United Nations Population Fund (UNFPA) Arab States Regional Director, Laila Baker said that the war in Sudan is “one of the ugliest situations” she has ever witnessed in her 30 years of humanitarian work. UNFPA’s Arab States Regional Director, Laila Baker, briefed reporters today (13 Sep) on her recent visit to Sudan. She said, “If I describe to you the situation on the ground where women and girls have been stripped bare of all of their basic necessities. Picture thousands of women crowded into a shelter where they have no clean water, no hygiene, not enough food for their next meal, no medical care for those women who have been displaced, and we now have over ten million people displaced in Sudan alone, after 500 devastating days of conflict and war.’ Baker said, “For those women and girls, they are looking to the international community, and in particular, to UNFPA to provide for them.” The UNFPA official highlighted, “Slightly over half of the population, 26 million people strong, are now facing famine. For the 600,000 pregnant women, 18,000 are likely to die as a result of that famine, they don't know where their next meal is going to come from.” “And in providing for that level of devastation, 26 million people is roughly the population of Australia. You can understand the pressures that we're coming under,” Baker emphasized The Arab States Regional Director reiterated, “We need humanitarian access that is unhindered and unimpeded, something that is really problematic for us, and we've been trying our best to work with our partners on the ground to provide medical services where only one in four medical facilities is actually functioning.” “Eighty percent of the healthcare system has been damaged or destroyed entirely, and where large portions, especially in the west of the country are completely unsafe for humanitarian work. In fact, it's completely besieged at the moment,” she added. Baker added, “In order to address those, we need access. We need to be able to get goods and people and have free mobility to be able to provide the care. UNFPA will work tirelessly, as we have been in these 500 days, to make for sure that women and girls get as much service as they need.” The Regional Director said, “it is very urgently needed, one, to provide a cessation to the hostilities so that we can put a halt to the devastation. Two, to allow for humanitarian needs and humanitarian access unhindered and unimpeded, so that we can provide our mobile clinics, get people in to begin to rebuild the country.” And then, third, she concluded, “bring women and girls back into the fold as well, to not see them only as recipients, but also as the agents of change for that peace that they so desperately wish for.”

East Timor’s struggle to free itself from colonial rule by Portugal and then from violent occupation by Indonesia in 1976, came to a head in 1999 with a UN-organized referendum on 30 August. The voting gave the Timorese an historic opportunity to demonstrate their determination to become self-governing, despite an environment of violence and intimidation. The UN electoral mission established at that time, UNAMET, had to deploy creative approaches to fulfill its mandate. In this interview, Nick Birnback, former UNAMET’s communications team member recalls some of the most remarkable communication strategies and achievements of UNAMET, that was able to register 433,576 people for the referendum in just 22 days. Despite great fears of an armed attack on the day of the referendum he remembers the “huge queues of people waiting before sunrise, not wanting to miss the opportunity to vote.” However, after the choice for independence was announced the country was plunged into violence and chaos. Incessant gunfire had prompted many Timorese to seek refuge under the UN flag, scaling the walls topped with barbed wire of the UNAMET compound in Dili. In the days that followed, UN staff and displaced Timorese were under siege. At that point, according to Nick Birnback, keeping East Timor in the headlines was crucial to preventing a massacre, including of national and international UN staff. He also explains the decision made by many international staff to volunteer to stay at the compound, despite the evacuation that had been initiated at that point. In a recent speech at East-Timor’s parliament, the UN Secretary-General, said that “the women and men of UNAMET showed great dedication and professionalism by organizing a large-scale referendum, in a short period of time and despite intimidation and threats. After the Popular Consultation, and when violence was spreading, they once again demonstrated enormous courage and a sense of mission”.

A top UN official for Disarmament said, “Reports related to the use and transfer of cluster munitions since the beginning of the conflict and the widespread contamination with mines and explosive remnants of war in Ukraine are deeply concerning.” Addressing the Security Council today (13 Sep), High Representative for Disarmament Affairs Izumi Nakamitsu said that the provision of military assistance and transfer of arms and ammunition to the Ukrainian armed forces have continued. She also said, “There have also been reports of States transferring, or planning to transfer, weapons such as uncrewed aerial vehicles, ballistic missiles and ammunition to the Russian.” She stressed, “Any transfer of weapons and ammunition must be compliant with the applicable international legal framework, including of course, relevant Security Council resolutions, which in certain instances impose sanctions and restrictive measures on such transfers. Reports related to the use and transfer of cluster munitions since the beginning of the conflict and the widespread contamination with mines and explosive remnants of war in Ukraine are deeply concerning.” She highlighted, “Hostilities and attacks continue to severely impact civilians and civilian infrastructure including energy, health and education facilities across Ukraine.” She concluded, “The continued and intensified attacks affecting civilians and civilian infrastructure are deeply concerning. All parties to any armed conflict have an obligation under international humanitarian law to protect civilians.” Vasily Nebenzya, Russian Permanent Representative to the United Nations, said, “Today, we can say assuredly that the decision to lift restrictions on the use of military equipment for long range strikes into Russia by the West has basically been taken and we are seeing the final stab of this legitimization right in front of the international community.” He continued, “If the decision to lift restrictions is really taken, that will mean that from that moment, NATO countries are conducting direct war with Russia. In this case, we will have to, as you understand, take the relevant decisions with all the consequences for this, that the Western aggressors would incur.” Robert A. Wood, US Alternate Representative for Special Political Affairs in the United Nations said, “There is an urgent need to help Ukraine defend itself from missile strikes; attacks which undermine the principles of the UN Charter and threaten international peace and security, including, it seems, food security.” He also said, “The fastest way towards peace is for Russia to withdraw its forces from Ukraine and for it to stop its aerial assault. Absent Russia’s desire for peace, the next quickest way towards peace is for the world to cut off Russia’s ability to sustain its illegal assault.”

Timor-Leste recently celebrated 25 years of the UN-led referendum that offered to the people a “narrow window of opportunity” for self-determination. The Secretary-General of the United Nations, António Guterres, attended the celebrations and emphasized that the referendum was only possible due to decades of resistance, where the Timorese faced “the most difficult circumstances” and never gave up. The UN’s presence in 1999 to organize the voting was critical to the transition which ended 24 years of Indonesian occupation, which began just days after the small island nation ceased to be a Portuguese colony. The United Nations Mission in East Timor, UNAMET, had the almost impossible task to register voters and make the referendum happen in a short deadline and very fragile security conditions. In this interview, the head of UNAMET emphasized how that moment was special, as rarely had the organization had such a clear opportunity to “give people what they were looking for”. Ian Martin said that despite the international presence of journalists and 2,300 election observers, acts of intimidation against the public and attacks on UN offices “never stopped”. The violence was mainly caused by pro-Indonesian militias, supported by the armed forces of the occupying power. Speaking at the former UNAMET Headquarters in Dili, Timor-Leste, Martin revives meetings he had with Timorese leaders and Indonesian authorities, the remarkable engagement of the Timorese population to decide their destiny, the moment when he announced the result of the referendum, indicating that 78,5% of voters supported independence and the dramatic moments during the wave of violence that destroyed the country after the result. Martin remembers the days of siege when UNAMET was surrounded by armed militias and the decisions made to protect thousands of displaced Timorese that were looking for protection under the UN flag. According to Ian Martin, this was a mission that was extremely close to the Timorese population and constantly had the courage of the people as a source of inspiration.

Later this month, he said, at the Summit of the Future, we can begin the process of reform and revitalization. And he added that we must “cultivate a culture of peace.” **Occupied Palestinian Territory The Office for the Coordination of Humanitarian Affairs reports that the UN partners have vaccinated more than 560,000 children under the age of 10 against polio. The World Health Organization says the first round of the emergency vaccination campaign in Gaza concluded yesterday. In northern Gaza, during the final phase of this first round, the UN and partners reached more than 112,000 children with the vaccine over the span of three days. OCHA says partners are set to commence the second round of the vaccination campaign in about four weeks’ time. Meanwhile, a new analysis by WHO has found that about 22,500 people who have been injured in Gaza as of 23 July are estimated to have life-changing injuries that will require rehabilitation services now and for years to come. This is a quarter of the overall injuries reported by the Ministry of Health in that period. And turning to the West Bank, OCHA has mobilized humanitarian partners from the UN and beyond and together, who are assessing the needs of people affected by the latest two-day operation by Israeli forces in Tulkarm and Tubas. That operation concluded yesterday, with nearly a dozen Palestinians reportedly killed. Dozens of families were displaced when their homes were damaged on Wednesday and Thursday during the operation, which involved Israeli air and ground forces, with exchanges of fire between Palestinians and Israeli forces. The use of lethal war-like tactics in these areas of the West Bank has raised concerns over excessive use of force. **Lebanon The United Nations Interim Force in Lebanon (UNIFIL) continues to carry out its mandate in very challenging circumstances and engage in capacity building activities with the Lebanese Armed Forces as well as activities in support of local communities. The Mission reports that it conducted a joint training with the Lebanese Armed Forces (LAF) at the LAF base, in Dayr Kifa, on the detection and mitigation of threats posed by improvised explosive devices. These trainings are key to prepare for joint patrols with the LAF, which are conducted on a daily basis as part of the Mission’s mandate to support implementation of Resolution 1701. From the beginning of this year until the end of August, UNIFIL has conducted more than 210 joint training activities with the Lebanese army and navy. Beyond continuing to liaise with the Israeli Defense Forces and the Lebanese Armed Forces to help de-escalate tensions, UNIFIL is also supporting local communities in areas impacted by exchanges of fire in southern Lebanon. **Lebanon/Humanitarian The Office for the UN Humanitarian Coordinator in Lebanon, Imran Riza, has allocated a $24 million emergency aid package from the Lebanon Humanitarian Fund to support people in need. $10 million will go towards supporting the response for those affected by the hostilities in South Lebanon, with food, health, health care and water, hygiene and sanitation support. And $13 million will be allocated to support vulnerable communities across the country, while the remaining $1 million will be dedicated to empowering local non-governmental organizations. For the ongoing emergency response to the current hostilities, the UN’s humanitarian partners need $123 million to address urgent needs through the end of the year. Russia and Ukraine exchanged over 200 prisoners in a major swap on Saturday. The exchange involved 103 Russian soldiers and 103 Ukrainian military personnel. Russian soldiers had been captured during a Ukrainian incursion in the Kursk region. President Zelensky confirmed that all returned Ukrainians were military personnel. Ukrainian soldiers were seen wrapped in national flags, reuniting with comrades. The United Arab Emirates helped mediate the prisoner swap, its eighth such role this year.
