Remarks by António Guterres, Secretary-General of the United Nations, at the 2025 ECOSOC Forum on Financing for Development Follow-Up (FfD Forum).
With five years remaining to reach the Sustainable Development Goals (SDG’s), Secretary-General António Guterres said, “we cannot let our financing for development ambitions get swept away,” urging countries to “making good on the commitments” made in the Pact for the Future last September.
Opening a financing for development forum ahead of the July 4th International Conference on Financing for Development in Seville, the President of the Economic and Social Council (ECOSOC) meeting Bob Rae said, “trade is not a four letter word.”
Rae said, “trade is a positive way for countries to exchange goods and services, and to be able to emerge from poverty themselves. We need to reinforce the importance of reducing barriers to trade rather than increasing barriers to trade. To think that trade is a win-lose proposition, that some countries win from trade and other countries lose, or to think that there is a simple national solution to the problem of international trade, is simply wrong.”
Guterres, told the forum that “we face some harsh truths; the harsh truth of donors pulling the plug on aid commitments and delivery at historic speed and scale; the harsh truth of trade barriers being erected at a dizzying pace; the harsh truth that the Sustainable Development Goals are dramatically off track, exacerbated by an annual financing gap of an estimated for 3 billion US dollars; and the harsh truth of prohibitively high borrowing costs that are draining away public investments in everything from education and health systems, to social protection infrastructure, and the energy transition.”
He said, “from a necessary stimulus to help countries invest in their people, to vital and long awaited reforms to the global financial architecture, to the Pact’s clear commitments to open, fair and rules-based trade, to its call for an analysis of the impact of military expenditures on the achievement of the SDGs - with the final report out by September - to the Pact's urging for an ambitious outcome to July's Conference on Financing for Development.”
The Secretary-General said, “in many developing countries, gains are getting crushed under the weight of debt services siphoning away investments in education and infrastructure. And the problem is getting worse.”
He said, “the Sevilla Conference should emerge with a commitment by member states to lower the cost of borrowing, improve debt restructuring, and prevent crisis from taking goals. And this includes establishing a dedicated facility to help developing countries manage their liabilities and then has liquidity in times of crisis.”
Talking to reporters after the meeting, Rae said, “every capital of an advanced economy that is normally a donor is having a debate about what can they do? What can we do? But there's no one country that can substitute for the efforts that the United States has been making over the last 80 years.”
He said, “we can't wait for the United States to make up its mind as to what kind of a player it wants to be in the world. We have an obligation ourselves. Each one of our governments has an obligation to say, what are we going to do to make sure that the public good is not totally forgotten, and that the wellbeing of the world is not forgotten, and that our common security is not forgotten?”
The 4th International Conference on Financing for Development (FFD4) will be held in Sevilla, Spain, from June 30 to July 3, 2025. The conference will focus on financing for sustainable development and will be held at the FIBES Sevilla Exhibition and Conference Centre.

Briefing reporters today (Apr 28) after a private meeting of the UN Security Council, Jean-Noël Barrot, the French Minister for Foreign Affairs, and Rafael Grossi, the Director-General of the International Atomic Energy Agency (IAEA), highlighted ongoing diplomatic efforts regarding Iran’s nuclear program and nuclear safety concerns in Ukraine.
Grossi described the current moment as one of "enormous importance," noting multiple diplomatic processes underway. "In particular, there is a very important effort between the United States and the Islamic Republic of Iran," he said, adding that he remains in "constant contact with Ambassador Witkoff," while also consulting with Iran’s Foreign Minister Abbas Araghchi to ensure that the IAEA can maintain its technical oversight capabilities.
The private meeting, convened by France as Security Council president for April, focused on the growing threats facing the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). According to a concept note circulated by France ahead of the meeting, the Council was encouraged to reflect on current non-proliferation challenges, recommit to supporting the NPT and the IAEA, and discuss how to strengthen enforcement of Security Council resolutions.
Barrot reiterated to reporters France’s support for ongoing talks between Washington and Tehran, emphasizing that "what serves the interests of Europe is for Iran never to have a bomb." He said France is closely coordinating with U.S. officials, including Marco Rubio and Steve Witkoff, as the expiration of the Joint Comprehensive Plan of Action (JCPOA) approaches. "We will have an important decision to make by the summer, the decision to reapply the sanctions that were lifted 10 years ago," Barrot said. "This, of course, will depend on the commitments that Iran is willing to make," he added.
According to Barrot, both sides have shown a willingness to reach an agreement "that would lead to a concrete, tangible and verifiable rollback of Iran’s nuclear program."
Turning to Ukraine, Grossi warned about ongoing dangers surrounding the Zaporizhzhia Nuclear Power Plant. "The IAEA has been playing a very active role since 2022 where I personally set up a permanent presence of IAEA experts," he said. "Until there is some form of cessation of military activities... we could be confronted with something very, very serious."
Grossi added that discussions about the plant’s fate are part of broader diplomatic tracks and have been raised in consultations with Ambassador Witkoff.
Asked about the agency’s ability to monitor Iran's activities, Grossi clarified that "we are there, we are inspecting there. It is not as if we have been completely blinded, but we have lost a lot in terms of the visibility we used to have before." He stressed that it is currently "very difficult" for the IAEA to confirm that Iran’s nuclear activities are fully in line with prior agreements, citing the interconnected nature of political negotiations and technical verification efforts.
Grossi expressed hope that progress could be made "in synchronicity" across both diplomatic and technical tracks.

Spain has declared a state of emergency as chaos continues following the mass power cuts that hit the country along with neighbouring Portugal. Parts of south-west France were also affected.
Trains stopped, planes were grounded, traffic lights failed with mass traffic jams. Shops and businesses closed as they were unable to trade and mobile phone networks went down. Major cities including Madrid, Barcelona and Lisbon were badly affected.
The cause of the massive power failures remain unclear, with some suggesting a cyber attack while other said the complexity of modern electricity networks meant a mass technical system failure was possible. The Portuguese governement said atmospheric conditions were responsible. The threat posed to electrical systems by big variations in atmospheric temperature are well known, although if it is rare to see problems on this scale.
