There are around 76 million internally displaced people in the world today due to war, disasters and criminal violence, Special Adviser on Solutions to Internal Displacement, Robert Andrew Piper told reporters. Robert Andrew Piper spoke to reporters today (04 Dec) in New York, as his mandate comes to an end in December 2024. He briefed reporters on the progress made during his tenure and highlighted outstanding challenges to finding solutions for the over 76 million internally displaced persons worldwide. Piper said, “They make up the vast majority of the world's 120 million forcibly displaced persons, but they are relatively invisible despite their numbers.” “Unlike refugees and migrants, they have not crossed an international border. There is no dedicated agency, no global treaty or compact for IDPs, no international day that singles them out, and their numbers have doubled in just the last 10 years,” the Special Advisor added. On progress made, he said, “First and most importantly by far, governments in affected countries have stepped forward,” adding that new laws and policies on internal displacement have been rolled out from Chad to Nigeria to the Philippines. Piper continued, “A number of governments around the world have developed national solutions, strategies, specific plans that set out what it will take to move their displaced persons to be settled. Who will do what, what it will cost, what options are available.” He commended the governments of Iraq, Central African Republic, Colombia, Ethiopia, Nigeria, Libya, Mozambique and Somalia for collectively committed to placing over 11.5million IDPs on a solutions pathway since the launch of the action plan in mid-2022. The Special Adviser also said that the world body has reconfigured its own structures and policies to be more fit for purpose, to support governments in this task. “We have accompanied these governments at every step of the way in articulating their solutions plans. Individual agencies have reworked their internal arrangements, committing more money and people, lots of investment in data systems, in search capacity. We strengthened our UN country teams. Created a new solutions fund to help teams move faster, placed new experts in country offices, rewired systems to bring more development and peace building assets to the task, all under the leadership of the resident coordinator at the country level,” Piper explained. In the long run, he highlighted that the most significant breakthrough on the financing side so far has been the introduction of an IDP solutions indicator into the World Bank and the African Development bank's corporate scorecards. He also reiterated the need to get better at preventing new displacements. “Our prevention tools are not up to the task,” the Special Advisor explained, “about 20 million new IDPs joined the ranks of the long term displaced in the time since those 57 Member States wrote to the Secretary-General in 2019.” He added, “This is about better conflict prevention. This is about greater respect for international humanitarian law when prevention fails and wars are fought. This is about better disaster risk reduction and climate change adaptation.”

Global Humanitarian Overview The Office for the Coordination of Humanitarian Affairs just released its global humanitarian appeal for 2025 – calling for $47 billion to provide life-saving aid to 190 million people in 32 countries and nine refugee-hosting regions. Speaking at the launch of the Global Humanitarian Overview in Geneva, Tom Fletcher, our Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, said the world is on fire, noting that the main culprits are both man-made. The first, he said, is conflicts, which are lasting longer and are hitting children particularly hard. OCHA says that nearly 123 million men, women and children were driven from their homes by conflict this year. The second culprit, he said, is the climate emergency, with the most vulnerable people on the planet shouldering the lion’s share of the impacts. He also spoke to the press, underscoring that we need to reset our relationship with those in greatest need on the planet. The appeal was also launched in Kuwait City by Joyce Msuya, our Assistant Secretary-General for Humanitarian Affairs, and in Nairobi by Edem Wosornu, OCHA’s Director for Operations and Advocacy. Syria The Special Envoy for Syria, Geir Pedersen, has been working the phones with the full range of Syrian parties and key international stakeholders. He is also closely engaging with senior officials. This morning, he convened Russian, Turkish, and US representatives in Geneva in the ad hoc Ceasefire Task Force. He also spoke with Ali Asghar Khaji, the Iranian Foreign Minister's senior advisor for special political affairs. Last night he also spoke over the phone with the Syrian Foreign Minister, Bassam al-Sabbagh. Mr. Pedersen will soon be traveling to Doha for a number of meetings. His message to all is the same: it is urgent to de-escalate, it is urgent to protect civilians, and it is urgent to prevent further bloodshed. While a ceasefire might have brought a temporary halt to the fighting in Lebanon, there’s no such respite for Gaza. Here, the Israel Defense Forces and Hamas continue their brutal struggle in the ruins of Rafah, Khan Younis and Jabalia. These clips, posted over the last month on social media by both sides, are hard to verify, but give a sense of the changing nature of the conflict on the ground. Despite months of occupation by the IDF, it's clear that few places in the Gaza Strip are truly safe. Israeli soldiers must move quickly between buildings, occasionally using smoke screens, such is the risk of being targeted by militant snipers. Videos posted by Hamas glorify sharpshooters who lie in wait for Israeli patrols. Even Israeli soldiers inside armoured vehicles aren’t safe. Hamas propaganda videos celebrate attacks on IDF tanks and bulldozers, often using rocket propelled grenades at close range, but occasionally planting explosives on tanks by hand. The IDF, meanwhile, focus on identifying and eliminating targets from above. In this video, an IDF drone tracks Hamas operatives as they reveal the entrance to a tunnel. Their priority continues to be the dismantling of the militant group’s underground infrastructure, much of which remains hidden. And operations in another theatre also appear to be ratcheting up in intensity… While nighttime raids against supposed terrorist hideouts are common in the West Bank, videos of much larger scale daytime operations have emerged in the past month. This one in Qabatiya resulted in the deaths of three Hamas militants. Other groups, including Palestinian Islamic Jihad, are now also posting highly edited clips, showing insurgents launching hit and run raids against Israeli troops.
