The Secretary-General’s Special Representative for Colombia, Carlos Ruiz Massieu, today (22 Apr) told the Security Council that “illicit economies are intertwined with conflict in Colombia,” and solving this problem “is necessary for peace to be consolidated.”
Ruiz Massieu said, “despite the many challenges still present,” Colombia “is a changed country” compared to the years preceding the signing of the 2016 Peace Agreement,” which “brought to an end the largest insurgency in the country which spanned decades.”
He told the Council that “the provisions of the Agreement on the problem of illicit drugs have the potential to contribute to these solutions. Yet, the success of instruments such as voluntary crop substitution has been limited, including due to a lack of follow-through by the State with development assistance promised to peasants who voluntarily eradicated coca.”
Ruiz Massieu, who is the Head of the United Nations Verification Mission in Colombia (UNVIC), said “looking to the future, it is essential to prioritize those processes of dialogue with actors that demonstrate a real desire for peace and that can have tangible results to benefit communities.”
He said, “no real desire for peace is demonstrated if minors are recruited and leaders are assassinated. There is no real desire for peace if you extort money from communities. You don't show a real desire for peace, if people are deprived of their freedom.”
Ruiz Massieu said, “I am convinced that if the Agreement had been implemented more thoroughly in the last eight years, we would not have situations like those experienced in Catatumbo or Cauca today,” and stressed that “there is still time to use the Agreement as a current and necessary instrument to overcome these cases and prevent the repetition of cycles of conflict in Colombia.”
For her part, Colombia’s Minister for Foreign Affairs Laura Camila Sarabia Torres told the Council that “fulfilling the Agreement has not been and will not be easy.”
Sarabia Torres said, “the implementation of the Agreement was ignored for four years because of selfish political decisions. The consequences are now being experienced; a rural reform that was ignored and that is advancing at a slow pace; a clarification of the truth that was fragmented and that has left victims in the middle.
She said, “the transformation of the most vulnerable territories wasn't a priority. Public resources were committed for decades to urban works, while in departments such as Chocó more than half of the population lives without water.”
The Agreement followed years of negotiations which began at the Havana dialogues between delegates from the National Government, led by President Juan Manuel Santos, and delegates from the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP), based on their mutual decision to bring the national armed conflict to an end.

United Nations Video: Gaza's Missing - Buried under the Rubble | United Nations
Local reports from the Gaza Strip indicate that more than 11,000 people remain missing since the outbreak of war on October 7, 2023. Among them are individuals believed to have died under the rubble or whose fates remain unknown to this day.
The Strip is suffering from a severe shortage of equipment needed to remove debris, as most heavy machinery has been either destroyed or rendered inoperable due to a lack of fuel. According to the United Nations, around 92 per cent of homes in the Gaza Strip -equivalent to approximately 436,000 houses - have been destroyed or damaged as a result of continuous bombardment.

MOTHER EARTH DAY
Today is International Mother Earth Day. In his message, the Secretary-General said Mother Earth is running a fever with last year being the hottest ever on record.
We know what’s causing this sickness, he said, referring to the greenhouse gas emissions humanity is pumping into the atmosphere, but we also know the cure. All countries must create new climate action plans that align with limiting global temperature rise to 1.5 degrees Celsius – it is essential to avoid the worst of climate catastrophe, he said.
And as a reminder, tomorrow the Secretary-General, together with President Lula of Brazil, will convene a group of Heads of State and Government for a virtual closed-door meeting to discuss strengthening global efforts to tackle the climate crisis and accelerate a just energy transition. The Secretary-General is expected to deliver some remarks on climate to you at the Security Council stakeout after the meeting. We’ll share more details as we have them.
And what better way to celebrate Mother Earth Day than with a fashion show. We are unveiling a new tour guide uniform collection this evening at 6:15 p.m. during a fashion show in the Sputnik area of the Visitor’s Lobby. SENIOR PERSONNEL APPOINTMENT
The Secretary-General is appointing of Ian Martin of the United Kingdom as Head of the Strategic Assessment, as part of his UN80 initiative, of the United Nations Relief and Works Agency for Palestine Refugees, that you all know as UNRWA.
The Secretary-General is tasking Mr. Martin with conducting the Strategic Assessment in order to review UNRWA’s impact; implementation of its mandate under present political, financial, security and other constraints; and, consequences and risks for Palestine Refugees.
As you all know, Ian Martin has had a distinguished service within the United Nations. He was involved in a number of strategic reviews, most recently as the Lead of the Independent Strategic Review of the UN Mission in Somalia and before then as a member of the
High-Level Independent Panel on Peace Operations. We will share that announcement with you.
OCCUPIED PALESTINIAN TERRITORY
Meanwhile on the ground in Gaza, the situation continues to worsen. Our humanitarian colleagues report that hostilities across the Gaza Strip are continuing, with a devastating toll on civilians and critical infrastructure. Earlier today, local authorities reported attacks by Israeli forces that struck several heavy machinery vehicles across Gaza, halting solid waste and rubble removal services.
Despite the ongoing hostilities and despite the fact that aid has not come in for more than 50 days, we and our partners are doing what we can to support people throughout the Strip. In Gaza City yesterday, the acting Humanitarian Coordinator for the Occupied Palestinian Territory, Suzanna Tkalec, led a mission to Al Shifa Hospital, where she and partners viewed work underway to install a desalination plant to serve dialysis patients at the facility.
Our partners also report that several people suffering from severe acute malnutrition have been admitted to hospitals for treatment this week, with cases on the rise.
Despite extremely low supplies, some 180 community kitchens in Gaza continue to operate every day. However, many of these kitchens are at imminent risk of shutting down since stocks are being depleted. Because of lack of cooking gas, families are resorting to burning plastic to cook their meals.

The International Monetary Fund has sharply cut its forecast of US economic growth due to President Trump’s trade tariffs. It says the US will face the biggest slowdown among advanced economies with a 40% chance of a recession.
The IMF says the tariffs policy will cause a “significant slowdown”, predicting US growth of 1.8% this year, down from its previous estimate of 2.7%. It’s the biggest growth downgrade among advanced economies. The IMF also slashed growth expectations for Canada, Japan, the UK, Germany, France and Italy.
The White House did not immediately respond to the IMF's new forecasts. Instead press secretary Karoline Leavitt said there were 18 proposals for trade deals on the table, and plenty more discussions were taking place.

International Video: US Supreme Court halts deportation of Venezuelans under wartime law
The US Supreme Court has ordered a temporary halt on the Trump administration's attempts to deport Venezuelan immigrants under a wartime law dating back almost 250 years.

Campaigners launched the case after hearing that some men being held at a Texas detention centre were being loaded onto buses and told they were being deported - without being given the chance to contest their removal.
