Security Council briefing by Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific, on Non-proliferation/Democratic People's Republic of Korea.
-----------------
This year marks the final year of the DPRK’s five-year military development plan (2021-2025). Throughout 2024 and early 2025, the DPRK has continued to conduct launches of ballistic missiles, including what it characterized as the “Hwasong-19” intercontinental ballistic missile (ICBM) in October last year, and an intermediate-range hypersonic ballistic missile (IRBM) in January this year.
According to the International Atomic Energy Agency (IAEA), the DPRK has continued its open displays of undeclared uranium enrichment facilities located in Yongbyon and Kangson. These events have been accompanied by statements reiterating the DPRK’s intention to further develop nuclear and ballistic missile capabilities, including tactical nuclear warheads, military reconnaissance satellites, and the construction of a “nuclear-powered strategic missile submarine”.
------------
The DPRK’s persistent pursuit of nuclear weapons and ballistic missile programmes, in violation of relevant Security Council resolutions, continues to undermine the global nuclear disarmament and non-proliferation regime, and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) that underpins it. At this critical juncture, it remains as important as ever to continue to highlight the urgent need to reduce nuclear risk, prevent any use of a nuclear weapon and bring about their total elimination. We continue our strong calls on the DPRK to fully comply with its international obligations, including the NPT and IAEA safeguards, and to sign and ratify the Comprehensive Nuclear-Test-Ban Treaty.
-------------
The broader security landscape on the Korean Peninsula remains tense, with heightened military activities, limited avenues for inter-Korean and regional dialogue, the presence of nuclear risks and growing concerns over the potential for miscalculation. The Secretary-General has consistently underscored that sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula must be anchored in dialogue and diplomacy. We welcome any efforts in this respect.

SECRETARY-GENERAL/ CHIEF EXECUTIVES BOARD
The Secretary-General is in Denmark, where today he is chairing the biannual session of the UN System Chief Executives Board for Coordination, also known as the CEB, which brings together the heads of the UN system organizations.
During their biannual session, the Chief Executives Board Members will reflect on current world affairs as they affect and are related to the UN system. They will also engage in deliberations on 'Adapting to New Realities: Leveraging the UN80 Initiative' and 'Upholding Respect for International Law'.
SUDAN
A statement we issued last night expressed the Secretary-General’s grave concern that recent drone attacks in Port Sudan, the main entry point for humanitarian aid into Sudan, threaten to increase humanitarian needs and further complicate aid operations in the country. The Secretary-General warns that this major escalation could lead to large-scale civilian casualties and further destruction of critical infrastructure.
The Secretary-General is alarmed at the expansion of the conflict into an area that has served as a place of refuge for large numbers of people displaced from the capital, Khartoum, and other areas.
The Secretary-General reiterates that all parties to the conflict must comply with their obligations under international humanitarian law. They must not direct attacks against civilians and civilian objects; must take all feasible precautions to avoid, and in any event to minimize, incidental civilian casualties; and must allow and facilitate rapid and unimpeded passage of humanitarian relief for civilians in need.
The Secretary-General calls on the parties to engage constructively with the mediation support mechanisms already in place to assist the parties to reach a political solution, underscoring the United Nations’ continued support to help find a way out of this crisis. He renews his call for an immediate cessation of hostilities and stresses that dialogue is the only way to achieve the peace that the people of Sudan demand. The full statement is online.
SUDAN/ FOOD ASSISTANCE
And further on Sudan, our colleagues at the World Food Programme are saying that in Tawila, families who fled horrific violence in El Fasher have received vital food and nutrition supplies.
WFP says that the Agency supported more people than originally planned as needs are overwhelming with hundreds of thousands displaced, and more aid is on its way in the coming week.
SOUTH SUDAN
Moving to South Sudan, where our mission, UNMISS, and partners—the African Union, the Intergovernmental Authority on Development or IGAD, and the Reconstituted Joint Monitoring and Evaluation Commission, have jointly called on South Sudan’s leaders to cease ongoing hostilities immediately and urgently progress inclusive peace implementation.
They urged swift, thorough and impartial investigations into security escalations so that responsible parties can be held to account and public trust, restored.

BBC News Video: Catholics worldwide celebrate election of first American Pope | BBC News
Cardinal Robert Prevost, a long-time missionary in Latin America, has been elected as the surprise choice to be the new Pope and leader of the Catholic Church, taking the name Leo XIV.
The new Pope appeared on the central balcony of St. Peter's Basilica after white smoke billowed from a chimney above the Sistine Chapel, signifying the 133 cardinals had chosen him as successor to Pope Francis, who died last month.
"Peace be with you all," Pope Leo told the cheering crowd, speaking in fluent Italian. He also spoke in Spanish during his brief address. Robert Prevost, 69 and originally from Chicago, has spent most of his career as a missionary in Peru and has dual Peruvian nationality. He became a cardinal only in 2023.
Clive Myrie presents BBC News at Ten coverage from the Vatican with Aleem Maqbool and Mark Easton.

BBC News Video: Who is Robert Prevost, the new Pope Leo XIV? | BBC News
Robert Prevost, 69, will be the 267th occupant of the throne of St Peter and he will be known as Leo XIV.
He is the first American to fill the role of Pope, although he is considered as much a cardinal from Latin America because of the many years he spent as a missionary in Peru, before becoming a bishop there.
Born in Chicago in 1955 to parents of Spanish and Franco-Italian descent, Prevost served as an altar boy and was ordained as a priest in 1982. Although he moved to Peru three years later, he returned regularly to the US to serve as a pastor and a prior in his home city.

ODN Video: New Footage Shows Destruction of Yemen's Sanaa International Airport
New footage shows the scale of destruction at Sanaa International Airport in Yemen after the Israeli military launched an intensive round of airstrikes on the Houthi-run site this week.
Israel said its fighter jets attacked “flight runways, aircraft and infrastructure”, leaving a trail of charred commercial airplanes on the tarmac.
These satellite images capture Sanaa International Airport before the Israeli airstrike and the extensive damage after it.
The IDF also said it struck power plant stations in Sanaa, which it claimed were being “exploited” by the Houthis for energy infrastructure and for the construction of underground tunnels.
Tuesday’s attack came as part of a second day of Israeli airstrikes after the Iran-backed group fired a missile that landed near Israel's main airport, Ben Gurion International Airport, forcing it to close temporarily.
