The Executive Director of the United Nations Office for Project Services (UNOPS), Jorge Moreira da Silva, visited the European Hospital in Gaza, where he witnessed the difficult humanitarian conditions faced by the hospital due to shortages in medical supplies, medications, water, and electricity. He pointed out that the organization has increased fuel supplies to 1.3 million litres per day following the ceasefire, which has helped restart ambulances and essential services. Da Silva emphasized UNOPS's commitment to supporting the health sector in Gaza not only through emergency assistance but also through early recovery and reconstruction plans, stressing the importance of continued humanitarian aid access to the region.

The Secretary-General is in Addis Ababa, Ethiopia, where he will take part in the 38th African Union Summit. Today, he met with the Prime Minister of Ethiopia, Abiy Ahmed, and he also met with our UN colleagues.
Tomorrow, the Secretary-General will have a series of bilateral meetings with the leadership of the African Union Commission, as well as heads of State and Government from the continent. He is also scheduled to take part in meetings of the AU Peace and Security Council at the level of Heads of State and Government, on the situation in Sudan and on the Eastern Democratic Republic of the Congo.
The Secretary-General will deliver remarks during the opening session of the African Union Summit on Saturday, and he is also scheduled to hold a press conference – at 3:00 pm, Addis time that day.
CENTRAL AFRICAN REPUBLIC
In a statement issued yesterday, the Secretary-General strongly condemned the killing of a Tunisian peacekeeper of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) during the night of 11 February by an unidentified armed person near the village of Zobassinda.
The Secretary-General recalls that attacks targeting United Nations peacekeepers may constitute war crimes under international law. He calls on the Central African authorities to spare no effort in identifying the perpetrators of this tragedy so that they can be brought to justice swiftly.
Regarding the peacekeeper who was tragically killed in the Central African Republic on Tuesday, his name is Seifeddine Hamrita from Tunisia. Once again, the UN extends its deepest condolences to his family, friends, and all members of the peacekeeping mission.
SECURITY COUNCIL/YEMEN
This morning, our Special Envoy for Yemen, Hans Grundberg, briefed Security Council members on the situation in the country. He stated that the tentative reduction in hostilities, along with the release of the crew of the Motor Vessel Galaxy Leader, is a welcome relief, and we must build on this opportunity as a foundation for further de-escalation.
Mr. Grundberg said that over the past month, he continued his active engagement with all regional and international actors. His message to all remains that only a political settlement of the conflict will support the Yemenis in their aspirations for lasting peace.
For his part, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher, says that almost 20 million Yemenis are in dire need of our support, right now. He asked the Council to back us to return UN operations to full capacity and give us the money to deliver for those we serve. The UN reiterates its calls for the immediate and unconditional release of those arbitrarily detained by the Houthi de facto authorities.

Special Envoy for Yemen, Hans Grundberg, today (13 Feb) told the Security Council that the killing of a World Food Programme (WFP) humanitarian worker in Yemen and the arbitrary detentions of other United Nations staff, conducted by Ansar Allah last month were “deeply troubling,” and “are not only a violation of fundamental human rights but also a direct threat to the United Nations’s ability to provide humanitarian assistance to millions in need.”
Grundberg noted that “regrettably, we have also seen a continuation of military activity in Yemen with reports of the movement of reinforcements and equipment towards the frontlines, and shelling, drone attacks and infiltration attempts by Ansar Allah on multiple frontlines including Abyan, al Dhale’, Lahj, Ma’rib, Sa’dah, Shabwa and Ta’iz.”
He called on the parties “to refrain from military posturing and retaliatory measures that could lead to further tension and risk plunging Yemen back into conflict.”
The Special Envoy said, “Yemen stands at another critical juncture. The choices made today will determine the course of its future. A sustainable resolution to this conflict is still possible.”
He said, “some think that they could get a better outcome through the resumption of full-scale military operations. I want to be clear: this would be a mistake for Yemen, and a mistake for the stability in the wider region.”

United Nations Video: Human Rights Report on Bangladesh Protests | United Nations
The UN Human Rights Office today (Feb 12) released a comprehensive, in-depth report on the human rights violations and abuses related to the protests that took place in Bangladesh last year, drawing on over 250 interviews with victims, witnesses, medics and senior officials, as well as individual pieces of digital information.
Drawing on these testimonies and other evidence, it found an official policy to attack and violently repress anti-Government protesters and sympathisers, raising concerns as to crimes against humanity requiring urgent further investigation.

Bangladesh: UN report finds brutal, systematic repression of protests, calls for justice for serious rights violations

GENEVA – Bangladesh’s former Government and security and intelligence services, alongside violent elements associated with the Awami League party, systematically engaged in a range of serious human rights violations during last year’s student-led protests, a report by the UN Human Rights Office has found.
Drawing on testimony of senior officials and other evidence, it also found an official policy to attack and violently repress anti-Government protesters and sympathisers, raising concerns as to crimes against humanity requiring urgent further criminal investigation.
Based on deaths reported by various credible sources, the report estimates that as many as 1,400 people may have been killed between 1 July and 15 August, and thousands were injured, the vast majority of whom were shot by Bangladesh’s security forces. Of these, the report indicates that as many as 12-13 percent of those killed were children. Bangladesh Police reported that 44 of its officers were killed.
The protests were triggered by the High Court’s decision to reinstate a quota system in public service jobs but were rooted in much broader grievances arising from destructive and corrupt politics and governance that had entrenched economic inequalities. To remain in power, the former Government tried systematically to suppress these protests with increasingly violent means, the report finds.
“The brutal response was a calculated and well-coordinated strategy by the former Government to hold onto power in the face of mass opposition,” said UN Human Rights Chief Volker Turk. “There are reasonable grounds to believe hundreds of extrajudicial killings, extensive arbitrary arrests and detentions, and torture, were carried out with the knowledge, coordination and direction of the political leadership and senior security officials as part of a strategy to suppress the protests.”
“The testimonies and evidence we gathered paint a disturbing picture of rampant State violence and targeted killings, that are amongst the most serious violations of human rights, and which may also constitute international crimes. Accountability and justice are essential for national healing and for the future of Bangladesh,” he added.
At the request of the Chief Advisor of the Interim Government, Mohammed Yunus, the UN Human Rights Office in September dispatched a team to Bangladesh, including human rights investigators, a forensics physician and a weapons expert, to conduct an independent and impartial factfinding into the deadly events.
The Interim Government extended significant cooperation with the inquiry, granted the access that was requested, and provided substantial documentation.
Former senior officials directly involved in handling the protests and other inside sources described how the former Prime Minister and other senior officials directed and oversaw a series of large-scale operations, in which security and intelligence forces shot and killed protesters or arbitrarily arrested and tortured them.
The report found patterns of security forces deliberately and impermissibly killing or maiming protesters, including incidents where people were shot at point-blank range.
The report examined in detail the emblematic case of Abu Sayed, among others, who was filmed shouting “shoot me” at police with his arms spread wide apart at a protest at Begum Rokeya University in Rangpur. Using video footage, images and geolocation technology, investigators reconstructed his killing to corroborate testimonies of how it occurred. A forensic analysis concluded his injuries were consistent with his having been shot at least twice with shotguns loaded with metal pellets, from a distance of about 14 metres. The report concludes there are reasonable grounds to believe that Abu Sayed was the victim of a deliberate extrajudicial killing by the police.
