ST Vincent & Grenadine
In response to the ongoing eruption of the La Soufrière volcano in Saint Vincent and the Grenadines, Emergency Relief Coordinator Mark Lowcock today announced an allocation of $1 million from the Central Emergency Response Fund (CERF) to help provide urgent humanitarian assistance to impacted people, especially those who have been evacuated.
With the funds, UN agencies will provide drinking water and hygiene kits, as well as supplies to clean water sources and cash assistance to some of the most vulnerable and food-insecure people.
According to our humanitarian colleagues, up to 20,000 people have been evacuated from the ‘red zone’ around the volcano, and about 4,500 of them are staying in shelters.
People living in close proximity to the volcano have been impacted by heavy ash fall and pyroclastic flows that have damaged crops and faming equipment and impacted livestock keeping. This is likely to worsen food insecurity and poverty which was already on the rise because of the pandemic.
Most homes in Saint Vincent are without water and most of the country’s 110,000 people have been impacted by ash fall.
For its part, the World Food Programme (WFP) today said that eruptions are continuing daily. Airports remain closed with economic implications for the country and for livelihoods and food security in the longer-term.
The WFP team is supporting the Government of St. Vincent and the Grenadines to digitize evacuee registration information to facilitate the delivery of essential food, water and other items. WFP is also deploying a truck and forklift to support the overall response.
Yemen
Martin Griffiths, the Special Envoy for Yemen, briefed the Security Council on his diplomatic work, for which he has recently visited Muscat, Riyadh, Abu Dhabi and Berlin. He also met leaders of the Yemeni Government in Amman.
In all of these capitals, the Special Envoy has discussed in detail the current efforts to end the war in Yemen. in all cases, he said, he has come across, at a minimum, a consensus in support of the four points on which he is seeking agreement between the parties. He emphasized the need for the parties to agree to those points and to deliver Yemen from its plight.
Mr. Griffiths said that the urgency of progress towards a peaceful settlement makes the continued violence on the ground all the more concerning. Marib remains the major centre of gravity in the conflict, he said, adding that the fighting there is showing dangerous signs of escalating once again.
Mark Lowcock, the Emergency Relief Coordinator, told members of the Council that the situation in Yemen is still getting event worse, with a new wave of COVID-19 infections taking place and large-scale famine already bearing down on the country.
He said that March was a deadly month for civilians, with a quarter of civilian casualties during the month, especially in the Marib area. The Marib offensive, he said, is a threat to millions of people, with tens of thousands of people expected to move out of the area if the fighting continues.
Somalia
I was asked in recent days about Somalia, and I can tell you that the Secretary-General is concerned over the latest political developments in that country. He urges the leaders to resume dialogue and reach an inclusive agreement based on the 17 September Electoral Model and the Baidoa Technical Committee’s proposals.
The Secretary-General calls on all the stakeholders to do their utmost to facilitate inclusive agreement, exercise restraint and refrain from violence. He remains of the view that inclusivity and dialogue offer the most viable path forward and appeals to Somali leaders to put their differences aside towards a consensual resolution.

UNFPA
Nearly half of women in 57 developing countries are denied the right to decide whether to have sex with their partners, use contraception or seek health care. That’s according to the UN Population Fund’s 2021 flagship State of World Population report, which was released today.
“The fact that nearly half of women still cannot make their own decisions about whether or not to have sex, use contraception or seek health care should outrage us all,” said the Executive Director of UNFPA, Dr. Natalia Kanem. “In essence, hundreds of millions of women and girls do not own their bodies and their lives are governed by others.”
The report’s findings show that only 55 per cent of women are fully empowered to make decisions over health care, contraception and the ability to say yes or no to sex. In addition, the report adds, only about 80 per cent of countries have laws supporting sexual health and well-being.
The report also notes that 20 countries or territories have “marry-your-own-rapist” laws, where a man can escape criminal prosecution if he marries the woman or girl he raped. In addition, 43 countries have no legislation addressing the issue of marital rape.
SECURITY COUNCIL
Pramila Patten, the Special Representative of the Secretary-General on Sexual Violence in Conflict, briefed Security Council members this morning.
She presented the findings of her office’s 2020 annual report, which covers 18 country situations and documents over 2,500 UN-verified cases of conflict-related sexual violence. She called for concerted efforts to ensure that survivors of sexual violence are not obscured beneath the long shadow cast by the COVID-19 pandemic.
Ms. Patten said the chronic underreporting of wartime sexual violence has been compounded by COVID-19. Proactive measures to help survivors safely come forward and seek redress have become more urgent than ever, she told the Members of the Council.
Turning to Tigray and the situation there, Ms. Patten said that women and girls have been subjected to sexual violence with a level of cruelty beyond comprehension. She said the report presented today records allegations of over 100 rape cases since hostilities began in November last year. Her Office has engaged with authorities at the highest-level and will continue to closely monitor the situation, calling for restraint, humanitarian access, service-provision, and effective investigation.
ETHIOPIA
In Tigray, despite improvements in access, active conflict continues in some areas restricting the humanitarian response, according to the Office for the Coordination of Humanitarian Affairs.
Given the highly fluid displacement situation and access constraints, the actual number of displaced people remains unknown.
According to official figures, an estimated 1.7 million people were displaced across the region, as of March 27th. Gross violations and abuses against civilians, including sexual violence, also continue to be reported.
Despite challenges, UN humanitarian partners are scaling up the response. At least 1.4 million people have received double allocations of food rations in 12 targeted districts as well as in Mekelle and Shire towns. More than 160,000 newly displaced people have been provided with emergency shelter and vital relief items. More than 630,000 people have accessed clean water through water trucking.
But the humanitarian response is still inadequate to reach the estimated 4.5 million people that need lifesaving assistance. The UN urgently needs more funding to scale up the response.

UN Special Envoy for the Great Lakes Region said he is “particularly concerned about the level of violence which continues to affect the security of individuals, in particular that of women and young people,” in the eastern Democratic Republic of the Congo.
One year since the first COVID-19 case was reported in the Great Lake Region, “nearly two million cases have been recorded across the 13 countries of the region and over “60,000 lives have been lost,” Xia Huang, the Special Envoy of the UN Secretary-General of the United Nations for the Great Lakes Region told the Security Council in a virtual briefing on Monday (12 Apr).
In his briefing, the Special Envoy called on the Council members to continue their efforts towards more equitable and affordable access to vaccine, including in zones of armed conflict, as called for by the Council resolution adopted in February this year.
However, Xia reported, “despite this particularly difficult context, the leaders of the region have remained committed to the Addis Ababa Framework Agreement, as evidenced by several political, security, judicial and economic initiatives.”
He singled out efforts of the presidents of the DRC, Rwanda, Uganda and Burundi to find concrete and durable solution for the armed groups causing chaos in the eastern DRC.
“Despite this progress,” Xia said, “challenges remain in the region, exacerbated by COVID-19.”
Apart from the “well-known challenges,” Xia said he “remain particularly concerned about the level of violence which continues to affect the security of individuals, in particular that of women and young people, and to hamper the full development of communities. The violence that armed groups continue to perpetrate is appalling. We must put an end to it, not only through the strong measures already taken, but also through recourse to justice.”

CNN Video: Fauci fires back at Rep. Jim Jordan during heated exchange about pandemic
Republican Rep. Jim Jordan and the nation's top infectious disease expert Dr. Anthony Fauci got into a heated exchange Thursday over the country's Covid-19 mitigation measures, which ended with Democratic Rep. Maxine Waters telling Jordan to "shut your mouth."
During a House subcommittee hearing about federal government's response to the pandemic, Jordan, an Ohio conservative, asked Fauci when the nation can begin relaxing physical distancing measures and mask-wearing -- posing it as a question as to when Americans will regain their freedom and liberties.
Fauci, the director of the National Institute of Allergy and Infectious Diseases, started to respond that the time will be when the United States has more Americans vaccinated and has a level of coronavirus infection that is low enough that it's "no longer a threat."
Jordan then interrupted Fauci, asking for a specific number.
"We had 15 days of 'slow the spread' turn into one year of lost liberty," Jordan said. "What metrics, what measures, what has to happen before Americans get more freedoms back?"
"You're indicating liberty and freedom. I look at it as a public health measure to prevent people from dying and going to the hospital," Fauci countered. "This will end, for sure, when we get the level of infection very low. It is now at such a high level, there is a threat again of major surges."
Fauci later said to Jordan, "You're making this a personal thing and it isn't."
"It's not a personal thing," Jordan fired back.
"No, you are," Fauci said, sounding exasperated. "That is exactly what you're doing."
Fauci defended his recommendations as being consistent and based on Centers for Disease Control and Prevention Covid-19 guidance.
"Right now, we have about 60,000 infections a day, which is a very large risk for resurge. We're not talking about liberties. We're talking about a pandemic that has killed 560,000 Americans," said Fauci, who later said his "best estimate" would be to have the number of infections per day to be "well below" 10,000 a day.

After a struggle where Jackson is Tasered, he apparently fires the weapon.
A stand-off ensues for several minutes, with officers asking Jackson to raise his hands.
Police use a stun gun for a second time before unleashing a hail of live rounds.
ER staff tried to revive Jackson, but he was pronounced dead at the scene.
No officers or hospital staff were injured during the incident, officials said.
Officers were reportedly first called because Jackson had outstanding warrants.

CBC Video: Vancouver bike paramedics seek to expand amid toxic drug crisis
A paramedic bike squad in Vancouver hopes to expand to a year-round initiative as B.C. marks the five-year anniversary of a public health emergency declared due to the overdose crisis. The team, which normally operates from May to October, cycles through Vancouver's Downtown Eastside, responding to emergency calls and seeking out those who need treatment.

Non-fungible tokens (NFTs) are digital tokens that enable true ownership over any digital asset - song, artwork or a moment in sports. You can’t touch it, but you can own it.
A digital image by the cutting-edge artist Beeple sold for a whopping US$69.4 million at auction, in a record-setting sale for a piece of art that does not exist in the physical world.
Christie’s auction house sold the art piece on March 11 after a two-week online auction involving more than 180 bids. The final auction price tag is the third-highest ever for a living artist, and the most anyone has ever paid for a non-fungible token, or NFT. This was the first time that Christie’s has ever offered a digital-only piece of art with an NFT to guarantee its authenticity.

As a standoff between tens of thousands of protesting farmers and the Indian government continues to intensify over new legislation farmers claim will threaten their livelihoods, Taz Dhaliwal looks back at the factors that led to the demonstrations that have garnered international attention.
Farmers in India have been rallying for months against three agricultural laws enacted Sept. 20 by Prime Minister Narendra Modi’s government.
The Indian government has argued the changes will give farmers more freedom, but farmers are concerned the new laws will drive down their products’ prices with no safeguards to protect them against corporate takeovers and exploitation.
But the crisis in India's agricultural sector is nothing new as the industry has been suffering for decades. Taz explains.
