The Secretary-General extended his heartfelt congratulations to His Holiness and expressed his commitment to build on the long legacy of cooperation between the United Nations and the Holy See to advance human dignity, human rights, peace and justice in the world. The Secretary-General extended a standing invitation to His Holiness to visit the United Nations. He looks forward to meeting with His Holiness to discuss joint efforts to promote common values in our troubled world.  SECRETARY-GENERAL / GAZA The Secretary-General, in a press encounter this morning, said that after nearly 80 days in which aid to Gaza had been blocked, a trickle of aid has finally crossed over. In recent days, almost 400 trucks were cleared for entry to Gaza through the Kerem Shalom crossing. But supplies from only 115 trucks have been able to be collected, he said, and nothing has reached the besieged north.   The Secretary-General said that all the aid authorized until now amounts to a teaspoon of aid when a flood of assistance is required. Mr. Guterres pointed to the need for safety and security mitigation measures to be in place for our convoys. Our staff’s lives are at risk if we continue to be prevented from distributing food parcels and wheat flower directly to the people in desperate need, he warned.  At the same time, he said that 80 per cent of Gaza – or four fifths of the territory - has been either designated an Israeli-militarized zone or an area where people have been ordered to leave.  The Secretary-General reiterated that the United Nations will not take part in any scheme that fails to respect international law and the humanitarian principles of humanity, impartiality, independence and neutrality. OCCUPIED PALESTINIAN TERRITORY Regarding U.N. operations in Gaza: Yesterday, we moved another batch of around 100 full truckloads to Kerem Shalom and picked up about 35 from the Palestinian side of the crossing to bring them closer to where people need them in Gaza. As a reminder – supplies we collect usually reached the crossing a day or two earlier, because of the time-consuming procedures at Kerem Shalom. And the truckload sizes don’t exactly match: Inside Gaza, our teams stack an extra layer of pallets on each truck to make the most of the space. Yesterday’s deliveries included more flour, nutrition items and medical supplies. Today, the World Food Programme said that 15 truckloads of critical food supplies were looted last night on their way to bakeries. WFP said that hunger, deprivation and anxiety over whether food aid is coming in are all contributing to rising insecurity. WFP appealed for support from Israeli authorities to get far greater volumes of assistance into Gaza – faster, more consistently, and transported along safer routes, as done during the ceasefire. They stressed that the number of bakeries and sites where Gaza’s population can access food must not be limited. Even with all the challenges, our teams on the ground say that the little aid that's getting through is already reaching people in need. A handful of bakeries managed to fire up their ovens yesterday, using flour and fuel we provided, and our partners already picked up the bread for direct distribution. And, in the south, a field hospital has received a much-needed batch of medical supplies this week. The World Health Organization warned yesterday that the intensification of hostilities has brought Gaza’s already weakened health system to a breaking point. This follows yesterday’s attack on Al Awda hospital, in North Gaza, where patient triage tents, including one provided by WHO, caught fire, burning all medical supplies in the warehouse and destroying vehicles in the basement. WHO’s attempt to reach the hospital yesterday was impeded. And as of earlier today, sources at the hospital tell us that the fire had not been fully extinguished. Over the past week alone, four major hospitals have had to suspend medical services because of hostilities, attacks or displacement orders in their areas. That’s Kamal Adwan, Indonesia, Hamad and European Gaza hospitals. WHO tells us that 4 per cent of nearly 700 attacks on health care in Gaza since October 2023 were recorded over the past week alone. That’s 28 attacks – or four times the average number of attacks per day. At least 94 per cent of the hospitals in Gaza are now damaged or destroyed, and half of them are no longer operational.

Secretary-General Antonio Guterres said that for nearly 80 days, Israel blocked the entry of life-saving international aid into Gaza, “all the aid authorized until now amounts to a teaspoon of aid when a flood of assistance is required. The needs are massive, and the obstacles are staggering.” Speaking to reporters today (23 May) in New York, the UN chief said, “Palestinians in Gaza are enduring what may be the cruelest phase of this cruel conflict." “As the world’s leading hunger assessment found, the entire population of Gaza is facing the risk of famine. Families are being starved and denied the very basics. All with the world watching in real time,” Guterres said. He reiterated that Israel has clear obligations under international humanitarian law. “It must treat civilians humanely, with respect for their inherent dignity. It must not forcibly transport, deport or displace the civilian population of an occupied territory. And as the occupying power, it must agree to allow and facilitate the aid that is needed,” Guterres stressed. In recent days, “a trickle of aid has crossed over,” the Secretary-General said, further explaining that almost 400 trucks were cleared for entry to Gaza through the Kerem Shalom crossing. But supplies from only 115 trucks have been able to be collected. And nothing has reached the besieged north. “We are working around the clock to get whatever aid we can to people in need. And we managed to distribute some wheat flour, baby food, nutrition supplements and medicines. At long last, a few bakeries in south and central Gaza are operating,” Guterres added. “But let us not forget that we are operating in the middle of a military operation," the UN chief noted. Stressing that the needs are massive – and the obstacles are staggering for aid delivering, Guterres said, “Strict quotas are being imposed on the goods we distribute – along with unnecessary delay procedures. Other essentials – including fuel, shelter, cooking gas, and water purification supplies – are prohibited.” “We continue to request for safety and security mitigation measures to be in place for our convoys. Our staff life is at risk if we continue to be prevented from distributing food parcels and wheat flower directly to people in desperate need,” the Secretary-General said. The UN chief continued, “Without those, and in the absence of the rule of law and a desperate population after months of blockade, and totally insufficient supply entering, the risk of security incidents and looting remains high.” Meanwhile, the Israeli military offensive is intensifying with “atrocious” levels of death and destruction, Guterres said. Today, 80 per cent of Gaza has been either designated an Israeli-militarized zone or an area where people have been ordered to leave, the UN chief said, stressing that “four-fifths of the territory of Gaza is a no-go zone for the people of Gaza.” Guterres said that beyond questions about the particular number of trucks at any particular moment, it is important to stay fixed on the big picture, - "without rapid, reliable, safe and sustained aid access, more people will die – and the long-term consequences on the entire population will be profound," he added. The head of the world body highlighted that the United Nations has been clear: “We will not take part in any scheme that fails to respect international law and the humanitarian principles of humanity, impartiality, independence and neutrality.” “And we have been equally clear about what is needed. A permanent ceasefire. The immediate and unconditional release of all hostages. And full humanitarian access,” Guterres stressed. The Secretary-General further explained, “The United Nations and our partners have a detailed, principled, operationally-sound 5-stage plan – supported by Member States – to get aid to a desperate population. A mechanism to Ensure the delivery of aid to Gaza; inspect and scan aid at crossing points; transport aid from crossing points to humanitarian facilities; prepare aid for onward distribution; and transport aid to people in need.” “We have the personnel, the distribution networks, the systems and community relationships in place to act. The supplies – 160,000 pallets, enough to fill nearly 9,000 trucks – are waiting,” he added. The UN chief appealed for life-saving aid for the long-suffering people of Gaza: “Let’s do it right. And let’s do it right away,” he concluded.

Under-Secretary-General for Humanitarian Affairs Tom Fletcher today (22 May) called on the Security Council to act, as “the scaffolding built last century to protect us from inhumanity is crumbling,” Fletcher noted that last year, the United Nations recorded “more than 36,000 civilian deaths in 14 armed conflicts,” warning that the real number is “much higher. The humanitarian official said, “some parties to conflict have committed flagrant violations of the rules of law. Some have justified immense civilian harm through permissive interpretations of the law, loosely defining who is a lawful target, what constitutes a military objective, or what level of civilian harm is proportional.” Some states, he continued “consider the law selectively, depending on the parties concerned or the interests at stake, stressing that “all this undermines the very purpose of the rules of war, to limit human suffering in armed conflict,” and “jeopardizes the protection architecture that took decades to build.” Fletcher said that “another path” was possible, “provided that this Council and Member States take action to salvage what they have built.’ In her briefing to the Council, UN Women’s Executive Director Sima Bahous said, “in war, women and girls are not just caught in the crossfire. They, their bodies, their health, their choices, and their voices are actively targeted. Conflict related sexual violence is a protection crisis that rightfully warrants its own attention.” Bahous said, “across too many conflicts, women's bodies become battlegrounds, through sexual violence and also through the deliberate denial of reproductive rights and health services. 61 percent of all maternal deaths occur in just 35 conflict affected countries. In the past year we have seen bombed maternity wards, blockaded medical supplies, and massive funding cuts.” The President of the International Committee of the Red Cross (ICRC), Mirjana Spoljaric Egger, for her part told the Council that “the precedent being set on battlefields today will haunt us for a long time,” and added that “there are no excuses for double standards. Every state has a stake in this.” Spoljaric Egger said, “no one wants to live in a world where the rules of war apply only to your enemies, and not to yourself and to your allies,” and stressed that “civilians will suffer less when all sides commit to the basic principles of humanity and war.” Ignoring these rules, she said, “is a race to the moral bottom, a fast track to chaos and irreversible despair.” The President and Chief Executive Officer of Save the Children in the United States, Janti Soeripto, said, “over 470 million children, more than 1 in 6 now lives in live in areas affected by conflict. Grave violations against children are being committed at unprecedent scale and with impunity. Roughly half of the civilian population we seek to protect and assist are children. But children are not small adults. Children are uniquely vulnerable to the effects of war, with a far lower threshold for harm compared to adults.” Soeripto said, “the laws and norms that humanity has constructed to protect civilians, and in particular children, from harm during situations of armed conflict are being systematically challenged, undermined and attacked.” She said, “this is not an erosion, but an assault on the values of humanity.” Outside the Council, before the meeting, the Minister for Foreign Affairs of Greece, Giorgos Gerapetritis, read a statement on behalf of 80 Member States.

A Norwegian man who was asleep in is home on the edge of a fjord had a lucky escape when a huge cargo ship ran aground a few metres from his house. Johan Helberg was eventually woken up by a neighbour insistently ringing on his doorbell to alert him to the fact that the 135-metre-long vessel had embedded itself in nearby rocks. Local police from near Trondheim are trying to establish why the it ran aground but said there was no suspicion that drugs or alcohol were involved.
