The UN Secretary-General, António Guterres, said, “In our fractured and divided world, COP28 can show that multilateralism remains our best hope to tackle global challenges.”
Talking to the media today (11 Dec) at COP28 in Dubai, Guterres noted that COP28 is scheduled to wrap up tomorrow, but large gaps still need to be bridged.
He said, “It is time to seek compromise for solutions – without compromising on the science or compromising on the need for the highest ambition.”
He continued, “Specifically, I ask Parties to ensure maximum ambition on two fronts: Ambition on reducing greenhouse gas emissions -- and ambition on delivering climate justice. The Global Stocktake must offer a clear plan for a tripling of renewables, a doubling of energy efficiency, and a single-minded focus on tackling the root cause of the climate crisis – fossil fuel production and consumption.”
He specified that transformation won’t happen overnight.
According to the UN Secretary-General, decarbonization will create millions of decent new jobs, but governments must also ensure support, training, and social protection for those who may be negatively impacted.
At the same time, the needs of developing countries highly dependent on the production of fossil fuels must be addressed.
But, he added, “it is essential that the Global Stocktake recognizes the need to phase out all fossil fuels on a timeframe consistent with the 1.5-degree limit - and to accelerate a just, equitable, and orderly energy transition for all.”
A transition that considers the principle of common but differentiated responsibilities and reflective capabilities considering national circumstances – not to reduce ambition but to combine ambition and equity.
He said that that is why he proposed the Climate Solidarity Pact – in which big emitters make extra efforts to cut emissions, and wealthier countries support emerging economies in doing so.
He also said that the timelines and targets might differ for countries at different levels of development.
Still, they all must consistently achieve global net zero by 2050 and preserve the 1.5-degree goal.
For Guterres, it is time for more ambition on climate justice, and COP28 began with two encouraging steps: agreement to operationalize the Loss and Damage Fund and replenish the Green Climate Fund.
It’s a start, but much more is needed, he said.
Many developing countries are drowning in debt, have no fiscal space, and are “churning in climate chaos.”
Guterres said, “We need all commitments made by developed countries on finance and adaptation to be met - fully and transparently. We need increased capital and reform of the business model of multilateral development banks to increase direct support – and to leverage far more private finance at reasonable costs for developing countries' climate action efforts. And we need far more adaptation ambition.”
He stressed that COP28 must send clear signals that governments have grasped the scale of the adaptation challenge and that it is a priority for the world.
Guterres welcomed the emerging consensus for a new framework on adaptation with a set of measurable targets to propel action.
He highlighted that doubling adaptation finance to $40 billion by 2025 must be an initial step towards allocating at least half of all climate finance towards adaptation.
He said, “The next two years are vital. First, to establish a new and meaningful global climate finance goal beyond 2025, reflecting the scale and urgency of the climate challenge. Second, for governments to prepare and present new national climate action plans – or Nationally Determined Contributions – that are economy-wide, cover all greenhouse gases, and are fully aligned with the 1.5-degree temperature limit. Governments must leave Dubai with a clear understanding of what is required between now and COP30 in Brazil.”
He concluded that we must conclude COP28 with an ambitious outcome that demonstrates decisive action and a credible plan to keep 1.5 alive and protect those on the frontlines of the climate crisis.

This footage shows both sides of the deadly street battles raging all over Gaza.
Israel Defense Forces released this video of its soldiers fighting on the streets of Jabaliya, in northern Gaza.
Meanwhile, Hamas’ military wing, Al-Qassam Brigades, released this montage of its fighters a few miles to the south, near Gaza City. The footage shows militants staging attacks from inside Hamas’ tunnel network.
With access to Gaza heavily restricted, very few of these videos can be independently verified. But the footage suggests the war in Gaza may have become more ferocious in recent days. Their release may also indicate that both Israel and Hamas are intensifying their public relations campaigns.
Israel says a ceasefire at this point would allow Hamas to regroup and rearm, and points out that Hamas is still holding Israeli hostages.
But with the death toll continuing to rise, and the UN warning that half of Gaza may now be starving, it will become ever more difficult for Israel to resist the growing international pressure for another humanitarian pause.

This body cam video allegedly shows Hamas-affiliated fighters setting up to attack Israeli troops. The Israel Defense Forces (IDF) released the footage, claiming it was from a body-worn camera found on one of the fighters.
The IDF also released this new footage of its infantry engaged in what appears to be intense urban combat. Here a militant appears to shoot through the wall at Israeli troops.
The IDF claims the fighting took place inside a school building in northern Gaza and that they uncovered an entrance to a tunnel used by Hamas fighters.
The release of the videos comes as civilian casualties continue to mount following Israel’s push into southern Gaza. The UN and other aid agencies have warned there are no genuine ‘safe zones’ for Gaza’s two million civilians to flee to.
As the humanitarian crisis becomes increasingly desperate, Israel has stepped up its public relations efforts. On Friday the IDF released aerial footage claiming to show Hamas fighters firing weapons from a UN school. And on Wednesday it released another video showing weapons and rockets allegedly seized from Hamas.
But international pressure for another ceasefire continues to grow. The United States, Israel’s closest ally, vetoed a resolution calling for a ceasefire at the UN Security Council on Friday. But it has been reported even US support for Israel’s offensive has started to wane, in the face of the sheer number of civilian casualties.

Global Video: Future of wildfires: What will happen to Canada's scorched forests as fires worsen?
After a record-breaking wildfire season in 2023, land double the size of Portugal has been burnt in Canada throughout the year, according to the Canadian Interagency Forest Fire Centre (CIFFC). At 18.5 million hectares (46 million acres), that’s about five per cent of the country’s entire forests.
As the wildfire season slowly winds down with cooling temperatures, what happens to all the land and forests after the fires have been extinguished and nearby evacuated communities returned, especially with such a large swath of area affected?
In the past, fires didn’t come around an area more often than every 30 years, with the lack of trees from recent burns helping regulate the frequency of the fires and resetting the local ecosystem. But now, experts warn that climate change may be breaking that natural cycle.
“Unfortunately, what we're seeing now when we have these extremely intense fires is that, in some places, things burn so hot that they actually incinerate the seeds that are released,” warns ‘Dark Days at Noon: The Future of Fire’ author Edward Struzik. “The southern end of our boreal forest is going to disappear.”

Global Video: How rocks from an asteroid could teach us about our planet
On Sunday, rocks plucked from the asteroid 101955 Bennu will land on our planet, ready to be studied by scientists who hope this sample can shine a light on our planet – and how it came to be.
The sample comes to us seven years after NASA’s OSIRIS-REx spacecraft launched from Cape Canaveral, Fla. on a mission to study a near-Earth asteroid and three years after it successfully touched down on Bennu to collect a sample of an asteroid for the first time in the space agency’s history.
Bennu is described as a celestial “rubbish pile” that is made up of material dating back billions of years to when the solar system was forming. And as Alyssa Julie reports, scientists believe its rocks could hold a record of that time period.

Global Video: Maui wildfires: Wind, drought and invasive grass created perfect storm for devastating fires
Punishing winds, a severe drought and invasive grass created the perfect conditions for the devastating fires on Maui that have so far killed at least 67 people, experts say.
The exact cause of the fires is yet to be determined but the National Weather Service had issued warnings for high winds and dry weather as Hurricane Dora brushed south of Hawaii.
Craig Clements, a meteorology professor at San Jose State University, said Maui had already been in a severe drought, putting it at risk for fires. He said the steep mountains overlooking the hard-hit town of Lahain also exacerbated the high wind conditions, sending them into populated areas at high speed.
Alyssa Julie has more on how conditions fanned the flames of the fires.
