The Special Coordinator for the Middle East Peace Process, Tor Wennesland, today (28 Nov) told the Security Council that the Palestinian-Israeli conflict “is again reaching a boiling point.”
Wennesland, said, “high levels of violence in the occupied West Bank and Israel in recent months, including attacks against Israeli and Palestinian civilians, increased use of arms, and settler-related violence, have caused grave human suffering.”
This surge in violence in the Occupied Palestinian Territory, the UN official said, “is taking place in the context of a stalled peace process and entrenched occupation, and amidst mounting economic and institutional challenges faced by the Palestinian Authority.”
He added that “global trends and declining donor support have compounded these challenges, alongside an absence of democratic renewal for the Palestinian people.”
Outside the Council, Palestine Ambassador Riyad Mansour said “when you have the largest number of Palestinian civilians killed in the West Bank and East Jerusalem since 2005, it is as a result of the increase of extremism on the Israeli side.”
Mansour said, “once we see the results of the formation of the new Israeli government, there will be fascists holding cabinet positions in the Israeli side.”
Wennesland was asked by reporters about the formation of the new Israeli government.
He said, “when it comes to the new Israeli Government, I mean, we should take into account one thing. It's the Israeli population that are electing their own government. Then it is a process of the internal dynamics in Israel that put the people, different people in position. But I can assure you one thing, UN will work with this government one way or the other. BIOLOGICAL WEAPONS CONVENTION
The Secretary-General delivered remarks by video message to the 9th Biological Weapons Convention Review Conference, which is taking place in Geneva in Switzerland.
He reminded participants that 50 years ago, the global community stood as one and declared that the deliberate use of disease as a weapon was an affront to humanity.
Biological weapons are a clear and present danger, he said, adding that strengthening the Biological Weapons Convention is more important than ever.
The Secretary-General called for action in three specific areas: First — give teeth to the Convention’s accountability provisions to ensure that scientific advances are not exploited for hostile purposes.
Second — update our thinking on verification and compliance to fit today’s threats.
And finally — give the Convention the increased financial and human resources it needs to carry out its important work.
The review conference continues until the middle of next month.
ETHIOPIA
Turning to Ethiopia, our humanitarian colleagues tell us they have seen some gradual but tangible improvements in access into the Tigray region following the recent Cessation of Hostilities agreements. Since mid-November, aid deliveries have been begun moving into Tigray, including to Mekelle along the Semera and Kombolcha corridors, and to other parts of Tigray along the Gondar corridor in Amhara. Humanitarian flights for staff have also resumed for Mekelle and have started for Shire as well.
From the 15th to the 24th of November, more than 450 trucks carrying aid, by the Government and by the UN and NGOs, arrived in Tigray. The majority of this is food aid - as well as medical supplies and agricultural supplies. Some fuel and cash have also been brought in.
However, our humanitarian colleagues stress that what has arrived in Tigray remains far from what is actually needed to meet the huge needs in the area. More than 5 million people are in need of food assistance and an estimated 30 per cent of children are facing acute malnutrition. Sustaining and building on these movements to ensure that the required food and other items can reach all those in need is critical.
Access to most parts of neighbouring areas of Amhara and Afar has also improved in recent weeks. We, along with our partners, are providing food and other assistance, including to displaced people and those who have returned. However, we need to be able to scale up our work to help all those in need.
In addition, Ethiopia is experiencing an historic drought and, in the Bale zone of Oromia and the Liban zone of the Somali region, there is an ongoing cholera outbreak.
Nearly 500 people have been impacted, including 20 deaths, and hundreds of thousands more remain at risk. We, along with our partners, are providing health and water and sanitation assistance.
Humanitarian colleagues note that conflict in western Oromia also continues to drive people from their homes and has hampered our ability to provide aid.

Authorities in Hawaii have warned of falling ash but say lava is not an immediate threat to those living nearby, but the US Geological Service (USGS) has said the situation could change rapidly.
The previous eruption in 1984 sent lava flows within 5 miles of Hilo, the island's most populated town.
According to the USGS, Mauna Loa has erupted 33 times since 1843.

Global Video: Breast cancer survivors say issues like early menopause, loss of identity often overlooked
Just days ahead of her 40th birthday, Hilary Boswell received a terrifying diagnosis – She had breast cancer.
She received a unilateral mastectomy, a surgery she didn’t necessarily want but felt pressured into by her surgeon. It left her with one breast and, she says, it changed the way she saw herself.
“I remember struggling so much with the idea of walking around with one boob,” she said. “I just really felt like I knew what I wanted… and yeah, I wish I had done it, “ she added, referring to a double mastectomy.
Like Boswell, other cancer survivors sometimes struggle to accept the changes brought on by surgery or chemotherapy – such as early menopause, or loss of libido. And they don’t always get the support they need.
As Alyssa Julie reports in our series Against all Odds, some survivors and experts are asking health professionals to shed more light on the impact of a cancer diagnosis on the body and the mind.

Global Video: Outside the margins: BIPOC and LGBTQ2 breast cancer patients rewrite the narrative
People from racialized and 2SLGBTQQIA+ communities are underrepresented in the institution of cancer care, and they’re slipping through the cracks because of it.
“I really felt like my issues didn’t matter. And I didn’t feel confident in making a decision about a life-changing surgery because I didn’t see myself represented,” said Michelle Audoin, the founder of Uncovered: A Breast Recognition Project. “The fact that I didn’t see myself in this space and my questions weren’t being addressed, it led to depression.”
For breast cancer, a reproductive cancer, the disparity can be especially apparent for the latter group. One thing is clear: it’s time to rewrite the narrative of what a typical cancer survivor looks like.
To do so, members of the community across Canada are fighting against these gaps, from diversifying what breast cancer looks like to writing a graphic memoir.

Global Video: "It's part of everybody's history": CNE's post-pandemic return revives multi-generational traditions
The Canadian National Exhibition (CNE) is back in Toronto after a two-year pandemic hiatus, and with its return, small businesses that struggled with the closure are back.
With revenue going from 100 to 0 when the Exhibition closed for two years due to the COVID-19 pandemic, being back at the CNE this year is extra-special for patrons and especially the small family businesses passed down from generation to generation.
“As much as this is a generational business for me and a family business, it’s also something that is an experience that generations have gone to the CNE and enjoyed,” said Sam Scanga, owner of several food booths at the CNE he runs with his family, referring to attendees’ love of his Primo Spaghetti 1.99. "It's part of everybody's history."

Global Video: Are labour unions making a comeback in North America?
Throughout the pandemic, North Americans have been rethinking their relationship with work. In fact, a recently released survey found that about a quarter of Canadians have taken on a new job in the past few months.
Many more who have stayed at their post have begun thinking about ways to improve working conditions.
And then there's workers at places like Starbucks and Apple, some of whom have sought to form unions or join unions. In Canada, three Starbucks in B.C. have voted to join the United Steelworkers Union, as has a café in Calgary. Five Lethbridge Starbucks locations are awaiting the results of similar votes.
Meanwhile, unions have reported an increase in the number of calls from workers interested in joining a union, according to Canadian Labour Congress President Bea Bruske.
“Those workers who are often service sector workers in restaurants, retail locations, have had to deal with the public, have not necessarily had access to personal protective equipment during the pandemic, have not had access to paid sick time. And quite frankly, their wages are not keeping up to inflation,” She explains.
Alyssa Julie explains what’s behind workers’ renewed push to unionize their workplaces and whether it’s likely to lead to a stronger labour movement.
