United Nations Video: Afghanistan: Grave Concerns over the Worsening Humanitarian Crisis - Security Council Briefing
United Nations officials voiced grave concerns over the worsening humanitarian crisis in Afghanistan, warning that millions of people are at risk due to funding shortages and restricted international engagement.
Roza Otunbayeva, Special Representative of the Secretary-General for Afghanistan, briefing the Security Council today (18 Sep) said, “I am greatly concerned that the 2024 Afghanistan Humanitarian Response Plan is only 30 percent funded, with around 900 million dollars received of the three billion dollars required.”
Otunbayeva gave an example of the far-reaching impact of these financial shortfalls, saying almost 900,000 children requiring severe wasting treatment may not be reached. She said, “these children are twelve times more likely to die than healthy children.”
The Special Representative also painted a picture of Afghanistan's isolation from the international community. “Afghanistan is ruptured from the international community. Individual Taliban, many of whom are de facto ministers, are under sanctions and cannot travel without permission from this Council. Afghanistan’s Central Bank assets are frozen, limiting the development potential of the private sector,” she said.
Adding to these concerns, Sima Sami Bahous, Executive Director of UN Women, criticized the country’s new morality law. “The new morality law does not only segregate women from men. It isolates them from other women too,” she said, noting the mental health toll. “90 percent of Afghan women and girls report that their mental health is bad or very bad” with eight percent reporting they know at least one woman or girl who has attempted suicide.
A personal account shared at the session highlighted the severe restrictions on Afghan women. “I am totally broken,” said a woman identified as Ms. Mina for identity protection. “They chose what I want to wear, and how I should behave, and where I should go... Why do I have to live then?”
Naseer A. Faiq, Afghanistan’s Permanent Representative called the situation in his country “gender apartheid” and said that Afghanistan remains the only country in the world, where girls are banned from studying beyond sixth grade.
The humanitarian crisis has also spilled beyond Afghanistan's borders, as countries like Iran bear the burden of hosting large numbers of refugees. Saeed Iravani, Iran’s UN Ambassador said, “the mass migration from Afghanistan has placed a heavy burden on our country.” He noted that the cost of hosting six million Afghans in Iran exceeds ten billion dollars annually, with little international support.

Lebanon has banned all pagers and walkie-talkies from all flights at Beirut airport.
According to Lebanon's National News Agency, which quoted the aviation agency, passengers have been told that they may not carry such devices in their carry-ons, and they will be confiscated immediately if found.
At least 20 people were killed and 450 injured after hundreds of walkie-talkies, some reportedly used by Hezbollah, exploded across Lebanon on Wednesday.
Just a day earlier, thousands of pagers used by members of the armed group exploded in the country.
Israel has not commented on the blasts, but on Wednesday, Israel's Defence Minister Yoav Gallant announced "a new phase in the war".

The move is a major blow to the Harris campaign's efforts to win over working-class voters with less than 50 days before election night.

The BBC has heard testimony from more than 20 female ex-employees who say the billionaire, who died last year aged 94, sexually assaulted them - including rape.
The documentary and podcast - Al-Fayed: Predator at Harrods - gathered evidence that, during Fayed’s ownership, Harrods not only failed to intervene, but helped cover up abuse allegations.
Harrods’ current owners said they were “utterly appalled” by the allegations and that his victims had been failed - for which the store sincerely apologised.

Fears are growing of all-out conflict between Israel and Lebanon, as Israel's defence minister said his country was “opening a new phase in the war” and more troops were sent to the border. Yoav Gallant said the "centre of gravity is shifting to the north”.
His warning came hours after a new wave of explosions killed 14 people and injured at least 450 across Lebanon when walkie-talkies exploded, according to the country’s health ministry. That came a day after exploding pagers killed 12 people in Lebanon including two children and left almost 3,000 people in hospital.
Multiple sources said that Mossad, the Israeli spy agency, was targeting Hezbollah fighters and had managed to place explosives in the electronic devices. Israel has declined to comment on those claims and the United States declared that it had no prior knowledge of the attacks.
The defence minister’s announcement suggests that Israel is shifting its focus towards its conflict with Hezbollah - the Iran-backed group based in Lebanon. Around 60,000 people have been displaced in the north of Israel due to rocket and drone attacks by Hezbollah since the October 7th attacks in Israel and the war in Gaza. Thousands of people in Lebanon have been killed and injured by Israeli attacks.

Walkie-talkie radios used by the militant group Hezbollah exploded across Lebanon on Wednesday fueling tensions in the Middle East after similar detonations of the group‘s pagers happened the day before.
At least 20 people were killed in the most recent blasts and around 450 were injured.
Multiple explosions went off at the site of a funeral being held for three Hezbollah members.
An explosive device was also found in the parking lot of one of the country’s biggest hospitals.

Dominique Pelicot, 71, has admitted to drugging his wife, Gisèle, and allowing over 50 men to rape her while she was unconscious.
For more than 10 years, Pelicot drugged his wife, posted ads online, and filmed the assaults. Police found thousands of videos, leading to the arrests of 72 men. Fifty of them are now on trial.
In court, Pelicot begged for Gisèle’s forgiveness, admitting his crimes were "unforgivable." Some of the accused claim they didn’t know she was unconscious, believing it was consensual.
Gisèle has waived her anonymity, saying she never suspected her husband of nearly 50 years.
The trial has sparked a national debate on consent, marital rape, and abuse.
Pelicot, who blames his actions on past trauma, says he knew it was wrong but couldn’t stop.
He now faces charges alongside the 50 men, who could face up to 20 years in prison.
