According to a U.N. report published in March this year, Libyan forces loyal to the Government of National Accord (GNA) used Turkish-made STM Kargu-2 drones to hunt down units loyal to former Libyan Field Marshall Khalifa Haftar.
António Guterres was on Friday re-appointed to a second term as UN Secretary-General, pledging as his priority, to continue helping the world chart a course out of the COVID-19 pandemic.
Taking the oath of office in the General Assembly Hall, Mr. Guterres said he was aware of the immense responsibilities bestowed on him at this critical moment in history.
World at a crossroads
“We are truly at a crossroads, with consequential choices before us. Paradigms are shifting. Old orthodoxies are being flipped,” he told ambassadors.
“We are writing our own history with the choices we make right now. It can go either way: breakdown and perpetual crisis or breakthrough and prospect of a greener, safer and better future for all. There are reasons to be hopeful.”
Mr. Guterres was the sole candidate from the UN’s 193 Member States to vie for its top job. His first five-year term began in January 2017.
He was nominated by his homeland, Portugal, and appointed by acclamation by the General Assembly, following prior endorsement by the UN Security Council, for a second term that runs from January 2022 to December 2026.
Turn the tide
Speaking in a mix of English, French and Spanish – three of the UN’s six official languages – Mr Guterres detailed how COVID-19 has taken lives and livelihoods, while exposing inequalities. At the same time, countries are confronting challenges such as climate change and biodiversity loss.
He stated it was crucial that the way out of the pandemic, as well as socio-economic recovery, should occur on a much more equitable basis, going forward.
“Our greatest challenge - which is at the same time our greatest opportunity - is to use this crisis to turn the tide, pivot towards a world that learns lessons, promotes a just, green and sustainable recovery and shows the way via increased and effective international cooperation to address global issues”, he said in French.
Momentum for transformation
With the way forward filled with colossal tasks, the Secretary-General expressed confidence that they can be completed successfully, partly due to the incredible commitment of UN staff across the world, though underlining the need for continuous improvement, including through better data and analysis, and a reduction in “unnecessary bureaucracy”.
Although the world has changed a lot, the UN’s promises remain constant, but countries have to work together in entirely new ways to keep them alive.
He called for seizing momentum for transformation, while also stressing the need to bring other voices to the table, including civil society, the private sector and youth.

RUSSIA-UNITED STATES SUMMIT
In a statement on the summit meeting that wrapped up in Geneva yesterday and on the Joint Statement on Strategic Stability which was issued afterwards:
The Secretary-General welcomes the Joint Statement on Strategic Stability issued by the Presidents of the Russian Federation and the United States following yesterday’s summit, especially the reaffirmation of their adherence to the principle that a nuclear war cannot be won and must never be fought.
Furthermore, the Secretary-General welcomes the intention of the Russian Federation and the United States to engage in an integrated bilateral Strategic Stability Dialogue and he expresses his hope that this would lead to concrete arms control measures, including further reductions in the size of the world’s largest nuclear arsenals.
MIDDLE-INCOME COUNTRIES
This morning, the Secretary-General spoke at the High-Level meeting on Middle-Income Countries. The event took place in the General Assembly Hall.
He said that middle-income countries are a key presence at the United Nations, accounting for 70 per cent of the global population. He noted that they are being squeezed from two sides: First, their rising labour costs make them unable to compete with lower-cost countries; second, they are unable to compete in skill-intensive and higher value-added exports. Avoiding this trap, he said, requires redesigning development strategies and gradually shifting to higher-value-added sectors, with a focus on innovative, sustainable and inclusive growth.
He added that these countries also face varying levels of access to financial markets, and diverse social, economic and environmental vulnerabilities, but that these are often overlooked as a result of a false perception that income is the only measure of development. Mr. Guterres underscored that these vulnerabilities only worsened with the pandemic and called for increased financing and a new debt mechanism which could provide more options for these countries.

The Supreme Court on Thursday said that Philadelphia violated the First Amendment when it froze the contract of a Catholic foster care agency that refused to work with same-sex couples as potential foster parents because the agency believes that marriage should be between a man and a woman.
The dispute arose because Catholic Social Services -- which was receiving taxpayer funds -- was unwilling to work with LGBTQ couples as foster parents out of religious objections to same sex marriage. The policy was brought to the attention of the city in 2018 after inquiries from a local newspaper, and soon after the government put a freeze on the contract. The group, led by long-time foster parent Sharonell Fulton who has fostered more than 40 children over 25 years, brought suit.
The issue before the court was whether Philadelphia could require foster agencies to comply with its non-discrimination law.

Chief Justice John Roberts wrote the majority opinion for six of the nine justices. Justices Thomas, Alito and Neil Gorsuch joined in the result, but did not join the majority's rationale -- and was disappointed at the result.
"The Court has emitted a wisp of a decision that leaves religious liberty in a confused and vulnerable state," Alito wrote. "Those who count on this Court to stand up for the First Amendment have every right to be disappointed -- as am I."
Alito would have gone much further overruling decades old precedent and making it much more difficult for the government to enforce laws that burden some individuals' religious beliefs.
They said they would have overturned a 1990 case that said that if a legal requirement applied equally to everyone, even if it burdened religious practice, it was constitutional as long as the government had a rational basis for the law.
"Today's decision is another victory for religious groups, but not the major one that they sought," said Steve Vladeck, CNN Supreme Court analyst and professor at the University of Texas School of Law.
"The court's three most conservative justices wanted to overturn three decades of precedent and subject virtually all government regulations that even incidentally impact religious practice to the most exacting judicial scrutiny. But Chief Justice Roberts and Justices Kavanaugh and Barrett appeared unwilling, or at least not yet ready, to make such a move -- resting the decision on narrower grounds," he added. "That may also explain why none of the three more progressive justices dissented -- lest they encourage the three justices in the middle to go bigger."

A DC Metropolitan Police officer who defended the US Capitol on January 6 blasted GOP Rep. Andrew Clyde on Wednesday evening for what he called "disgusting" behavior during a tense exchange.
Michael Fanone, who was stun-gunned several times and beaten with a flagpole during the riot, told CNN's Don Lemon on "Don Lemon Tonight" that he had come across Clyde in the Capitol and had been dismissed by the congressman after approaching him outside an elevator Wednesday afternoon.
Fanone's account comes after 21 House Republicans, including Clyde, voted against legislation to award the Congressional Gold Medal to the officers who had defended the Capitol. The vote stood as the latest reminder that members of Congress still cannot agree on the facts of the deadly January 6 riot, and prompted the officer's visit to Capitol Hill.

"At that point, the congressman turned away from me."
Once the elevator doors opened, Fanone said, the congressman "ran as quickly as he could, like a coward."
Clyde's office did not immediately respond to CNN's request for comment. The congressman also previously ignored questions from CNN asking to explain his vote against the Congressional Gold Medal bill.

In a report, they warned there was "a risk the movement of people" would spread Covid infections and "strain the [country's] medical system".

The final decision is expected on Monday 21 June.
The Olympics, which were originally meant to happen last year, will open on 23 July.

Global Video: A look at Canada's limits on blood donation from gay men and what's next
Gay men and those who identify as men who have sex with men (MSM) were barred from donating blood or plasma in Canada starting in the 1980s after what was known as the "tainted blood scandal."
Since then, Canadian Blood Services has slowly been changing the ban, requiring this group of men to at first abstain from sex for up to five years, but now up to three months.
Sean Previl takes a look at the history of the ban and what could be next.

Global Video: What's behind the latest violence between Israelis and Palestinians?
The deadly exchange of fire between Palestinians in the Gaza Strip and the Israeli military has escalated. The United Nations is fearing a "full-scale war.”
The latest outburst of violence started in East Jerusalem and spread across the region over the past week, with Jewish-Arab clashes and rioting in mixed cities of Israel. There were also widespread Palestinian protests Friday in the occupied West Bank, where Israeli forces shot and killed 11 people.
It’s the worst violence seen in years, and as Emanuela Campanella reports, decades of long-standing issues are at play.

Global Video: Could mRNA vaccines be used to combat other diseases like cancer?
The use of messenger RNA technology (mRNA) in the creation of COVID-19 vaccines have made a considerable impact in the fight against the novel coronavirus, with the first doses being given to people less than a year after the pandemic was declared.
But mRNA technology is not new; not only is it used within our own cells to make proteins, but it has been used in testing against other diseases and viruses like cancer and ebola for well over a decade. And with the success of its use in COVID-19 vaccines, it could mean a breakthrough in how to use it going forward.
As Sean Previl explains, while it doesn't mean a vaccine for something like cancer is coming as quickly as it did for COVID-19, it could still have a big impact on the fight against other diseases and viruses going forward.

Global Video: Dogecoin: How the joke cryptocurrency became no laughing matter
It started as a joke. Dogecoin was created by a couple of engineers in 2013 as a parody of Bitcoin. And as a way to immortalize a dog gone cute Shiba Inu through Internet memes.
That joke caught on like wildfire with Reddit users propelling its value with it to eight million U.S. dollars within months.
Doge, as its known, has become a go to for tipping people online around the world for good deeds or an interesting idea. And the price of Dogecoin has soared during the pandemic, driven even higher by scores of young traders embracing meme culture.
