Highlights: - Thailand - Deputy Secretary-General - Security Council - Democratic Republic of the Congo - Syria - Myanmar - Proactive - CAR: MINUSCA mandate implementation - Briefing Tomorrow THAILAND The Secretary-General is shocked and saddened by the horrific mass shooting today at a child-care facility in the northeast of Thailand, in which dozens of people were killed, most of the victims as you know were children. The Secretary-General extends his condolences to the families of the victims and wishes those injured a speedy recovery. And of course, the UN team in Thailand have issued various statements also on this horrific incident. DEPUTY SECRETARY-GENERAL The Deputy Secretary-General, Amina Mohammed concluded her visit to Kenya today. Earlier today, she was in the Kajiado area to see first-hand how the climate emergency is impacting people there. Kajiado is a county South of Nairobi that has been heavily impacted by the ongoing drought in Kenya. Ms. Mohammed visited a vaccination and livestock feeds facilities and a hospital, where she saw a nutrition programme, interacted with health workers and members of the community. The Deputy Secretary-General also received a briefing from representatives of the County Government and UN agencies about the work they’re doing in the area, their humanitarian work. Also today, in Nairobi, Ms. Mohammed met with Rigathi Gachagua, the Deputy President of Kenya. The Deputy Secretary-General’s next stop is Cape Town, in South Africa, where she will address the Twelfth Annual Desmond Tutu International Peace Lecture. SECURITY COUNCIL Back here this morning, the Security Council held an open meeting on strengthening the fight against the financing of armed groups and terrorists through the illicit trafficking of natural resources in Africa. Ghada Waly, the head of the UN Office for Drugs and Crime (UNODC), told Council members that the threat of terrorism and organised crime is becoming entrenched in Africa. She pointed to research conducted by her agency that established that illegally mined gold and other precious metals are being fed into the legitimate markets, providing huge profits for traffickers. She added that the illegal trade in ivory alone generates $400 million in illicit income each year. This, she said, strips the people of Africa of a significant source of revenue. It robs the millions of people who depend on these natural resources for their livelihoods, and it fuels conflicts and instability. The UN Office for Drugs and Crime remains fully engaged to support Africa’s fight against the criminal trade in wildlife and natural resources, she said, and she welcomed the attention of the Council to this issue. Joint Statement Delivered by Ambassador Linda Thomas-Greenfield at the UN Security Council Stakeout on the Democratic People’s Republic of Korea's Ballistic Missile Launches (The following is a joint statement delivered by Ambassador Linda Thomas-Greenfield, U.S. Representative of the United States to the United Nations, on behalf of Albania, Brazil, France, India, Ireland, Japan, Norway, the Republic of Korea, the United Arab Emirates, the United Kingdom, and the United States.) The United States, Albania, Brazil, France, India, Ireland, Japan, Norway, the Republic of Korea, the United Arab Emirates, and the United Kingdom, strongly condemn the DPRK’s long-range ballistic missile launch which overflew Japan on October 4 and its seven other ballistic missile launches conducted since September 25. The DPRK has now launched over 35 ballistic missiles this year alone. These launches violate multiple Security Council resolutions and pose a threat to not only the region, but to the entire international community. The United States, and those who have joined me at the podium today remain committed to diplomacy and continue to call on the DPRK to return to dialogue. But we will not stay silent as the DPRK works to undermine the global nonproliferation regime and threaten the international community. The DPRK made its intentions clear in April and September when its leader signaled an effort to accelerate the DPRK’s nuclear and ballistic missile programs and even alluded to pre-emptive use of nuclear forces. We are witnessing the DPRK’s pursuit of this objective. We call on all UN Member States, especially Council members, to join us in condemning this reckless behavior and in urging the DPRK to abandon in a complete, verifiable, and irreversible manner its unlawful weapons programs and engage in diplomacy toward denuclearization. We also recall the Council’s decision in Resolution 2397 referring to further significant measures. We call on Member States to fully implement the relevant Security Council resolutions. Let us reaffirm that full implementation of the 1718 Committee mandate is necessary to effectively slow down and restrict the DPRK’s weapons advancements. Following the DPRK’s provocations and escalatory behavior in 2017, the Council came together and unanimously took action to hold the DPRK accountable for its unlawful actions. Now again the DPRK is testing the Council’s resolve and we must act accordingly. The Council will continue to engage over the course of the next week to find a unified voice and way forward.

UNICEF notes that as the country grapples with clashes between armed groups and violent protests over price hikes, seven deaths have been reported, and five positive cases are confirmed. An additional 60 suspected cases are being investigated in the metropolitan area of Port-au-Prince. DEMOCRATIC REPUBLIC OF THE CONGO A report released today by the UN Joint Human Rights Office and the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) documented at least 3,126 cases of torture and other cruel, inhuman or degrading treatment or punishment throughout the Democratic Republic of the Congo between April 2019 and April 2022. The Canadian National Exhibition (CNE) is back in Toronto after a two-year pandemic hiatus, and with its return, small businesses that struggled with the closure are back. With revenue going from 100 to 0 when the Exhibition closed for two years due to the COVID-19 pandemic, being back at the CNE this year is extra-special for patrons and especially the small family businesses passed down from generation to generation. “As much as this is a generational business for me and a family business, it’s also something that is an experience that generations have gone to the CNE and enjoyed,” said Sam Scanga, owner of several food booths at the CNE he runs with his family, referring to attendees’ love of his Primo Spaghetti 1.99. Throughout the pandemic, North Americans have been rethinking their relationship with work. In fact, a recently released survey found that about a quarter of Canadians have taken on a new job in the past few months. Many more who have stayed at their post have begun thinking about ways to improve working conditions. And then there's workers at places like Starbucks and Apple, some of whom have sought to form unions or join unions. In Canada, three Starbucks in B.C. have voted to join the United Steelworkers Union, as has a café in Calgary. Five Lethbridge Starbucks locations are awaiting the results of similar votes. Meanwhile, unions have reported an increase in the number of calls from workers interested in joining a union, according to Canadian Labour Congress President Bea Bruske. “Those workers who are often service sector workers in restaurants, retail locations, have had to deal with the public, have not necessarily had access to personal protective equipment during the pandemic, have not had access to paid sick time. And quite frankly, their wages are not keeping up to inflation,” She explains. The world’s first in-person Global Black Pride (GBP) events were held in Toronto, exactly one month after Pride and overlapping with the city’s Caribbean Carnival. Founded in 2020, it is an event that brings together Black 2SLGBTQIA+ communities across all continents. One of these events was the Black Pride Kiki Ball, co-hosted by the City of Toronto with the Toronto Kiki Ballroom Alliance (TKBA). In Canada, ballroom culture has exploded in recent years. Founded in 2010 in Toronto by Legendary Twysted Miyake-Mugler and Legendary Vixen, TKBA is a space to nurture the needs of 2SLGBTQIA+ BIPOC youth facing barriers and trauma. Started in New York during the 1960s, ballroom spaces were created by the queer and trans Black and Latinx community due to discrimination and a need for a safer nightlife. A function that hosts multiple competitive categories, each event typically consists of a DJ, a commentator, a judges panel, ballroom walkers and spectators coming together to celebrate one another and compete. For the world’s first in-person GBP event, this global event celebrated the unique intersection of these diverse cultures, marking how far the movement has come over the course of 60 years. Disability is a reality for many Canadians. Yet, people with disabilities often struggle to access businesses, nightclubs and other spaces. This is true in the 2SLGBTQQIA+ community as well. “I feel very isolated in a lot of those spaces because they’re not accessible,” disability awareness consultant Andrew Gurza tells Global News about hot spots in Toronto’s LGBTQ+ neighbourhood, “The Village.” “And if I can access the space a lot of the community doesn’t know how to receive me. Has never seen a disabled person like me in the space.” Global News’ Alyssa Julie spoke to two disabled people in the queer community, who said physical barriers aren’t the only hurdle they encounter. Almost 500,000 people in Canada identify as bisexual, according to official data from Statistics Canada. However, although a growing portion of the Canadian population identifies as bisexual, those who come out as such are still met with denial, or their identities are questioned. This phenomenon is referred to as bisexual erasure. One example of this is when a bisexual person is said to be “experimenting,” or transitioning to gay or lesbian, as described by 2SLGBTQQIA+ organizations, like GLAAD or Pflag.
