Assistant Secretary-General for Human Rights Ilze Brands Kehris today (12 Nov) told the Security Council that “the severe restrictions imposed by Israel on the entry and distribution of goods and services necessary for the survival of the civilian population brought the risk of famine and starvation to Gaza.”
Brands Kehris said, “Israel's conduct of hostilities has destroyed Gaza's civilian infrastructure, including places that have protected status under international law, hospitals, schools and vital services, including electricity, water and sewage,” contributing “directly to the famine risk being discussed today.”
The Assistant Secretary-General said, “there is a strong likelihood that famine is imminent. This horrific possibility cannot be separated from the unrelenting attacks on the human rights of civilians there. Over the past five weeks, the Israeli military has conducted strikes that have led to massive civilian fatalities in northern Gaza, particularly impacting women, children, older people, the sick, and people with disabilities, many of whom are reportedly trapped by Israeli military restrictions and attacks on escape routes.”
She said, “we again recall that the use of starvation of the civilian population as a method of warfare is strictly prohibited under international humanitarian law.”
Brands Kehris stressed that “the manner in which the Israeli military is conducting operations in northern Gaza suggests not only that Israel's actions are seeking to empty northern Gaza of Palestinians by displacing survivors to the south, but points to further grave risks of atrocities of the most serious nature.”
The Food and Agriculture Organization (FAO) Director of Emergencies and Resilience Rein Paulsen told the Council that “agrifood systems have collapsed in the Gaza Strip” and “local food production has been decimated.”
Paulsen said, “70 percent of the crop land, which has contributed up to one third of daily consumption, has been damaged or destroyed since the escalation in hostilities started last year.” while “animal production has been devastated, with almost 95 percent of cattle and more than half of sheep and goat herds now dead.”
These animal losses, he said, “have both removed access to critical and nutritious sources of protein and milk, as well as devastated people's livelihoods.”
For her part, Acting Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Joyce Msuya said, “the most basic requirements of humanity are being disregarded” in Gaza.
Msuya said, “constant care must be taken to spare civilians throughout military operations. Civilians must be allowed to seek protection elsewhere, and they must be guaranteed the right to voluntarily return, as international law demands.”
Palestine Ambassador Riyad Mansour told the Council “Let us all pause and understand what it means that northern Gaza is facing now famine, while aid is available and is only a couple of miles away. Let us pause and understand what it means that Israel has decided and implemented famine as a method of war for the purposes of ethnic cleansing and to advance its colonial objectives.”
Israel, he said, “tells us trucks are entering and crossings are open and markets are flourishing, or blames others for the siege it is imposing, while the UN, humanitarian NGOs, and all states around the world are saying the opposite.”
Israeli Ambassador Danny Danon said “today's report from the IPC is the latest hand ball thrown against the wall. It is a true masterclass in misinformation, bias and dishonest reporting. So if you take even a moment to examine its claims rationally, that mud slides down to the floor, exposing the emptiness and libel hidden beneath. It is an exercise in slander disguised as a humanitarian concern. The IPC’s latest report echoes one of the most unfounded, slanderous accusations against the state of Israel throughout this conflict.”
The 17 October Integrated Food Security Phase Classification (IPC) report for Gaza indicates that between September and October 2024, the whole territory is classified in IPC Phase 4 (Emergency). About 1.84 million people across the Gaza Strip are experiencing high levels of acute food insecurity classified in IPC Phase 3 (Crisis) or above, including nearly 133,000 people facing catastrophic food insecurity (IPC Phase 5) and 664,000, in IPC Phase 4 (Emergency). Acute Malnutrition is at serious levels (IPC AMN Phase 3), ten times higher than before the escalation of the hostilities.
The Famine Review Committee (FRC) alert issued on 8 November expresses concern about an imminent and substantial likelihood of famine occurring, due to the rapidly deteriorating situation in the Gaza Strip. While an IPC update will be conducted, the Alert serves to draw immediate attention on the need to take urgent action to alleviate this humanitarian catastrophe in areas of the northern Gaza Strip.

Pubs, bars and clubs that have signed up for a scheme designed to protect people on nights out from harassment and unwanted advances are not implementing it, a BBC undercover investigation has found.
The Ask for Angela initiative, a not-for-profit project in place at thousands of venues nationwide, aims to provide a discreet lifeline for those feeling unsafe.
Those concerned about their safety are advised to use the code word "Angela", to indicate to bar staff they are in need of help.
But secret filming by BBC researchers found that in half of the London venues they visited, including major chains, staff failed to respond when the code word was used.
The BBC received similar reports from across the UK. The Ask for Angela scheme says the BBC’s findings are concerning.

The mystery as to why a beluga whale appeared off the coast of Norway wearing a harness may finally have been solved.
The tame white whale made headlines five years ago amidst widespread speculation that it was a Russian spy, which experts now believe belonged to the military.
One expert in the species says she believes the whale did escape from a naval base in the Arctic Circle, however Dr Olga Shpak does not believe it was a spy.
A BBC documentary, Secrets of the Spy Whale, looks into how the whale escaped and is now on BBC iPlayer and will be shown on BBC Two on Wednesday at 21:00 GMT in the UK.

BBC News Video: Israel hasn't breached its law against blocking aid in Gaza, US says | BBC News
The militant group Palestinian Islamic Jihad have released a hostage video of Alexander Trufanov, also known as Sasha.
He is a 28-year-old man who is one of a hundred or so people still thought to be held by Hamas in the Gaza Strip.
This comes as the US says Israel has not breached American laws on blocking aid supplies, after a 30-day deadline it gave Israel to boost humanitarian aid access in Gaza or risk having some military assistance cut off lapsed.
Officials said on Tuesday that Israel has taken a number of steps to address its demands to surge supplies into Gaza, but added that more progress must be made.
Despite the US claims, the UN has warned that the amount of aid getting into Gaza is at its lowest level in a year.

At least 35 people have been killed in a car attack in southern China, believed to be the deadliest known act of public violence in the country in decades.
Police say a man crashed his car into a stadium in Zhuhai on Monday where he ran down groups of people exercising on a sports track. At least 45 people - among them elderly people and children - were reportedly injured.
While reporting about the attack, BBC China correspondent Stephen McDonell was angrily ordered to stop filming.
It is not clear who the man who tried to stop the reporting was, though when sensitive stories like this unfold in China, local Communist Party officials organise groups of cadres to pretend to be outraged locals who have been given the role of targeting foreign reporters so as to prevent any coverage.

President Biden pledged a peaceful transfer of power to president-elect Trump on January 20th and restated his faith in the integrity of the election system, accepted the will of the people and pledged to do his duty.
And he praised Vice President Harris - who in her own speech said she was conceding out of her loyalty to the Constitution of the United States, her conscience and her God.
