Briefing the Security Council, the United Nations Senior Humanitarian and Reconstruction Coordinator for Gaza, Sigrid Kaag today (16 Sep) called for an immediate ceasefire and unconditional release of all hostages as well as unrestricted humanitarian access. She said, “time is slipping away as a man-made humanitarian crisis has turned Gaza into the abyss.”
Kaag said “the continued lack of effective protection for civilians in Gaza is unconscionable” and stressed that “the infrastructure that civilians rely on must be protected and their essential needs met.”
The humanitarian official said, “the outbreak of polio is also a stark reminder of the desolate conditions of life in the Gaza Strip. Given the ongoing hostilities, the lack of a proper enabling environment, effective deconfliction, and timely implementation of commitments made, the UN and partners remain constrained in their ability to address this catastrophic situation.”

United Nations Video: Gaza: ‘Hell on Earth’ - Security Council Media Stakeout | United Nations
Sigrid Kaag, Senior Humanitarian and Reconstruction Coordinator for Gaza said that the Strip is “hell on earth”, reiterating that aid needs to reach people so they can live a dignified human life.
Kaag spoke to reporters today (16 Sep) after briefing the Security Council on Gaza.
Asked about the prospects for a ceasefire, she said that she cannot guess as she is not in the negotiations, however, “every day that passes life in Gaza is unlivable. The risks are high. Disease is continuously at risk of outbreak. Children are not in school. People are living in tents.”
She continued, “This is not the Gaza of before the seventh of October. It is hell on earth. So every day that passes impacts people's lives.”
Asked about humanitarian aid delivery, Kaag said that ensuring aid reaching people in need matters the most.
She said, “when you look at the recipients, the people of Gaza, if we can't retrieve it due to lawlessness, if we can't retrieve it due to the evacuation orders, the fact that fighting is ongoing and the list is long, as you know, it doesn't really matter if it's at the border, it has to be in Gaza, it has to be distributed.”
Kaag noted that the lack of effective deconfliction, the denials, the delays at crossings and the security incidents also hinder aid delivery.
She said, “from the first time I took on this role for 2720, I've said we should stop counting trucks. It's not about trucks. It's about what people need in its totality, as fellow human beings.”
“We're way, way off what people need, not only daily, but also what we would all consider a dignified human life,” she said.
Asked about her recent trip to Gaza, the humanitarian official said, “ We have had constructive meetings always. I'm received at the highest levels. I meet with Prime Minister Netanyahu, members of his war cabinet. I also meet with the Chief of staff of the armed forces across the board. My mission has received a facilitation. We've received visas and all the facilitation that is required to do our work. I speak for my mission. In this particular question.”
Kaag visited Thursday (5 Sep) the Japanese clinic in Gaza Strip affiliated with the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).
The humanitarian official was briefed on the polio vaccination campaign led by various UN organizations. She also took part in administering vaccines to several children as a symbolic gesture to highlight the importance this vaccination campaign against polio in Gaza.

Sigrid Kaag, the UN Senior Humanitarian and Reconstruction Coordinator for Gaza, told the Security Council today that time is slipping away as a man-made humanitarian crisis has turned Gaza into the abyss. She said that we need an immediate ceasefire, the immediate and unconditional release of all hostages, and continuous humanitarian access to deliver aid at scale throughout the Gaza Strip.
Ms. Kaag said she visited Gaza a week and a half ago, and she reported that agreed pauses in fighting allowed parents and children to safely visit health centres and clinics, providing them with a brief glimpse of relief and respite. This was during the polio vaccination campaign.
She added that the campaign shows that, even in the direst circumstances - with sufficient political will, and real time political commitment - humanitarian action is indeed possible.
Despite the complexity of the situation, Ms. Kaag said that her mission has negotiated and strengthened supply systems and additional routes to facilitate humanitarian delivery in a transparent and expedite way. But she added that effective humanitarian operations require the right quality, quantity, and a broad range of goods to meet the daily needs of civilians in Gaza. That goal is not being met, she said. Also briefing was the Executive Director of United Nations Office for Project Services (UNOPS), Jorge Moreira da Silva.
**Occupied Palestinian Territory
The Office for the Coordination of Humanitarian Affairs (OCHA) today said that ongoing issuance of mass evacuation orders without ensuring that those displaced have a safe and adequate places to stay continue to worsen the already dire humanitarian situation of hundreds of thousands of people in Gaza.
As of today, over 55 evacuation orders remain in effect, covering over 85 per cent of the population of Gaza. The latest evacuation order was issued in northern Gaza on Saturday. Repeated displacements are also separating families, eroding social protection systems, particularly for women and children.
Despite the high surge in needs to protect women and children, multiple evacuation orders are also affecting the response and have delayed or interrupted support to people facing gender-based violence, by forcing the closure or relocations of services.
The World Food Programme (WFP) for its part says that on 14 September, which was Saturday, five out of six bakeries halted operations for 12 hours due to fuel shortages. Four bakeries resumed operations at a reduced capacity yesterday after the Agency reallocated reserve fuel from its warehouse in the north of Gaza. One bakery remains out of business and the current fuel supply is sufficient for two more days at this limited capacity. Unless fuel is allowed into the north, all five bakeries remaining will be forced to stop.
For the first two weeks of September of the 94 planned humanitarian missions coordinated with the Israeli authorities for northern Gaza, only 37 were facilitated. That is or 39 per cent. In southern Gaza, just 50 per cent of the 243 coordinated humanitarian movements were facilitated. OCHA has not been able to access northern Gaza for 28 days. Aid convoys are being fired at or otherwise exposed to life-risking conditions, stopped or delayed for hours in combat zones.
Turning to the West Bank: Over the weekend, OCHA and UNRWA, the Relief and Works Agency, carried out a preliminary assessment in Tulkarm Refugee Camp, following the deadly operations carried out by Israeli forces there last week. The team observed the extensive damage, thought to have been caused by shoulder-fired explosive projectiles and explosives. Nearly 40 residential structures were destroyed, displacing some 200 people, including 90 children. And at least 500 other structures were damaged.
The assessment team has mobilized humanitarian organizations from the UN and beyond to respond to people’s need for shelter, health, food, education and other basic necessities.

Donald Trump has blamed President Biden and Democratic presidential candidate Kamala Harris for the latest apparent assassination attempt against him, claiming that their rhetoric was inspiring violence against him.
It follows the arrest of Ryan Wesley Routh in Florida, after secret service officers opened fire on a man armed with an assault rifle, concealed in woodland where Mr Trump was playing golf.
Donald Trump said of the suspect: “He believed the rhetoric of Biden and Harris, and he acted on it… Their rhetoric is causing me to be shot at, when I am the one who is going to save the country, and they are the ones that are destroying the country — both from the inside and out.”
The latest incident took place months after a gunman opened fire on Mr Trump during a rally in Pennsylvania, wounding the former president in the ear and killing one supporter in the audience.

Firefighters said the fatalities had risen from one to five in Poland on Monday.

One person has been confirmed dead and seven others are missing in the Czech Republic.
