root causes of gender-based violence by expanding opportunities to finance, counseling, and psycho-social support to women and girls across Nigeria.
Opening remarks will be delivered by Melissa Fleming, UN Under-Secretary-General for Global Communications. The concert will feature special performances from musicians of Daniel Barenboim’s West-Eastern Divan Orchestra, including violinist Yamen Saadi; the Karajan Trio of the Berlin Philharmonic, Syrian clarinetist Kinan Azmeh, and the Trio Joubran. Founded in 2016, the UN Chamber Music Society is dedicated to promoting the United Nations’ goals and values at large - through the universal language of music.

The World Health Organization (WHO) has warned the Omicron variant of the coronavirus poses a "very high" risk globally, and could lead to severe consequences in some regions.
"If another major surge of Covid-19 takes place driven by Omicron, consequences may be severe," it said in a technical note, adding however that "to date, no deaths linked to Omicron variant have been reported".
It confirmed previous reports that the variant had an unprecedented number of spike mutations, but added there were considerable uncertainties about the effect these could have.
The WHO said it expected more data within the coming weeks, and called on member states to make sure they were able to maintain health services even if the number of cases started to rise.

Global Video: Generation gap: Young Canadians blame boomers for growing disparity, study finds
Feeling the pressures of a society plagued by climate change, soaring home prices, economic inequality and poverty, many young Canadians say they are feeling less than optimistic about the direction of our nation and cite the baby boom generation as one of the root causes of disparity and division in society.
A new study done by Angus Reid Institute, in partnership with Cardus, has found a growing divide between younger and older generations. As Erica Vella reports, experts say it’s a similar sentiment to the generation divide of the 1960s.

Global News journalist Rachel Gilmore joined mentalist Jaymes White for a "ghost hunt" at the Arcand Homestead, an old farming property on the outskirts of Ottawa that dates back to the 1800s.
White says he’s a “skeptic” about the paranormal, but he’s also run seances since 2015, using Victorian-era techniques to allow guests to “contact” the unknown. His seances regularly sell out and, according to his website, “people have been known to run out of the locations screaming and crying.”
Armed with an iPhone and stabilizer, Gilmore sought to bring an open-minded but skeptical lens to an abandoned barn on the property, but she never imagined what would actually go down...
