Russian Foreign Minister Sergey Lavrov today (17 Jul) said Russia is “ready for negotiations” on Ukraine, but stressed that before signing any agreement, Russia “will look at the wording very carefully and will protect this document from repeated, unscrupulous, non-binding clauses and malicious interpretations.” Talking to reporters in New York, Lavrov said, “the so-called Zelenskyy plan” has “the distinct form of an ultimatum,” and is “unacceptable, which is well known to everyone for a long time. He said, “when it comes to peace efforts, for some reason everyone is talking about” the June 2024 Ukraine peace summit in Bürgenstock, and “no one is talking about China's initiatives, which were several earlier this year and were mentioned yesterday in their speech.” The Russian Foreign Minister said, “if we talk about the evolution of this whole process. We are told that Russia must withdraw to the 1991 border. The problem is we've been lied to all the time. If the agreement signed by President Yanukovych with the opposition had been implemented in February 2014 - and it consisted in creating a government of national unity and preparing for early presidential elections - if it were implemented, Ukraine would now be within the borders of 1991.” He said, “if the Minsk Agreements were fulfilled, Ukraine would be within the 1991 borders minus Crimea. Because no one even stuttered about Crimea at that time.” Lavrov said, “it turned out that we were also lied to when they said that this agreement was the way to peace. Or they didn't lie. Probably, the Ukrainian negotiators were sincere when they initiated this document to endorse. But, as the chief negotiator admitted in a recent TV interview, Boris Johnson came and barred them from fulfilling the agreement. That is why it was never signed.” He said, “taking into account the sad experience of talking and consulting with the West and Ukrainians, the agreement that, I hope, will be reached at some stage on European security, and in this context, the Ukrainian crisis will be resolved. Of course, we will look at the wording very carefully and will protect this document from repeated, unscrupulous, non-binding clauses and malicious interpretations.” Asked about the upcoming elections in the United States, the Russian official said, “it was during Trump's presidency that the sanctions war began. Obama started it, in fairness. Under Trump, sanctions increased, both economic and diplomatic. But at that time, as I said, there was a dialogue between us and Washington at the highest and highest levels. There is no such dialogue now.” Lavrov is in New York coinciding with Russia’s presidency of the Security Council and on Tuesday (16 Jul) chaired a Ministerial-level meeting on “Multilateral cooperation in the interest of a more just, democratic and sustainable world order.”

Highlights: -Middle East -Occupied Palestinian territory -Secretary-General/MH17 -UN/Arab League -Haiti -Libya -South Sudan -Democratic Republic of the Congo -Financial contribution -Press encounters today -Guest tomorrow MIDDLE EAST The Chef de Cabinet, Courteney Rattray, delivered remarks on behalf of the Secretary-General at today’s Security Council meeting. He asserted that nothing can justify the horrific acts of terror committed by Hamas and other armed groups in Israel on 7 October – and nothing can justify the collective punishment of the Palestinian people. The Secretary-General noted the high death toll in Gaza, adding that almost two million people have been displaced – nearly the entire population of Gaza – and many of them multiple times. Nowhere in Gaza is safe, he said. He also warned that recent developments are driving a stake through the heart of any prospect for a two-State solution. The geography of the occupied West Bank is steadily being altered through Israeli administrative and legal steps, he said. The Chef de Cabinet also reiterated the Secretary-General’s call for an immediate humanitarian ceasefire and the immediate and unconditional release of all hostages, and his push for intensified efforts to increase humanitarian aid delivery. International support to these efforts is critical, particularly for the essential work of UNRWA, the Secretary-General added. OCCUPIED PALESTINIAN TERRITORY Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs reports that the Israeli military stopped all aid missions from going north of Wadi Gaza today. This means that humanitarian workers were unable to reach any of the hundreds of thousands of people in need. It also made it impossible for them to collect supplies from the northern entry point of Erez West. OCHA has received multiple reports of military activity along the Israeli military road that separates north and south Gaza. Meanwhile, OCHA has seen larger numbers of displaced people crossing from Gaza city into Deir al Balah governorate -- at least 450 people today, compared to just over 1,000 the week prior. Some of those new arrivals told aid workers that Israeli troops had shot at people trying to cross, forcing some of them to turn around. OCHA has not been able to independently verify these reports. Civilians in Gaza must be protected -- and their essential needs must be met, wherever they are. The head of UNRWA says that at least eight schools in Gaza have been hit in the last ten days. In a social media post, Philippe Lazzarini stressed that schools are not a target and must never be used for fighting or military purposes, by any party to the conflict. UNRWA says that nearly 70 per cent of the agency’s schools have been hit since the war in Gaza began. Over 95 per cent of these schools were being used as shelters when they were hit. Almost 540 people sheltering in UNRWA facilities have been killed. The World Food Programme says that it has been forced to further reduce rations in Gaza City to ensure broader coverage for people who have been newly displaced. In July, WFP provided over 600,000 people in Gaza with food assistance and over 500,000 people with food parcels and wheat flour. For its part, the World Health Organization says that as of today, just 15 of Gaza’s 36 hospitals are partially functional and just 1,500 of the usual 3,500 hospital beds in Gaza are available. SECRETARY-GENERAL/MH17 On the 10th anniversary of the tragic downing of the Malaysian Airlines flight MH17 over eastern Ukraine, the Secretary-General recalls with sadness the 298 victims who lost their lives. In full solidarity with the families of the victims and in honour of their memory, the Secretary-General renews his call on all States to extend their full cooperation pursuant to Security Council Resolution 2166 that was adopted in 2014, to ensure that those responsible are held to account, following the important work of the independent Joint Investigation Team. Mr. President, Excellencies, I am pleased to deliver the Secretary-General’s briefing on the situation in the Middle East, including the Palestinian question. His remarks are as follows: Last December, the hostilities in Gaza and Israel -- that have created appalling human suffering, physical destruction, and collective trauma -- led to my exceptional invocation of Article 99 of the United Nations Charter. Seven months later, the war rages on. Over 38,000 Palestinians have been reported killed according to the Ministry of Health in Gaza -- with some 87,000 injured and thousands missing -- many of whom are women and children. Over 1,500 Israelis and foreign nationals have been reported killed according to Israeli sources -- with more than 7,000 injured and 125 hostages still held in Gaza. The humanitarian support system in Gaza is close to total collapse. There is a complete breakdown of public order. And the spectre of further regional spillover is increasing by the day, as exchanges of fire across the Blue Line between Hizbullah and Israel continue. Nothing can justify the horrific acts of terror committed by Hamas and other armed groups in Israel on 7 October. And nothing can justify the collective punishment of the Palestinian people. Mr. President, In recent weeks, Israeli military operations and fighting intensified across Gaza. Rockets continue to be launched by Palestinian armed groups from Gaza towards Israeli population centres. Rafah is in ruins – and the Rafah crossing remains closed, further hampering humanitarian operations. Almost two million people have been displaced– nearly the entire population of Gaza – and many of them multiple times. Nowhere in Gaza is safe. Meanwhile, the Integrated Food Security Phase Classification partnership reports that almost half a million people face catastrophic levels of food insecurity. Communicable diseases are on the rise. Chokeholds on the fuel-supply have severely reduced access to water, sanitation, hygiene and health services. The United Nations remains committed to delivering lifesaving aid in Gaza. But we face severe challenges and deadly risks. Humanitarian convoys are frequently unable to collect and distribute lifesaving goods in safety – including from the crucial Karem Abu Salem/Kerem Shalom crossing. Attacks on humanitarian aid workers and shelters, as well as strikes on or near health and humanitarian facilities, continue. Lawlessness and criminality are rampant. The parties must fundamentally and urgently change their conduct to address these challenges. The humanitarian notification system and other coordination mechanisms are not effective, resulting in delayed and aborted aid missions and the exposure of humanitarians to mortal risk. The UN still does not have the necessary security equipment in Gaza to manage the extreme risks that our personnel face. Despite ongoing dialogue with Israeli authorities and some improvements, much more is needed. The entry of humanitarian aid at scale, and its delivery to all parts of Gaza, are essential to the survival and wellbeing of civilians. We need consistent access through all crossing points and better access to those in need, wherever they are. It is long past time for a safe enabling environment for effective humanitarian operations in Gaza, in line with international humanitarian law. Mr. President, As much of the world’s attention is focused on Gaza, the occupied West Bank -- including East Jerusalem -- faces perilous conditions. High levels of violence persist – including by Israeli security forces, settlers, and Palestinian armed groups. Between 7 October 2023 and 17 July 2024, 557 Palestinians – including 138 children – were killed in the occupied West Bank, including East Jerusalem; the vast majority were killed in the context of Israeli security operations, including during subsequent exchanges with Palestinian armed groups; these include 540 killed by Israeli forces, 10 by Israeli settlers, and seven where it remains unknown whether the perpetrators were Israeli forces or settlers. During the same period, 22 Israelis, including nine members of Israeli forces, were killed by Palestinians in Israel and the occupied West Bank, including East Jerusalem. Meanwhile, Israeli measures are undermining the Palestinian Authority, crippling the Palestinian economy and driving instability. This month, the Israeli security cabinet approved a series of punitive steps against the Palestinian Authority. The steps reportedly include the legalization, under Israeli law, of five Israeli outposts in the occupied West Bank, the advancement of thousands of settlement housing units, and demolitions in parts of Area B in the occupied West Bank. At the same time, the Israeli Finance Minister lifted the suspension of the transfer to the Palestinian Authority of partial clearance revenues. These revenues are collected by Israel on behalf of the Palestinians.

The Israeli military announced draft notices will be sent to ultra-orthodox Jewish men this week. Haredi men have taken to the streets in protest, blocking a main highway in central Israel and clashing with police. They held banners saying ‘Israel is an anti-Semitic country’ and ‘we will go to jail but not the army’. The decision follows a Supreme Court order demanding religious men enlist in the IDF. Since then, Haredi men have frequently taken to the streets in protest. Previously, there was a law exempting ultra-Orthodox men studying in religious schools from conscription. The exemption agreement was agreed upon before Israel’s formation… … it was based on the belief their Torah study would protect the Israeli people. At the time, they were a small part of the Israeli population. Now, the ultra-Orthadox community make up 12.9% of the population, and are the fastest-growing segment in Israeli society. A court said that the exemption was discriminatory. All other Jewish men are obliged to serve 32 months, and Jewish women must serve 24. Their exemption has long caused tension in Israeli society. A survey by the Israel Democracy Institute found that 70% of Israelis wanted an end to blanket exemptions for ultra-Orthodox men. Military leaders are complaining about lack of manpower amid the 9-month-old war in Gaza, military raids in the West Bank, and clashes with Hezbollah on the border with Lebanon. The move is risky for the Netanyahu government, who rely on a coalition with religiously conservative parties who oppose the change. They say that religious study is equally important to the future of Israel, and army service could threaten ultra-Orthadox’s generations-old traditions. If those parties choose to leave the ruling coalition, it could lead to government collapse and early elections. Even if the law is implemented, it could be difficult to implement if large-scale reluctance to comply continues.
