Security Council Briefing by Christian Ritscher, Special Adviser to head the Investigative Team to support domestic efforts to hold ISIL (Da'esh) accountable for acts that may amount to war crimes, crimes against humanity and genocide committed in Iraq, on Promotion of the Accountability for Crimes Committed by Da’esh/Islamic State in Iraq and the Levant. UN senior official Christian Ritscher said, “one of our key goals is to support Iraq in playing a leading role in holding ISIL members accountable for international crimes,” adding that “UNITAD is committed to building capacities of the judiciary in Iraq to work towards fair and just trials in accordance with applicable standards of the United Nations.” Special Adviser and the head of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL (UNITAD), Christian Ritscher today (05 Dec) delivered the ninth report of his office. Over the last reporting period, his team continued to advance its investigations into international crimes committed by ISIL against all communities of Iraq. Ritscher highlighted some examples of the progress made. He said that a key outcome has been the completion of the case assessment focused on crimes committed against the Christian community in Iraq. Evidence collected and analysis conducted thus far substantiate preliminary findings from his last report that ISIL commissioned acts such as seizing of properties, looting and destruction of churches, the commission of sexual violence against, and enslavement and forcible religious conversions of members of the Christian community. He said, “these acts constitute crimes against humanity and war crimes, including but not limited to forcible transfer, persecution, pillage, sexual violence and slavery, and other inhumane acts, such as forced conversion as well as intentional destruction of cultural heritage and religious sides protected under international humanitarian law.” The Special Adviser continued, “in this respect, the team identified a number of ISIL leaders and members originating from areas nearby but also from foreign countries that considerably participated in these attacks.” He also said that his team‘s investigations into the development and use of chemical and biological weapons by ISIL have “notably progressed.” Ritscher explained, “evidence collected continues to support that ISIL manufactured and produced chemical rockets and mortars, ammunition, warheads and improvised explosive devices, in addition to the development, testing, weaponization and deployment of a range of chemical agents highlighted in my last report.” He also said, “so far, the evidence obtained shows that religious and cultural sites were either intentionally destroyed by ISIL, or taken over and occupied, sometimes for military purposes. This resulted in severe damage or destruction to these sites. This second part will include the continuation of negotiations by Parties to the Convention on Biological Diversity, which we hope will lead to the adoption of an ambitious post-2020 Global Biodiversity Framework.   While in Montreal, the Secretary-General will meet with the Prime Minister of Canada, Justin Trudeau, as well as COP15 President, Minister Huang Runqiu of China. He will also meet with representatives from civil society, including women’s groups, youth, indigenous communities and regional groups. The Secretary-General is scheduled to be back in New York on Wednesday evening. SECRETARY-GENERAL/SUDAN In a statement issued today, the Secretary-General welcomed the signing of a framework agreement between civilian political forces and the military in Sudan. He hopes that this can pave the way for the return to a civilian-led transition in the country. He calls on all Sudanese stakeholders to work without delay on the next phase of the transition process to address outstanding issues with a view to achieving a lasting, inclusive political settlement. The United Nations, through the Trilateral Mechanism comprised of the United Nations Integrated Transition Assistance Mission in the Sudan (UNITAMS), the African Union (AU), and the Intergovernmental Authority on Development (IGAD), remains committed to supporting the process going forward. The Secretary-General reaffirms that the United Nations will continue to support the aspirations of the Sudanese people for democracy, peace and sustainable development. UKRAINE The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) today noted that according to the authorities, another wave of missile strikes today have left millions without electricity and water in some regions in the north, centre and south, and the capital Kyiv. In Odesa, the water supply has been compromised due to the lack of electricity to run the pumps, and the heating system in Dnipro and Odesa have also been impacted. In addition, 40 per cent of the Kyiv region was left without electricity, according to authorities. OCHA pointed out that the attacks have further damaged Ukraine’s energy system, at a time when temperatures have dropped below zero in most of the country and reached -8 degrees in Kyiv. These repeated attacks on the energy system are putting millions of civilians at risk of freezing temperatures, particularly people living on the front lines, without access to heating, water and essential services. Aid workers continue to support the Ukrainian authorities with generators to keep hospitals working, and to make sure centres for displaced people are warm enough and to prepare thousands of facilities to serve as heating points. The UN has distributed more than 400 generatorsand more are arriving in the coming days. The UN has also provided warm clothes, heating appliances and home repairs for more than 630,000 people. In recent days, the UN continues its work to help people in the Kherson region. The UN has delivered another 10 truckloads of critical supplies to two communities in the outskirts of Kherson city, including health kits enough to treat 20,000 patients for a period of 3 months; hygiene kits for 6,000 people and critical household items, including blankets, sleeping bags, mattress and other supplies to 1,500 families; amongst other supplies. For its part, the World Food Programme (WFP) today said that despite the challenges due to conflict-induced lack of basic services in the country, close to 2.8 million people in need have been assisted with food and cash in November. WFP noted that the main priority for December remains on consistently responding to the dire needs of people in the worst impacted areas in Ukraine, delivering timely life-saving assistance with support from partners. Overall, since the start of WFP operations in Ukraine in February 2022, more than 137,000 metric tonnes of food have been delivered to partners, intended for people impacted by war and in need living across the country. UKRAINE The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) today raised concerns about the impact of the conflict on civilians in the eastern-most parts of the country, particularly Donetsk region, and their southern neighbours in Zaporizhzhia. While the world’s attention has been on the grave humanitarian situation in Kherson, dozens of towns on both sides of the frontline in Zaporizhzhia have been shelled daily during the past weeks, according to NGOs on the ground. People in these towns face tremendous challenges accessing gas, water and electricity in their homes. Most people in the region of Donetsk also face extremely limited access to heating, water, health and education services following damage to civilian infrastructure. Over the past couple of days, our humanitarian colleagues have received reports from local authorities of civilians killed and injured on both sides of the front line. Yesterday, several schools in both Ukrainian and Russian-controlled parts of the region were reportedly hit. As temperatures continue to drop in Ukraine, heating has, as mentioned, become a major issue in the Donetsk region. On the Russian-controlled side, including the city of Donetsk, families cannot heat their homes as the centralized heating system is not operational. Piped water is also limited to a few days per week for a few hours. OCHA notes that on the Ukrainian-controlled side, most people who stayed in the front-line cities are elderly, mainly older women, people with disabilities and other vulnerable groups. Making sure they are protected and have access to heating during the winter can be a matter of their survival. On the response side, the UN has distributed hundreds of generators to hospitals, schools and heating points across Ukraine for people cut off from utilities. The UN has also provided winter supplies and services, heating appliances and house repairs to over 630,000 people. Most of this work can only take place in areas under Government control and humanitarian access to the other parts of the country remains a huge challenge. “Together, we have the tools to tackle the root causes of systemic marginalization of persons with disabilities in every corner of the world. Together, we can make sure that every person – no matter their circumstance – can fully participate in every aspect of life – social, economic, cultural, and political. Together, we can – and we will – advance our common future.” These are the words of UN Secretary-General António Guterres as he addressed the 15th session of the Conference of State Parties (COSP15) to the Convention on the Rights of Persons with Disabilities (CRPD) earlier this year. With 185 ratifications since its adoption in 2006, the CRPD has successfully advanced the well-being of persons with disabilities. The implementation of the 2030 Agenda for Sustainable Development and other international development frameworks are also contributing to this progress. But more work remains to be done. Today, one billion people, or 15 per cent of the world’s population, experience some form of disability. Most often, in moments of crises, people in vulnerable situations such as persons with disabilities are the most excluded and left behind. They are often not considered in employment due to negative perceptions regarding their ability to contribute or the cost of accommodating their disability. It is crucial for governments, public and private sectors to collaboratively find innovative solutions for and with persons with disabilities to make the world a more accessible and equitable place. It is against this backdrop that UN DESA is commemorating the International Day of Persons with Disabilities (IDPD) this year focusing on the theme “Transformative solutions for inclusive development: the role of innovation in fuelling an accessible and equitable world”. The 2022 global observance to commemorate the IDPD on 5 December will be around the overarching theme of innovation and transformative solutions for inclusive development. There will be three interactive dialogues following thematic topics on innovation for disability inclusive development in employment (SDG8); reducing inequality (SDG10); and sports (SDG3). The interactive dialogue on sports illustrates how this sector connects innovation, employment and equity. Together with different international actors, the UN is increasingly supporting interventions that are improving accessibility for persons with disabilities. Just days ahead of her 40th birthday, Hilary Boswell received a terrifying diagnosis – She had breast cancer. She received a unilateral mastectomy, a surgery she didn’t necessarily want but felt pressured into by her surgeon. It left her with one breast and, she says, it changed the way she saw herself. “I remember struggling so much with the idea of walking around with one boob,” she said. “I just really felt like I knew what I wanted… and yeah, I wish I had done it, “ she added, referring to a double mastectomy. Like Boswell, other cancer survivors sometimes struggle to accept the changes brought on by surgery or chemotherapy – such as early menopause, or loss of libido. And they don’t always get the support they need. As Alyssa Julie reports in our series Against all Odds, some survivors and experts are asking health professionals to shed more light on the impact of a cancer diagnosis on the body and the mind. - With files from Michelle Butterfield. People from racialized and 2SLGBTQQIA+ communities are underrepresented in the institution of cancer care, and they’re slipping through the cracks because of it. “I really felt like my issues didn’t matter. And I didn’t feel confident in making a decision about a life-changing surgery because I didn’t see myself represented,” said Michelle Audoin, the founder of Uncovered: A Breast Recognition Project. “The fact that I didn’t see myself in this space and my questions weren’t being addressed, it led to depression.” For breast cancer, a reproductive cancer, the disparity can be especially apparent for the latter group. One thing is clear: it’s time to rewrite the narrative of what a typical cancer survivor looks like. To do so, members of the community across Canada are fighting against these gaps, from diversifying what breast cancer looks like to writing a graphic memoir. Global's Katherine Cheng has more. With revenue going from 100 to 0 when the Exhibition closed for two years due to the COVID-19 pandemic, being back at the CNE this year is extra-special for patrons and especially the small family businesses passed down from generation to generation. “As much as this is a generational business for me and a family business, it’s also something that is an experience that generations have gone to the CNE and enjoyed,” said Sam Scanga, owner of several food booths at the CNE he runs with his family, referring to attendees’ love of his Primo Spaghetti 1.99. Throughout the pandemic, North Americans have been rethinking their relationship with work. In fact, a recently released survey found that about a quarter of Canadians have taken on a new job in the past few months. Many more who have stayed at their post have begun thinking about ways to improve working conditions. And then there's workers at places like Starbucks and Apple, some of whom have sought to form unions or join unions. In Canada, three Starbucks in B.C. have voted to join the United Steelworkers Union, as has a café in Calgary. Five Lethbridge Starbucks locations are awaiting the results of similar votes. Meanwhile, unions have reported an increase in the number of calls from workers interested in joining a union, according to Canadian Labour Congress President Bea Bruske. “Those workers who are often service sector workers in restaurants, retail locations, have had to deal with the public, have not necessarily had access to personal protective equipment during the pandemic, have not had access to paid sick time. And quite frankly, their wages are not keeping up to inflation,” She explains.
