The Assistant Director-General for Data, Analytics and Delivery for Impact, at the World Health Organization (WHO), Samira Asma, today (18 Sep) said progress towards Universal Health Coverage (UHC) “has slowed down to a near halt,” and “more than half of the world's population, were not fully covered by essential health services in 2021.” Speaking to reporters in New York at the press launch of the 2013 Universal Health Coverage Global Monitoring Report, Asma noted that from 2000 to 2015, there had been “significant progress towards UHC.” “A staggering 4.5 billion people,” she said remain without coverage. Asma said, “as we stand at the midpoint on our way towards these global goals, this report is a stark reminder that billions of people remain deprived of life saving essential health services.” She stressed that “the gains the world has made in improving care for infectious diseases and maternal and child health show that investments do pay off in economic returns, and most importantly, in lives saved.” The World Bank’s Global Director for Health, Nutrition and Population Juan Pablo Uribe said, “we need to prioritize health and the investment in health systems” and pointed out that the World Bank, which produced the Report in partnership with WHO remains ready to support countries and to partner with others “to collectively address this challenge and speeding up progress to universal health coverage in our countries and regions.” WHO’s Assistant Director-General for Universal Health Coverage and Life Course, Bruce Aylward, said, “the commitment to health for all is becoming a commitment to health for some - and more health for some - and that is just not the right choice.” Aylward said, “we're fully committed to do our part, monitoring what's happening, finding the best evidence about what works, helping you look at the smartest investments, advocating, and then providing the technical assistance on the ground.” According to the Report the world is off track to make significant progress towards universal health coverage (UHC) (Sustainable Development Goals (SDGs) target 3.8) by 2030 as improvements to health services coverage have stagnated since 2015, and the proportion of the population that faced catastrophic levels of out-of-pocket (OOP) health spending has increased.

The SDG Action Weekend was held at United Nations Headquarters in New York from 16-17 September. It consisted of the SDG Mobilization Day on Saturday, 16 September, and the SDG Acceleration Day on Sunday, 17 September. The SDG Action Weekend helped ramp up momentum towards a successful SDG Summit and facilitated the contribution of all relevant actors to the SDG Summit by generating opportunities for the engagement of Member States, relevant Intergovernmental Organizations, and other stakeholders to highlight their contributions to the implementation of the SDGs. The SDG Mobilization Day convened a wide variety of different stakeholders from across civil society, the private sector, youth, women’s groups, scientists, local and regional governments, major groups, and other stakeholders. The participation, contributions, and catalytic mobilization of these stakeholders will be essential to a successful SDG Summit and the long-term implementation of the SDGs. The SDG Acceleration Day profiled actions, investments, and support to accelerate implementation between 2023 and 2030. It centered around twelve High Impact Initiatives that the UN development system had mobilized around in advance of the SDG Summit. In addition, the day featured dedicated sessions on SDG Digital and Generation Equality, as well as a Special Session on Development in Complex Settings. Police have surrounded 30 gunmen in a Serbian monastery in Kosovo after an officer was shot dead, and another injured earlier on Sunday. In a press conference, Kosovo's Prime Minister has blamed the attack on Serbia. The killing increased tensions between the two former war foes at a delicate moment in their European Union-facilitated dialogue to normalize ties. Prime Minister Albin Kurti said “masked professionals armed with heavy weapons” opened fire on a police patrol in the village of Banjska, in Leposavic municipality, 55 kilometers (35 miles) north of the capital Pristina at 3 a.m. (01:00 GMT). Kosovo police said two trucks without license plates blocked a bridge at the entrance to the village. Three police units were sent to unblock it but came under fire from different positions with various weapons, including hand grenades and bombs. Police managed to push back the attack and take two injured police officers to the hospital in southern Mitrovica. One of them was dead on arrival, doctors said. The condition of the other is not life-threatening. Speaking after a meeting of the country’s Security Council Sunday, Kurti said it was a “sad day” for Kosovo and named the dead police officer as Afrim Bunjaku. The prime minister displayed a set of photos which showed a number of four-wheel drive vehicles without license plates and an armored personnel carrier “which does not belong to the Kosovo police,” near the Orthodox monastery in Banjska. There was ongoing gunfire from what he described as a group of at least 30 military professionals, masked and heavily armed. "Criminals and those who gave the order will be caught, tried and punished. The government is ready to respond to crime and criminals, terror, and terrorists," said Kurti. Most of Kosovo's ethnic Serb minority lives in four municipalities around Mitrovica, in the north. Reports in Kosovo Serb media said residents of Banjska were woken by shootings and explosions in the night. In May tensions in northern Kosovo left 93 peacekeepers hurt in riots. 'TAIWAN: Six Dead And At Least Hundred Injured After Factory Fire' Fires and explosions at a golf ball manufacturing factory in southern Taiwan’s Pingtung County killed at least six people and injured 98 people late on Friday, with four people still missing as of Saturday morning, according to local authorities Search and rescue operations continued throughout the night and into the early hours at the Launch Technologies Company’s plant, as firefighters continued to extinguish the flames 12 hours after the fire initially started. Three firefighters were among the dead, authorities said. Their bodies were found on the first floor of the factory. The cause of the fire and subsequent explosions remains under investigation. The Pingtung fire bureau said unexpected explosions occurred right after firefighters attempted to douse the flames with water and authorities suspect the presence of natural gas may have played a part. Punishing winds, a severe drought and invasive grass created the perfect conditions for the devastating fires on Maui that have so far killed at least 67 people, experts say. The exact cause of the fires is yet to be determined but the National Weather Service had issued warnings for high winds and dry weather as Hurricane Dora brushed south of Hawaii. Craig Clements, a meteorology professor at San Jose State University, said Maui had already been in a severe drought, putting it at risk for fires. He said the steep mountains overlooking the hard-hit town of Lahain also exacerbated the high wind conditions, sending them into populated areas at high speed.
