Meanwhile, the Office for the Coordination of Humanitarian Affairs says the UN and our partners continue to support the response in Syria as the security situation permits.
Healthcare across the country continues to be disrupted against the backdrop of a fluid security situation. Some facilities have had to close due to looting and lack of medical staff and medicine.
In north-east Syria, our health partners have activated more than 20 mobile medical units for critical cases and to provide primary care consultations. And in the north-west, 30 mobile medical teams have been deployed to provide basic healthcare, vaccinations and maternal care.
We also continue to support displaced people and deliver aid - including food, tents, winter clothes, hygiene kits and cash.
However, our humanitarian colleagues tell us that more support is needed to reach more people and support host communities.
For its part, the UN Refugee Agency says that although figures are not yet available, thousands of Syrian refugees have started to return to Syria from Lebanon through the official Masnaa border point, as well as other border crossings. At the same time, some Syrians have fled into Lebanon.
UNHCR also says that, in the past 72 hours, they have been able to resume through their local partners some of their activities in areas which are now more secure. For example, UNHCR supports 114 community centres all over Syria, which provide a whole range of services to Syrians and to the internally displaced, but also to those who are returning.
OCCUPIED PALESTINIAN TERRITORY
Turning to Gaza, Muhannad Hadi, the Humanitarian Coordinator for the Occupied Palestinian Territory, said today that he is very concerned about the rapidly deteriorating security and humanitarian situation in Gaza. In recent days, he said, multiple strikes across the Gaza Strip have resulted in scores of reported fatalities, and numerous injuries, with women and children among the casualties.
He also expressed concern at the insecurity that has hampered the work of UN aid convoys, including the looting of a 70-truck convoy that was traveling at the Kerem Shalom crossing on Wednesday and the looting of four out of five trucks leaving the Kissufim crossing that same day.
Mr. Hadi said that the principles of distinction, proportionality and precautions in attacks must be respected at all times. He called on all parties to ensure the protection of civilians and the safe and unimpeded passage of humanitarian aid.
OCHA says that since 6 October, the UN and our partners have tried to coordinate 137 missions to those parts of the north. More than 90 per cent – that’s about 124 planned missions – were denied outright. The other 13 were approved but then faced impediments along the way.
Since Monday, we have submitted 16 requests – that’s between three and five each day. Almost all were flat-out denied. The only mission to get the greenlight was prevented from moving into all the areas it set out to reach.
OCHA stresses that once again that humanitarian movements must be facilitated across Gaza – including to areas in the north, where thousands of Palestinians are facing apocalyptic conditions after almost 10 weeks under siege.
I would also remind you that the Famine Review Committee has said already on 8 November, there was a strong likelihood that famine was imminent in northern Gaza and called for immediate action, “within days not weeks”.
SECURITY COUNCIL
Staying in the region but coming back to the Security Council, this morning, the Special Representative for the Secretary-General for Central Africa, Abdou Abarry, said the challenges the world faces are also impacting Central Africa region. The region has not escaped security crises, climatic emergencies or geopolitical rivalries.
He said his office intends to ensure that the region benefits as much as possible from the momentum generated by the Pact for the Future, in terms of conflict prevention, sustainable development, reform of the international financial system and the Security Council, as well as other priority issues for the sub-region.
He also said he is following with great attention the preparations for several elections due to take place in the region next year and in 2026, noting that countries including Chad, Cameroon, Gabon and the Central African Republic have requested electoral assistance from the UN, and most have already received needs assessment missions.

United Nations Video: Africa: Injustices deny its rightful place on the world stage - UN Chief's Address | United Nations
Secretary-General Antonio Guterres addressed the Parliament of Lesotho, stressing the fact that Africa has enormous potential, however, deep injustices are denying Africa’s rightful place on the world stage - mainly, not having a permanent seat in the Security Council.
Guterres underscored that nearly 80 years after the creation of the Security Council, Africa still awaits even a single permanent seat. “This hurts Africa, but it also hurts the Council – its effectiveness, its legitimacy, and its credibility.”
“From Sudan to the Sahel, conflicts rage and communities suffer. These crises demand not just global attention, but African leadership. Yet Africa has no permanent voice when the world decides on matters of war and peace… in Africa. That is unacceptable – and it must change,” the UN Chief reiterated.
Guterres also reiterated that Africa needs climate justice, he said, “Landlocked and Least Developed countries like yours are especially vulnerable. They require special support and easier access to finance and technology.”
The UN chief also underscored that the UN will remain Lesotho’s partner in the journey toward sustainable and inclusive development.
The Secretary-General concluded, “Africa is crafting a vision of transformation, built on the foundations of justice and solidarity. This is your moment to show the world that from the challenges of today, a new era of hope and equality can be born.”
On Friday (13 Dec), Guterres will visit the Katse Dam, where he will see for himself the Highlands Water Project – which is a perfect example of the development projects undertaken by the country.
This is his first time visiting the country, and it coincides with the Kingdom’s celebration of the bicentenary of the Basotho nation.
Earlier today (12 Dec), the Secretary-General discussed with His Majesty King Letsie III several topics, including the progress Lesotho has made in recent years, and the challenges it faces. Guterres also reaffirmed the continued support of the United Nations to the Kingdom of Lesotho.
The Secretary-General also held discussions with the Prime Minister, Ntsokoane Matekane and some members of his cabinet. Guterres said was there to show solidarity with Africa but also with Lesotho in particular – a land-locked country with only one neighbour.
Lesotho, he said, demonstrates how unfair the global financial system is, and that it should change.

US President Joe Biden has issued presidential pardons to 39 Americans convicted of non-violent crimes, and commuted the sentences of nearly 1,500 others, including several convicted of multi-million dollar fraud schemes.
The White House described it as the most acts of presidential clemency issued in a single day. It comes after Biden made the decision to pardon his own criminally convicted son, Hunter Biden.
Announcing the move, Biden said those pardoned had "shown successful rehabilitation and have shown commitment to making their communities stronger and safer".
The US Constitution decrees that a president has the broad "power to grant reprieves and pardons for offences against the United States, except in cases of impeachment".

Mikheil Kavelashvili, a former Manchester City footballer, has been appointed president by Georgia's disputed parliament, after 17 days of pro-EU protests that have swept this country's towns and cities.
The 53-year-old is a former MP from the increasingly authoritarian ruling Georgian Dream party and was the only candidate for the job.
On Saturday, 224 out of 225 members of Georgia's electoral college voted for him.
The four main opposition groups have rejected Kavelashvili and have boycotted parliament, insisting that the elections held in October were rigged.
Large crowds of protesters, facing freezing temperatures, gathered outside parliament from the early hours of Saturday morning ahead of the vote.

Captagon is an addictive amphetamine which, when consumed in high doses, can cause euphoria and paranoia.
Trafficking of captagon dwarfed legal exports from Syria under the regime, effectively turning the country into a narco state.
Maher Al-Assad, Bashar’s brother, is accused of being the key facilitator of the trade and drug producer.
In another factory in Syria, previously used to make crisps, the former owner said Maher seized the premises.

ODN Video: US Citizen Freed After 7 Months in Assad's Sednaya Prison
This is the moment an American citizen was found in Sednaya Prison in Syria.
Travis Timmerman, a 29-year-old from Missouri, was held for seven months.
He says he was imprisoned by forces loyal to Bashar al-Assad’s regime.
Timmerman had been travelling through Syria on a Christian pilgrimage, he entered on foot via the Lebanese town of Zahle in May.
In an interview, Timmerman described hearing daily torture in detention centres.
Despite this, he said he was personally treated well during his captivity.
He recalled the moment resistance forces broke down his cell door.
