The Special Advisor and Head of the Investigative Team to Promote Accountability for Crimes Committed by Da’esh / ISIL – otherwise known as UNITAD – Christian Ritscher, in his briefing to the Security Council today (4 Dec) said, “ISIL perpetrators who committed heinous mass atrocities against Iraqi citizens must not remain unpunished wherever they try to hide.” Presenting the 11th report detailing the Team’s work over the past six months, Ritscher underscored that his team has significantly contributed to convictions of ISIL defendants throughout the world. He noted the “large number” of “ISIL foreign fighters who have returned to their countries of origin; ISIL spouses who claim they had no idea about ISIL’s reign of terror, or perpetrators who have fled Iraq to seek safe haven abroad,” and said, “we must not forget that many of those perpetrators were very young when committing their crimes, and may face investigation and charges for international crimes in the decades to come.” Ritscher said, “we must ensure that those who had the courage to speak-up against ISIL crimes are not let down or left behind; We must make certain that their security is assured, that they are protected, and that the trauma they have endured because of what they have experienced and seen can be addressed; And we must ensure that those who have not spoken up yet, but want to exercise their right to come forward, can do so of their own accord in a safe and welcoming forum.”

Limited aid distributions, primarily of flour and water, took place yesterday in the Rafah governorate in Gaza. In the adjacent Khan Younis governorate, aid distribution largely stopped due to the intensity of hostilities. Gaza’s Middle Area was largely disconnected from the south, following Israeli forces’ prevention of movement, including of humanitarian supplies. Meanwhile, grave concerns about waterborne diseases due to water consumption from unsafe sources persist, particularly in the north, where the water desalination plant and the pipeline from Israel was shut down. There has been almost no improvement in the access of residents in the north to water for drinking and domestic purposes for weeks. And the World Food Programme warns that, eight weeks into the war, there is a big risk of famine for all of Gaza’s people, especially for those with chronic diseases, older persons, children and people living with disabilities. PHILIPPINES In the Philippines, which was struck by a 7.4-magnitude earthquake over the weekend in the south of the country. the UN Office for the Coordination of Humanitarian Affairs notes that more than 700 aftershocks have been recorded, which could further weaken already damaged structures. The Government is leading response efforts, at both the provincial and municipal levels. Government agencies, the UN and our partners are conducting rapid assessments in impacted areas. According to national authorities, more than 340,000 people have been impacted. Initial reports indicate that roads and hospitals have been damaged. SUDAN/HUMANITARIAN The Office for the Coordination of Humanitarian Affairs (OCHA) and UN partners continue to scale up the response to the outbreak of cholera in the country, including by supporting the detection and treatment of cases and addressing water, sanitation and hygiene issues. OCHA warns that the cholera outbreak in the country continues to worsen – with a 70 per cent surge in reported cases over the past three weeks. To date, nearly 2.2 million oral cholera vaccines have been administered in the worst-affected states. As of today, nearly 5,200 suspected cases of cholera, including more than 160 deaths, have been reported in nine states in Sudan since September 26th. That’s according to Sudan’s Federal Ministry of Health and the World Health Organization. About two-thirds of Sudan’s population lacks access to health care, and more than 70 per cent of health facilities in conflict areas are out of service. Since the start of the war in April, WHO has verified 60 attacks on health care in Sudan. SUDAN In a statement issued on Friday night, the Secretary-General took note of the Security Council’s decision to terminate the mandate of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS) as of yesterday (3 December). The Secretary-General reiterated his deep appreciation to all UNITAMS personnel for their service to the people of the Sudan, and for their resilience, including in the aftermath of the outbreak of conflict earlier this year. The Secretary-General recently appointed a Personal Envoy for the Sudan, Ramtane Lamamra, who will support ongoing peace efforts, in close coordination and cooperation with the African Union and the Intergovernmental Authority on Development (IGAD). After a record-breaking wildfire season in 2023, land double the size of Portugal has been burnt in Canada throughout the year, according to the Canadian Interagency Forest Fire Centre (CIFFC). At 18.5 million hectares (46 million acres), that’s about five per cent of the country’s entire forests. As the wildfire season slowly winds down with cooling temperatures, what happens to all the land and forests after the fires have been extinguished and nearby evacuated communities returned, especially with such a large swath of area affected? In the past, fires didn’t come around an area more often than every 30 years, with the lack of trees from recent burns helping regulate the frequency of the fires and resetting the local ecosystem. On Sunday, rocks plucked from the asteroid 101955 Bennu will land on our planet, ready to be studied by scientists who hope this sample can shine a light on our planet – and how it came to be. The sample comes to us seven years after NASA’s OSIRIS-REx spacecraft launched from Cape Canaveral, Fla. on a mission to study a near-Earth asteroid and three years after it successfully touched down on Bennu to collect a sample of an asteroid for the first time in the space agency’s history. Bennu is described as a celestial “rubbish pile” that is made up of material dating back billions of years to when the solar system was forming. And as Alyssa Julie reports, scientists believe its rocks could hold a record of that time period. Punishing winds, a severe drought and invasive grass created the perfect conditions for the devastating fires on Maui that have so far killed at least 67 people, experts say. The exact cause of the fires is yet to be determined but the National Weather Service had issued warnings for high winds and dry weather as Hurricane Dora brushed south of Hawaii. Craig Clements, a meteorology professor at San Jose State University, said Maui had already been in a severe drought, putting it at risk for fires. He said the steep mountains overlooking the hard-hit town of Lahain also exacerbated the high wind conditions, sending them into populated areas at high speed.
