San Francisco District Attorney Chesa Boudin was elected in 2019 as a face of the reimagining of public safety, but he faces a recall Tuesday potentially dealing the movement a setback in one of the deepest blue areas in the U.S.
The President of Ukraine Volodymyr Zelenskyy told the Security Council, “although Russia is violating fundamental principles of the UN and the international legal order, it is still not held to account at the global level.”
Speaking to Security Council today (28 Jun) via a video link, Ukrainian President Zelenskyy said, “if in any other parts of the world, any organization acted just like Russia, who is killing Ukrainians, if a country killed any peaceful people that will definitely be recognized as terrorist, such organization becomes an enemy for all of humankind.”
President Zelenskyy urged the Council to take advantage of these levers, adding that “it is imperative to deprive Russian delegation of the opportunity to manipulate the UN. It is imperative to make it impossible for Russia to stay in the UN Security Council until it's terrorism continues. It is imperative to establish tribunals for investigating everything that the Russian military have done against Ukrainians, and it is imperative to give the legal definition of the notion of State terrorism at the UN level.”
He reiterated, “all Russian action must receive legal assessment and global sanctions for the fact that Russia is disrupting international legal order.”
The chief of UN political affairs Rosemary DiCarlo also briefed the Council. She said that when she last briefed the Council on 5 April, it hardly seemed possible that the devastation being wrought on Ukraine and its people could get any worse.
She said that in the 10 weeks since, countless more Ukrainian civilians have been killed in indiscriminate attacks, cities and towns continue to be levelled, and much of the country’s arable land has been horribly disfigured by shelling, adding that the conflict, an open source of instability in Europe, shows no signs of abating.
She noted that eighteen civilians were reportedly killed and 59 injured when a shopping center was hit by what are reported to be Russian missiles.
DiCarlo said the final toll may be much higher, adding that this incident, which should be investigated, was the latest in a new wave of airstrikes and missile attacks in Kyiv, Chernihiv, Odesa, Mykolaiv, Kharkiv and other cities far from the frontlines, with many civilians killed or injured.
The UN chief of political affairs reiterated, “the cycle of death, destruction, dislocation, and disruption must stop. For the sake of Ukraine, Russia, and the entire world.”
As of 26 June, the Office of the High Commissioner for Human Rights recorded 10,631 civilian casualties in the country: 4,731 killed and 5,900 injured. Most of the civilian casualties recorded were caused by explosive weapons with a wide impact area. Many of these weapons are inherently indiscriminate when used in populated areas and, therefore, result in increased civilian casualties and devastating humanitarian impacts.
DiCarlo said, “the work of the Commission of Inquiry, the Prosecutor of the International Criminal Court and other fact-finding efforts are essential for establishing accountability for the crimes and atrocities committed during this war.”
She reiterated, “this work must lead to justice. That is imperative for the people of Ukraine. It is also crucial if we hope to be able to prevent such violations in the future, wherever they threaten to occur.”
US Ambassador Richard Mills also briefed the Council. He said, “the international community must hold those who perpetrated and ordered these crimes to account.”
He reiterated, “justice must be served – justice must come for Russia’s military and political leadership, as well as for its military rank and file who commit war crimes or other atrocities,” adding that the United States supports all international investigations into these crimes, including those being conducted by the ICC, the UN and the OSCE.”
Russian Ambassador Dmitry Polyanskiy told the Council, “in reality, there was no strike on the shopping center. The Russian Armed Forces used precision weapons to strike hangers with Western weapons and munitions received from the United States and European countries in the area of the Kremenchuk.”
He added, “road machinery and plants, those weapons and ammunition were spread throughout the warehouse area for further shipments to Ukrainian troops and Donbass.”
Ambassador Polyanskiy continued, “In other words, in order to use those weapons, to shell residential areas of Donetsk, Luhansk and other cities. The strikes of the Russian Armed Forces allowed to prevent this collusion.”
The Russian Ambassador told his western colleagues, “I would like to once again emphasize that by supplying weapons, you only prolong the agony of the Ukrainian regime, which is prepared to sacrifice its own population.”
He continued, “the sooner you realize this, the sooner Ukrainian leadership will sit down at the negotiating table with a realistic position rather than slogans and phantom claims.”

Speaking at the UN Ocean Conference in Lisbon, United States Special Presidential Envoy for Climate John Kerry today (28 Jun) said, “this is absolutely a critical moment for our oceans, yes, but also for our values and our principles,” adding that “none of us can ignore the threat to the rules based international order that Russia's brutal war of aggression against Ukraine presents.”
Kerry said, “while Russia's actions in Ukraine are reprehensible, we cannot allow any of the excuses of Ukraine to stand in the way of the work we do this week and the work we must continue to do.”
He said, “the Environment and Climate don't suddenly stop because of an invasion. Lives are at stake, and our ocean touches every single aspect of our lives, from the air we breathe to the food we eat.”
The former Secretary of State and Democratic Party presidential nominee said, “we need to realize that no conversation about the ocean is about the ocean alone. You cannot separate the ocean from the climate crisis and none of the climate crises can be dealt with without the ocean solutions and vice versa. Harmful emissions are making our ocean warmer, more acidic, less productive, and we are driving rising sea levels.”
He said, “we need to spur the transition to green shipping. If shipping were a nation, shipping would be the eighth largest emitter in the world.”
In May, he told the Plenary, the United States and Norway announced a green shipping challenge for COP 27 to help put that sector on a pathway towards full decarbonisation, no later than 2050, noting that ten economies supported the challenge during the Major Economies Forum. He encouraged others to join.
Kerry said, “we must stop the practice of reckless, illegal, unreported, and unregulated fishing. We have zero prayer of achieving SDG 14 as long as entire fleets of vessels continue to operate with impunity. One country alone has thousands of vessels knowingly fishing illegally.”
Turning to plastics polution, he said, “all of us have seen the pictures of conglomerated garbage in the Pacific Ocean, and yet the problem is only increasing. Human beings actually ingest microplastics at the level of about one credit card per week without knowing it on a global basis. The UN mandate that was just decided and UNEA-5.2 to launch multilateral negotiations on global and legally binding agreement is more than welcome. It must translate into plastic reduction.”
The UN Ocean Conference is taking place from 27 June through 1 July, seeking science-based and innovative solutions to improve the health of our ocean.

The UN Resident and Humanitarian Coordinator in Syria, Imran Riza, said today that humanitarian needs are unprecedented. Today, 14.6 million men, women and children require aid, which is an increase of 1.2 million people from 2021 and the highest level since the crisis began.
The rapid rise is driven by a deepening economic crisis, ongoing displacement, continued fighting in some parts of the country and climate shocks.
More than 90 per cent of Syrians are currently estimated to live in poverty and food insecurity has reached historic levels.
The UN is responding to meet needs. In 2021, over seven million people were reached with life-saving aid each month.
This includes an average of 4.5 million people in need reached in Government-controlled areas.
We and our partners have reached another 2.4 million people in north-west Syria through a massive cross-border operation, which we very much hope will continue.
Meanwhile, we have received just under one quarter of the $4.4 billion that are needed for humanitarian operations to continue.
YEMEN
In Yemen, the Office for the Coordination of Humanitarian Affairs says that hunger is now at the highest level in the country since 2015. More than 19 million people are going hungry, including more than 160,000 on the verge of famine.
Funding cuts are hampering our ability to help people in need. Last December, the World Food Programme (WFP) was forced to reduce food rations for eight million people due to funding gaps and had to introduce another round of cuts last month. Five million people will now receive less than half of their daily requirement, and eight million people will receive less than one-third of their daily requirement.
More than eight million women and children in Yemen need nutrition help, including more than 500,000 severely malnourished children. By July, UNICEF may have to stop treatment for more than 50,000 severely malnourished children.
Also, by next month, UNICEF will suspend its work on safe water and sanitation for up to 3.6 million people. And by July, the agency will have to cut in half its mine risk education activities, putting two million children and their families at greater risk of mine-related injuries and deaths.
On health care, the agency will suspend maternal and child health support, which help up to 2.5 million children and 100,000 women, by July.
SUDAN\ ETHIOPIA
In response to a question on Ethiopia and Sudan the Spokesman said the Secretary-General is deeply concerned about the renewed clashes between Sudan and Ethiopia along their disputed border that took place on 22 June, and reportedly resulted in the death of seven Sudanese soldiers and one civilian. He urges the two countries to take concrete steps to defuse tensions and to peacefully resolve their differences over the Al-Fashaga border area. The Secretary-General expresses his condolences to the families of the victims.

A poisonous chlorine gas explosion has killed over a dozen people and injured two hundred and fifty more, in Aqaba port in Jordan.
The moment a storage tank slammed onto the deck of the ship was caught on CCTV.
According to state TV reports, officials have advised citizens in Aqaba to stay indoors and close the windows. The Civil Defence service has said that planes were being sent to evacuate people from Aqaba, and specialised teams had been scrambled to deal with the gas.
Jordan’s Prime Minister Bisher al-Khasawneh has commissioned an official investigation into the cause of the accident.

Global Video: Bisexual erasure: What it is, and how it impacts mental health
Almost 500,000 people in Canada identify as bisexual, according to official data from Statistics Canada.
However, although a growing portion of the Canadian population identifies as bisexual, those who come out as such are still met with denial, or their identities are questioned. This phenomenon is referred to as bisexual erasure.
One example of this is when a bisexual person is said to be “experimenting,” or transitioning to gay or lesbian, as described by 2SLGBTQQIA+ organizations, like GLAAD or Pflag.
Global News’ Alyssa Julie explains what bisexual erasure is and how it can affect the mental health of those impacted.

Global Video: Raging Asian Women make themselves heard through traditional Taiko drumming
In celebration of Asian Heritage Month and Pride in Canada, a group of pan-Asian women and non-binary drummers called Raging Asian Women (RAW), are making themselves heard through the traditional performance of Japanese Taiko drumming, one of the few ensembles of its kind.
In Japanese, "taiko" literally means "drum," first used in ancient Japan over 2000 years ago. However the term has also come to refer to the wider art of traditional and modern Japanese drumming, with a mix of various technical rhythms, forms and instruments.
The origins of RAW lay in “trying to fight against stereotypes of Asian women as submissive or quiet or powerless,” said Jody Chan, one of the drummers of the group.
Y.J., another member of the group, said that “there’s still moments where I just feel a sense of pride and connection that I don’t think I feel anywhere else” when performing or rehearsing.
Asian Heritage Month recognizes the contributions and influence of Canadians from diverse Asian backgrounds to the nation’s history, culture, and achievements. Started in the 1990s, the Government of Canada officially designated the month of May for celebrations in 2002.
A recent survey released by the Chinese Canadian National Council Toronto Chapter (CCNC) and Project 1907 showed that reports of anti-Asian incidents last year saw a 47 per cent increase from 2020.

Global Video: Parosmia: The long COVID-19 symptom that distorts smell and taste
Parosmia is a post-COVID condition that distorts people's sense of smell, like for third-grade teacher Christine Chipinuck, who has been unable to eat in the staff cafeteria since her diagnosis.
It started a few months after recovering from COVID-19, when her toothpaste suddenly tasted rancid and her favourite drink coffee smelled like gasoline. Sometimes she smells hairspray or vomit all day. There are very few things she can eat.
There's still a lot to learn about this condition and how long it lasts, but the working theory is COVID-19 affects the receptors in the nose.

Global Video: What are “incidental COVID-19” cases and how do they affect hospitalizations?
As the Omicron COVID-19 variant continues to drive increased cases and hospital admissions in Canada, several jurisdictions have changed the way they report hospitalizations. They now separate between those who are admitted due to COVID-19 and those who are admitted for another reason but test positive during screening.
This is often being referred to as an "incidental COVID hospitalization" which means people in hospital with the disease are not necessarily there because of COVID-19.
But doctors say there is a lot more to an incidental case than someone testing positive despite coming in for something like a broken arm or a fall. Sean Previl breaks down what "incidental COVID" means and why medical professionals are saying the numbers don't tell the whole story.

Global Video: The Next Hubble: Why the James Webb space telescope could reshape our understanding of the universe
NASA’s $10-billion James Webb telescope – the successor to the famous Hubble Space telescope – is due to be launched into outer space this week.
Rather than operating in the visible light spectrum and ultraviolet, as Hubble did, it will be able to look at the Infrared slice of the light spectrum, allowing it to see objects previously hidden to the Hubble's gaze.
Astronomers say it will kick off a new era into the discoveries of the universe. Alyssa Julie explains why.
