SECRETARY-GENERAL/GENERAL ASSEMBLY
This morning, the Secretary-General spoke at the closing of the 78th session of the United Nations General Assembly, and he said we had witnessed a year of continued poverty, inequality and injustice; a year of division, violence, and conflict; and a year that was the hottest on record — again. But, he added, this session also closes at a time of growing hope and inspiration that we can achieve if we work as one. He thanked outgoing General Assembly President Dennis Francis for his work over the past session.
This afternoon at 3 p.m., the Secretary-General will address the opening of the 79th session of the General Assembly, under its new President, Philemon Yang of Cameroon. The Secretary-General is expected to discuss the ways in which the United Nations can be the place to find multilateral solutions, grounded in dialogue, diplomacy and the UN Charter.
Also earlier this morning, the Secretary-General laid a wreath at the memorial for our second Secretary-General, Dag Hammarskjöld. He said that ideals that drove Dag Hammarskjöld are ours to pursue - peace, justice, and shared humanity, adding that the Summit of the Future later this month is an opportunity to embrace the spirit of Dag Hammarskjöld’s work and reform our multilateral institutions so they are fit to pursue peace in our changing world.
GAZA
A number of you have asked me for a reaction for what happened in Gaza at Al Mawasi camp.
I can tell you that the Secretary-General is deeply alarmed by the continued loss of life in Gaza. He strongly condemns today’s Israeli air strikes in an Israeli-designated zone for displaced persons in Khan Younis.
The use of heavy weapons in densely populated areas is unconscionable. Palestinians had moved to this area in Khan Younis in search for shelter and search of safety, after being repeatedly instructed to do so by the Israeli authorities.
As the Secretary-General has repeatedly said, there is no safe place in Gaza. He repeats yet again his call for an immediate ceasefire and the immediate and unconditional release of all Israeli hostages and other nationalities still being held in Gaza.
Earlier today, Tor Wennesland, the UN Special Coordinator for the Middle East Peace Process, in his own statement strongly condemned the attack. He said that international humanitarian law, including the principles of distinction, proportionality, and precautions in attack, must be upheld at all times. He also emphasized that civilians must never be used as human shields.
LEBANON
Turning to Lebanon, our Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, is continuing her engagement with Lebanese and Israeli officials, as well as regional and international actors, to push for an immediate return to a cessation of hostilities along the Blue Line. She continued to warn of the risks of miscalculation as the exchange of fire between Israel and Hizbullah persisted for an eleventh month.
Earlier in the week, the Special Coordinator, along with ambassadors of UN Security Council Member States and the European Union, met in Beirut with Lebanon’s caretaker Prime Minister Najib Mikati to discuss the situation in southern Lebanon and the need to restore calm and stability, as envisaged by Security Council resolution 1701.
Meanwhile, on the humanitarian front colleagues are telling us that the humanitarian impact of the ongoing hostilities along the Blue Line is massive. These hostilities are primarily impacting civilians on both sides of the Blue Line as well as critical infrastructure.
Over the weekend, three Lebanese Civil Defense volunteers were killed in an Israeli airstrike. This is a tragic reminder of the immense risks faced by front-line responders.
We are again urging all parties to fully uphold their obligations under international humanitarian law to protect civilians as well as civilian infrastructure.
Hostilities have driven civilians on both sides of the Blue Line away from their homes and their livelihoods and their schools for month.

The President of the United Nations General Assembly (PGA) for its 78th session, H.E. Mr. Dennis Francis, hold a Press Conference to share appraisal on key moments of his tenure as President.
In his final press briefing, Dennis Francis, President of the 78th Session of the United Nations General Assembly (UNGA), described the session as "a truly eventful one." He noted that this session, the first official action of the General Assembly "brought urgency to our efforts to fulfill the SDGs."
Francis also highlighted the outcomes of the three high-level meetings on health, emphasizing that they placed "health and people-centred care at the very centre of the international agenda." He particularly drew attention to the global consensus on the need to "reform the global financial architecture" during the High-Level Dialogue on Financing for Development, essential to matching the Sustainable Development ambitions for 2030 with necessary resources.
Reflecting on the UNGA's commemorations, Francis mentioned the 75th anniversary of the Universal Declaration of Human Rights and the Assembly’s first-ever Sustainability Week, where global issues on tourism, energy, and debt sustainability were discussed.
He then turned to the recent escalation of violence in the Middle East, where the Assembly resumed its 10th Emergency Special Session and adopted three critical resolutions: protection of civilians, calling for a ceasefire, and recognizing Palestine's qualification for UN membership. "It is time for the violence in Gaza to stop," he stressed.
Finally, Francis expressed optimism about the UN's resilience, despite acknowledging the challenges it faces: "I'm bullish on the UN... we have the will, and we have the capacity and determination to do what is necessary."

The UK, France and Germany said they have imposed fresh sanctions on Iran for supplying Russia with ballistic missiles for use in Ukraine, including restrictions on national carrier Iran Air's ability to fly to the UK and Europe.
Also among the new measures, which have been announced as US Secretary of State Antony Blinken visits London, are travel bans and asset freezes on a number of Iranians accused of facilitating military support for Russia.
Mr Blinken said Russians had been trained by Iranian forces to use short-range ballistic missiles and that they could be deployed against Ukrainians within weeks.
Iran has repeatedly denied supplying ballistic missiles to Russia.

At least 19 people have been killed in an overnight Israeli strike in the designated humanitarian zone in southern Gaza, the Hamas-run health ministry says.
Witnesses said the strike obliterated an area crowded with tents for displaced Palestinians in al-Mawasi, south-west of Khan Younis, leaving huge craters in the sand.
“The bombing was incredibly intense. People were thrown into the air,” one displaced man told the BBC. “You can’t imagine the devastation.”
The Israeli military said its aircraft attacked what it called “a number of senior Hamas terrorists” operating there - a claim Hamas denied.
The military also disputed the initial death toll put out by the Hamas-run Civil Defence authority, which reported that rescue teams had recovered more than 40 bodies.

Australia is planning to ban children from using social media due to the "mental health consequences".
The legislation will impose and enforce a minimum age to use social media platforms like Facebook and Instagram by the end of the year.
Although the exact age has yet to be revealed by the government, it is likely to be between 14 and 16 with the Australian prime minister favouring the upper level in that age range.
Describing social media usage amongst children as a "scourge", Prime Minister Antony Alabanese said he wanted them to have "real experiences with real people".

A bridge over the Red River in northern Vietnam collapsed on Monday following a weekend of extreme weather brought by Typhoon Yagi.
The collapse caused several vehicles to fall into the river in Phu Tho province.
Three people were rescued from the engorged river and taken to hospital, but authorities said that 13 others were missing.

International Video: Venezuela: Edmundo González goes into exile in Spain after arrest warrant
The former diplomat widely considered to be the legitimate winner of Venezuela's presidential election has left the country.
Edmundo González flew to Spain, which has given him asylum. It comes days after the government ordered his arrest over the opposition publishing its own tallies of the election results.
The EU's foreign affairs chief described it as "a sad day for democracy in Venezuela".
In another US election year, it might have been unthinkable - a promise from one of the Republican party's most prominent grandees to vote for the democratic candidate.
But now the former US vice president Dick Cheney has announced he intends to do just that, endorsing Kamala Harris.
It's unclear how much that will bother Donald Trump, who's long fought against the old-guard establishment of his party, and who's received a string of good news over recent days.
Officials in Gaza said more than a dozen Palestinians were killed overnight in Israeli air strikes - as the US government says it hopes a more detailed ceasefire plan is days away.
The chief US negotiator on Gaza, who's also the director of the CIA, said the time has come for "hard choices".
But far from tensions cooling, recent days have seen a spike of violence in the West Bank with both a 13-year-old girl and an American protester shot dead in separate incidents.
This footage of people being dragged from their mopeds is thought to be Typhoon Yagi - which has hit Vietnam, after tearing through China and the Philippines, killing a total of 18 people, and forcing more than one million to leave their homes.
