“Together, we have the tools to tackle the root causes of systemic marginalization of persons with disabilities in every corner of the world. Together, we can make sure that every person – no matter their circumstance – can fully participate in every aspect of life – social, economic, cultural, and political. Together, we can – and we will – advance our common future.”
These are the words of UN Secretary-General António Guterres as he addressed the 15th session of the Conference of State Parties (COSP15) to the Convention on the Rights of Persons with Disabilities (CRPD) earlier this year.
With 185 ratifications since its adoption in 2006, the CRPD has successfully advanced the well-being of persons with disabilities. The implementation of the 2030 Agenda for Sustainable Development and other international development frameworks are also contributing to this progress. But more work remains to be done.
Today, one billion people, or 15 per cent of the world’s population, experience some form of disability. Most often, in moments of crises, people in vulnerable situations such as persons with disabilities are the most excluded and left behind. They are often not considered in employment due to negative perceptions regarding their ability to contribute or the cost of accommodating their disability. It is crucial for governments, public and private sectors to collaboratively find innovative solutions for and with persons with disabilities to make the world a more accessible and equitable place.
It is against this backdrop that UN DESA is commemorating the International Day of Persons with Disabilities (IDPD) this year focusing on the theme “Transformative solutions for inclusive development: the role of innovation in fuelling an accessible and equitable world”.
The 2022 global observance to commemorate the IDPD on 5 December will be around the overarching theme of innovation and transformative solutions for inclusive development. There will be three interactive dialogues following thematic topics on innovation for disability inclusive development in employment (SDG8); reducing inequality (SDG10); and sports (SDG3). The interactive dialogue on sports illustrates how this sector connects innovation, employment and equity.
Together with different international actors, the UN is increasingly supporting interventions that are improving accessibility for persons with disabilities. Follow this year’s observance of the IDPD at UN Headquarters in New York to learn more about these efforts. The event will be broadcast live via UN Web TV.

UN Secretary-General António Guterres said, “the world is counting on Africa. But Africa could not count on the world. That must change. We need to repair trust, supercharge development, and place Africa’s future at the heart of the solutions our world needs.”
Speaking to reporters in Addis Ababa following the 6th AU-UN Annual Conference, Guterres said that Africa needs new partnerships for prosperity and development.
He reiterated that the SDGs are issuing an SOS. Developing countries — including here in Africa — need urgent support to strengthen the services and programmes people need.
Last month, the UN chief urged G20 leaders to adopt an SDG stimulus plan to provide developing countries with investments, liquidity and debt relief.
He said, “the tools and instruments are there. But we need to use them with much greater flexibility and speed.”
Guterres explained, “this means re-directing Special Drawing Rights to countries that need support now. It means increasing concessional forms of finance and reforming the international debt architecture. And it means ensuring that African countries are not unduly penalized by markets and rating institutions.”
Second, the UN chief said that Africa deserves and needs climate support.
The establishment of a Loss and Damage fund at the recent COP27 Conference marked a key step towards climate justice for those who have done the least to cause the crisis — namely Africa, Guterres said, adding that the UN also launched an action plan to extend early warning systems to protect every person in the world within five years — including the 6 in 10 Africans who lack these systems.
However, he said, “the promise to double adaptation finance to US$40 billion annually has not been met.”
Guterres continued, “Sub-Saharan Africa’s adaptation costs alone are estimated to run as high as US$50 billion annually over the next decade. Africa cannot foot this bill alone. Nor should it.”
He reiterated that efforts like the Africa Adaptation Acceleration Programme require massive funding and investment, adding that developed countries must keep their promise to provide US$ 100 billion annually for developing countries, and reform the business models of multilateral development banks and international financial institutions.
Guterres also reaffirmed to keep pushing for a Climate Solidarity Pact that mobilizes financial and technical support to accelerate emerging economies’ transition to renewable energy and keep the 1.5-degree goal alive.
Third — Africa deserves and needs peace, the UN chief said.
Guterres said, “one question that is particularly dear to my heart, and particularly important for the world: We need to make sure that we ensure robust African peace enforcement and counter-terrorist operations, mandated by the UN Security Council under Chapter VII of the UN Charter, and with stable and predictable funding through assessed contributions.”
He reiterated, “peace is never easy — but peace is always necessary.”
Guterres concluded that the United Nations will continue working with the AU to deliver the peace, prosperity and climate justice that the people of Africa deserve.
The Secretary-General was joined with the Chairperson of the African Union Commission, Moussa Faki Mahamat, at the press stakeout.

United Nations Video: Afghanistan: humanitarian needs expected to raise - Press Conference | United Nations
Briefing reporters virtually from Kabul, the United Nations Resident and Humanitarian Coordinator for Afghanistan Ramiz Alakbarov today (30 Nov) said current economic shocks “are the primary drivers” of humanitarian needs in the country.
Alakbarov told reporters that “since last August we have seen 20 percent reduction in incomes and in output, 65 percent reduction in public state spendings, and 50 percent decline in households receiving remittances.”
The cost of the basket of essentials has risen in Afghanistan by 30 percent, and as winter approaches, humanitarian needs are expected to raise.
Alakbarov said, “Afghanistan is known for its harsh, harsh winters, imposing on us the need to prioritize our winterization programs. We have identified more than 369 high and medium priority districts. So, 122 are high priority, 247 medium priority districts in all the 34 provinces.”
He said, “when the snows melted in spring of this year, we found only a couple of very remote communities in one of the provinces which we were not able to reach. So, every effort will be exercised by us to avoid such situation this year as well. However, our funding levels were lower than last year and unless the prioritized requirements are met, then, the forecast will be commensurate with the scale of funding available.”
The United Nations estimates that 768 million US dollars are needer to support winter preparedness. The humanitarian response plan is so far between 48 and 49 percent funded.

Protests in China this week against Covid restrictions and the country's authoritarian rule were reminiscent of the violent crackdown seen in Hong Kong two years ago.
Since then the UK has given sanctuary to more than 140,000 people from the former British territory.
Many of those applied for visas through a locally based private company that carries out work on behalf of the Home Office. But Newsnight and BBC Eye has learned of concerns over who has access to the information of those applying for visas.
Whilst the British government stresses any final decisions on visas are taken by vetted UK officials, outsourcing of the administrative work could leave the data vulnerable to Chinese espionage.
A Home Office spokesperson tells Newsnight that information captured by local Chinese partners “is encrypted and securely transmitted to UKVI and subsequently automatically deleted from commercial partner systems.” It added, “Chinese facility management companies have no access to stored visa application data… and no influence on the integrity of the visa application process or involvement in visa decision-making.”

But the industry insists, still only three years in to a 10-year rollout plan, everything is fine.
5G has received lots of investment from the mobile operators and government and is hailed as a faster, more reliable connection.
But it has faced several setbacks. The company OpenSignal said that the 5G experience had been oversold by over-enthusiastic marketeers, but added that it was still an improvement on 4G.

Newsnight has been investigating one of the worst performing Hospital Trusts in England, and can report allegations that University Hospitals Birmingham Foundation Trust (UHB) - one of the biggest in the country - has been using disciplinary investigations to punish senior clinicians who have raised patient safety concerns.
In the past decade, the trust has referred 26 of its doctors to the General Medical Council which can investigate a doctor's fitness to practise, a Freedom of Information Act request by an NHS safety campaigner found. In all cases the GMC took no further action.
Current and former senior doctors say the "mafia style" Trust is more interested in protecting its own reputation than what is happening on wards at the hospital.
The Trust, which has one of the worst records for patient outcomes, was last year rated "requires improvement" by healthcare regulator the Care Quality Commission.
The Trust said: "All patient safety concerns and incidents are rigorously investigated to prevent harm to our patients." They also said there were well-established routes and support in place for staff to raise concerns, and it promoted and encouraged this.
UHB Foundation Trust looks after the health of more than two million people but currently has neither a permanent Chief Executive nor Chair. David Grossman reports the investigation conducted jointly with BBC West Midlands, and produced by Sean Clare.

Global Video: Breast cancer survivors say issues like early menopause, loss of identity often overlooked
Just days ahead of her 40th birthday, Hilary Boswell received a terrifying diagnosis – She had breast cancer.
She received a unilateral mastectomy, a surgery she didn’t necessarily want but felt pressured into by her surgeon. It left her with one breast and, she says, it changed the way she saw herself.
“I remember struggling so much with the idea of walking around with one boob,” she said. “I just really felt like I knew what I wanted… and yeah, I wish I had done it, “ she added, referring to a double mastectomy.
Like Boswell, other cancer survivors sometimes struggle to accept the changes brought on by surgery or chemotherapy – such as early menopause, or loss of libido. And they don’t always get the support they need.
As Alyssa Julie reports in our series Against all Odds, some survivors and experts are asking health professionals to shed more light on the impact of a cancer diagnosis on the body and the mind.

Global Video: Outside the margins: BIPOC and LGBTQ2 breast cancer patients rewrite the narrative
People from racialized and 2SLGBTQQIA+ communities are underrepresented in the institution of cancer care, and they’re slipping through the cracks because of it.
“I really felt like my issues didn’t matter. And I didn’t feel confident in making a decision about a life-changing surgery because I didn’t see myself represented,” said Michelle Audoin, the founder of Uncovered: A Breast Recognition Project. “The fact that I didn’t see myself in this space and my questions weren’t being addressed, it led to depression.”
For breast cancer, a reproductive cancer, the disparity can be especially apparent for the latter group. One thing is clear: it’s time to rewrite the narrative of what a typical cancer survivor looks like.
To do so, members of the community across Canada are fighting against these gaps, from diversifying what breast cancer looks like to writing a graphic memoir.

Global Video: "It's part of everybody's history": CNE's post-pandemic return revives multi-generational traditions
The Canadian National Exhibition (CNE) is back in Toronto after a two-year pandemic hiatus, and with its return, small businesses that struggled with the closure are back.
With revenue going from 100 to 0 when the Exhibition closed for two years due to the COVID-19 pandemic, being back at the CNE this year is extra-special for patrons and especially the small family businesses passed down from generation to generation.
“As much as this is a generational business for me and a family business, it’s also something that is an experience that generations have gone to the CNE and enjoyed,” said Sam Scanga, owner of several food booths at the CNE he runs with his family, referring to attendees’ love of his Primo Spaghetti 1.99. "It's part of everybody's history."

Global Video: Are labour unions making a comeback in North America?
Throughout the pandemic, North Americans have been rethinking their relationship with work. In fact, a recently released survey found that about a quarter of Canadians have taken on a new job in the past few months.
Many more who have stayed at their post have begun thinking about ways to improve working conditions.
And then there's workers at places like Starbucks and Apple, some of whom have sought to form unions or join unions. In Canada, three Starbucks in B.C. have voted to join the United Steelworkers Union, as has a café in Calgary. Five Lethbridge Starbucks locations are awaiting the results of similar votes.
Meanwhile, unions have reported an increase in the number of calls from workers interested in joining a union, according to Canadian Labour Congress President Bea Bruske.
“Those workers who are often service sector workers in restaurants, retail locations, have had to deal with the public, have not necessarily had access to personal protective equipment during the pandemic, have not had access to paid sick time. And quite frankly, their wages are not keeping up to inflation,” She explains.
Alyssa Julie explains what’s behind workers’ renewed push to unionize their workplaces and whether it’s likely to lead to a stronger labour movement.
