We can choose to fight racism, respect human rights, combat climate change, and create a world that works for all humanity. Every one of us can contribute – through actions large and small. Noon briefing by Stéphane Dujarric, Spokesman for the Secretary-General. - Deputy Secretary-General - Occupied Palestinian Territory - Sudan - Female Genital Mutilation - Guests - Briefing Tomorrow DEPUTY SECRETARY-GENERAL The Deputy Secretary-General has just arrived in West Africa. During this trip, she will take stock of the challenges in delivering the Sustainable Development Goals (SDGs), and will work with stakeholders to find acceleration pathways. Upon her arrival in Dakar, in Senegal, the first stop, she already has held meetings with senior government officials, including the President, Bassirou Diomaye Faye; the Finance Minister; the Minister of Economy, and the Foreign Affairs Minister. During those meetings, the Deputy Secretary-General reaffirmed our support to the government toward key transitions to achieve the SDGs, including food systems transition, renewable energy, and the digital economy. Tomorrow, the Deputy Secretary-General will be meeting with Ousmane Sonko, the Prime Minister of Senegal, as well as with the UN country team, and also civil society representatives, including women and youth groups. She will then depart for Conakry, in Guinea, to continue her West Africa tour. OCCUPIED PALESTINIAN TERRITORY From Gaza, the Office for the Coordination of Humanitarian Affairs (OCHA) tell us that multiple strikes across Gaza have reportedly killed and injured dozens of people. One of these attacks occurred just a few hundred meters away from the UN’s Joint Humanitarian Operations Centre, which is located in Deir al Balah, and is used by UN agencies and NGOs to coordinate work throughout the Gaza strip. On the displacement side, our humanitarian colleagues report that families continue to move from Gaza city to Deir al Balah, with more than 1,000 people observed crossing in just the past week. They travel mainly on donkey carts, but also by cars, motorcycles, or on foot, carrying only a few belongings. Many of these people told us that they have been displaced multiple times and cannot afford another displacement financially. These people are among the most vulnerable, and our teams have been deployed daily along their routes to provide basic assistance, which includes water, hot meals, any sort of food, and health services. The lack of electricity and fuel continues to hinder the work of basic service providers, including hospitals, ambulances, bakeries, and aid trucks. Over the past two weeks, we have been able to collect about 80,000 liters of fuel per day, on average, up from 45,000 liters per day over the last two weeks of June. While this represents indeed an improvement, the requirement for the most basic humanitarian operations stands at 400,000 liters per day, and the Israeli authorities are still not allowing the allocation of fuel to key local humanitarian responders, preventing them from transferring supplies within Gaza. SUDAN In Sudan, we have reached another grim milestone. Our colleagues at the International Organization for Migration now say more than 10 million men, women and children have been displaced since the fighting broke out in April of last year. This means that 20 per cent of Sudan’s population – that is 1 in 5 people living in the country – have been forced to flee in the span of just 15 months. The majority of those displaced are inside the country – that is almost 8 million human beings – and over half of those are children. Meanwhile, more than two million people have crossed into neighbouring countries, countries that often are facing their own humanitarian challenges. The humanitarian community in Sudan is doing everything possible to scale up assistance for people in need – including those who have fled the fighting. Today, our colleagues at UNHCR announced the delivery of relief items for 2,000 displaced and vulnerable families in East Darfur. And over the weekend, the World Food Programme announced the delivery of food assistance for more than 120,000 internally displaced people in South Kordofan. However, aid organizations in Sudan continue to face major challenges, including the ongoing insecurity, access constraints, and funding shortfalls. Although the funding for this year’s Humanitarian Response Plan has increased over the past week, we are still at just 30 per cent of funding more than halfway through the year, with $820 million so far received in cash of the $2.7 billion that are needed. We urgently appeal to those who have pledged to turn those pledges into cash, and those who have not pledged to turn in pledges and cash. "I would like to read out a statement on behalf of the governments of Ukraine, Albania, Andorra, Argentina, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Iceland, Ireland, Italy, Israel, Japan, Latvia, Liberia, Liechtenstein, Lithuania, Luxembourg, Malta, Marshall Islands, Micronesia (Federal States of), Monaco, Montenegro, the Netherlands, New Zealand, North Macedonia, Norway, Poland, Portugal, Romania, Republic of Moldova, San Marino, Slovakia, Slovenia, Spain, Sweden, the United Kingdom, the United States of America and the European Union. In a few minutes, the Russian Federation will hold a UN Security Council meeting on “Multilateral Cooperation for a more just, democratic and sustainable world order”. Against the background of its brutal war of aggression against Ukraine, the topic of debate is another clear demonstration of Russia’s hypocrisy. Today’s meeting must not distract the international community from Russia’s flagrant violations of the UN Charter and its abuse of the UN Security Council, while cynically attempting to present itself as the guardian of the multilateral order. We reiterate our resolute condemnation of the Russian Federation’s aggression against Ukraine, and reaffirm our unwavering support for Ukraine’s political independence, sovereignty, and territorial integrity within its internationally recognized borders. In the true spirit of multilateral and international cooperation, we support the international efforts toward peace in line with international law, such as the Summit on Peace in Ukraine held in Switzerland presented such a vision The Summit concluded with a Communiqué signed by over 90 countries and institutions, with a focus on food security, nuclear security and safety, and humanitarian issues, including the return of thousands of Ukrainian children, whom Russia has forcibly transferred or deported. Russia has also arbitrarily detained thousands of other Ukrainian civilians. While Ukraine continues to bravely defend its civilian population, we condemn the direct military support provided to Russia by the DPRK in violation of UN Security Council resolutions, as well as by Iran when those sanctions were in effect. Belarus continues to make its territory and infrastructure available to Russia. We call on any UN member states providing material support to Russia’s war effort, including dual use materials, such as weapons components, equipment, and raw materials, to cease all material and political support to Russia’s war effort. The Russian Federation’s continued illegal actions and blatant hypocrisy undermine multilateral and international cooperation, demonstrate complete disregard for the UN Charter, Security Council resolutions and the global non-proliferation regime, exacerbate regional tensions, and endanger international peace and security. We welcome the adoption of the UNGA resolution entitled “Safety and Security of Nuclear Facilities of Ukraine, including the Zaporizhzhia Nuclear Power Plant”, which is supported by 99 countries. This resolution sends a powerful signal to Russia, which has the damning distinction of being the first country in history to forcibly seized a nuclear power plant. We continue working together to ensure nuclear safety and security in Ukraine. We reaffirm our full support for the efforts by the International Atomic Energy Agency and its Director General to ensure the safety and security of the ZNPP. We also reiterate our urgent demand that the Russian Federation withdraw its military and other unauthorized personnel from the ZNPP and immediately return the plant to the full control of the sovereign and competent authorities of Ukraine to ensure its safe and secure operation. We reiterate our call for the Russian Federation to end this senseless war against Ukraine and to ensure the full, immediate and unconditional withdrawal of all Russian forces and military equipment from the territory of Ukraine within its internationally recognized borders. We will continue working together on implementing the vision of a comprehensive, just and lasting peace based on the UN Charter, and on ensuring accountability for the crime of aggression, war crimes and crimes against humanity. Siaka Stevens held power for 15 minutes longer, as Prime Minister of Sierra Leone. He was overthrown after an hour, but he later returned to power and kept his position for 17 years. In the United States, William Henry Harrison served in the Oval Office for just 32 days, before he died in office. Carlos Luz lasted just 3 days in his position as President of Brazil, after political turmoil led to his ousting. Louis XIX of France is the world’s shortest-serving monarch, who technically only served for a mere 20 minutes in 1930 before abdicating. Donald Trump has named JD Vance as his 2024 running mate. The senator was born in Middletown, Ohio and has an impressive list of credentials. Vance grew up in poverty, with a mother who struggled with addiction. He chronicled his difficult upbringing in the best-selling memoir, ‘Hillbilly Elegy’. Despite tough beginnings, Vance went on to join the US marines, later to graduate from Ohio State University and Yale Law School, and eventually to California, where he worked as a venture capitalist. He has strong fundraising connections in tech and finance sectors. His wife Usha Vance, is a first-generation Indian-American. She is a litigator at a national firm, and a practicing Hindu. In the past, Vance was a harsh critic of the former President. He saw Trump as having a negative impact on his white working class voter base, saying that Trump gave ‘people an excuse to point the finger at someone else, point the finger at Mexican immigrants, or Chinese trade or the Democratic elites or whatever else.’ He also called himself a ‘never Trump’ guy, and tabled him an ‘idiot’. He has since changed his tune. After apologising for his remarks and deleting critical tweets, Trump endorsed him as a candidate for the Ohio senate. Vance has already stirred up controversy. He claimed that the UK was vulnerable to becoming the first ‘truly Islamist country that will get a nuclear weapon’, after Labour won its recent election. The Ohio senator is critical of Washington’s involvement in Ukraine. He has been supportive of Trump’s policies since joining the senate and is seen as a leader for the next generation of the MAGA movement.
