Highlights: - COP 28 - Gaza - Lebanon - UN Women - Sudan/Humanitarian - Sudan - Philippines - Iraq - Honduras - Nuclear Weapons - 2023 UN Peacekeeping Ministerial - DESA - Genocide - Anti-Corruption Conference - Day of Banks GAZA The Office for the Coordination of Humanitarian Affairs (OCHA) warns that the current situation does not allow them to address people's needs in Gaza. Limited aid distributions, primarily of flour and water, took place yesterday in the Rafah governorate in Gaza. In the adjacent Khan Younis governorate, aid distribution largely stopped due to the intensity of hostilities. Gaza’s Middle Area was largely disconnected from the south, following Israeli forces’ prevention of movement, including of humanitarian supplies. Meanwhile, grave concerns about waterborne diseases due to water consumption from unsafe sources persist, particularly in the north, where the water desalination plant and the pipeline from Israel was shut down. There has been almost no improvement in the access of residents in the north to water for drinking and domestic purposes for weeks. And the World Food Programme warns that, eight weeks into the war, there is a big risk of famine for all of Gaza’s people, especially for those with chronic diseases, older persons, children and people living with disabilities. PHILIPPINES In the Philippines, which was struck by a 7.4-magnitude earthquake over the weekend in the south of the country. the UN Office for the Coordination of Humanitarian Affairs notes that more than 700 aftershocks have been recorded, which could further weaken already damaged structures. The Government is leading response efforts, at both the provincial and municipal levels. Government agencies, the UN and our partners are conducting rapid assessments in impacted areas. According to national authorities, more than 340,000 people have been impacted. Initial reports indicate that roads and hospitals have been damaged. SUDAN/HUMANITARIAN The Office for the Coordination of Humanitarian Affairs (OCHA) and UN partners continue to scale up the response to the outbreak of cholera in the country, including by supporting the detection and treatment of cases and addressing water, sanitation and hygiene issues. OCHA warns that the cholera outbreak in the country continues to worsen – with a 70 per cent surge in reported cases over the past three weeks. To date, nearly 2.2 million oral cholera vaccines have been administered in the worst-affected states. As of today, nearly 5,200 suspected cases of cholera, including more than 160 deaths, have been reported in nine states in Sudan since September 26th. That’s according to Sudan’s Federal Ministry of Health and the World Health Organization. About two-thirds of Sudan’s population lacks access to health care, and more than 70 per cent of health facilities in conflict areas are out of service. Since the start of the war in April, WHO has verified 60 attacks on health care in Sudan. SUDAN In a statement issued on Friday night, the Secretary-General took note of the Security Council’s decision to terminate the mandate of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS) as of yesterday (3 December). The Secretary-General reiterated his deep appreciation to all UNITAMS personnel for their service to the people of the Sudan, and for their resilience, including in the aftermath of the outbreak of conflict earlier this year. The Secretary-General recently appointed a Personal Envoy for the Sudan, Ramtane Lamamra, who will support ongoing peace efforts, in close coordination and cooperation with the African Union and the Intergovernmental Authority on Development (IGAD). Remarks by António Guterres, Secretary-General of the United Nations, at the event "Delivering Early Warnings for All" | COP28, UN Climate Change Conference. Excellencies, Distinguished delegates, Colleagues and friends, Before I begin, allow me to say a quick word about the announcement yesterday from several members of the oil and gas industry as this is the first public occasion in which I can do it. The fossil fuel industry – the giant behind the climate crisis -- is finally starting to wake up. But the promises made clearly fall short of what is required. The commitment on the elimination of methane by 2030 is a step in the right direction. But the announcement to achieve net zero by 2050 says nothing about eliminating emissions from fossil fuel consumption – the so-called scope 3. Science is clear: we need to phase out fossil fuels within a timeframe compatible with limiting global warming to 1.5 Celsius. In addition, yesterday’s announcement provided no clarity on the pathway to reaching net zero by 2050 which is absolutely essential to ensure integrity. There must be no room for greenwashing. Dear friends, We are here today, together to keep raising the bar on ambition and ensuring justice. In a world defined by escalating climate injustices, early warning systems are the most basic tool for saving lives and securing livelihoods. Yet too few people in the developing world have access to them. Half the world is still unprotected from natural hazards. Countries that are vulnerable to extreme weather, especially Small Island Developing States and Least Developed Countries, and the entire African continent, should have the highest rates of protection. But they are well below the global average. As the world continues to break all the wrong climate records, every moment of delay costs lives. 2023 will be the warmest year on record. To meet the 1.5-degree limit of the Paris Agreement, greenhouse gas emissions must fall 45 per cent by 2030, compared to 2010 levels. But under national plans that are currently known they are set to increase by 9 per cent. Delayed action means, quite simply, more deadly extreme weather events. More deaths. More destruction. And less ability to recover. Those on the front line of the climate crisis will continue to pay the highest price. We must both cut carbon pollution at an accelerated pace; and massively invest in protecting vulnerable people and communities from the impact of more frequent and severe climate-related events. Dear friends, The Early Warnings for All initiative to provide protection from hazardous weather, water or climate events by the end of 2027 is a proven and effective way to save lives and protect vulnerable communities. This is an ambitious goal – but it is achievable. To make it a reality, we need all hands-on deck – collaborating and cooperating in a way that has not been done before. I welcome the progress made over the past year. Greater coordination and collaboration among partners has achieved concrete results. I commend the political commitment and leadership of many governments in the first cohort of countries to advance the initiative. Maldives, Laos and Ethiopia now have dedicated national action plans and coordination structures in place. Benin has strengthened communications to reach communities at greatest risk. Fiji’s flash flood warning has been expanded to benefit nearly 1 million people. And I am encouraged by progress on finance, including new bilateral contributions and alignment with existing investments. All major multilateral development banks, the global climate funds and the key financing mechanisms have coalesced around the Early Warnings for All initiative. These commitments are essential and invaluable. All these developments bring us closer to making this ambitious goal a reality by 2027. But we still have a long way to go. In a world that is on a fast-track to 3 degrees Celsius, and where adaptation needs are huge and growing, climate vulnerability is bound to escalate. The estimated cost of this effort is just over $3 billion US dollars in total – a tiny fraction of the hundreds of billions made by the fossil fuel industry last year. I again call for a windfall tax on these profits, and for the money to be used to protect those suffering the worst impacts of the climate crisis. And I urge all countries to continue to be bold and ambitious and to double the speed and scale of support in 2024. You can be assured of my continued commitment. After a record-breaking wildfire season in 2023, land double the size of Portugal has been burnt in Canada throughout the year, according to the Canadian Interagency Forest Fire Centre (CIFFC). At 18.5 million hectares (46 million acres), that’s about five per cent of the country’s entire forests. As the wildfire season slowly winds down with cooling temperatures, what happens to all the land and forests after the fires have been extinguished and nearby evacuated communities returned, especially with such a large swath of area affected? In the past, fires didn’t come around an area more often than every 30 years, with the lack of trees from recent burns helping regulate the frequency of the fires and resetting the local ecosystem. On Sunday, rocks plucked from the asteroid 101955 Bennu will land on our planet, ready to be studied by scientists who hope this sample can shine a light on our planet – and how it came to be. The sample comes to us seven years after NASA’s OSIRIS-REx spacecraft launched from Cape Canaveral, Fla. on a mission to study a near-Earth asteroid and three years after it successfully touched down on Bennu to collect a sample of an asteroid for the first time in the space agency’s history. Bennu is described as a celestial “rubbish pile” that is made up of material dating back billions of years to when the solar system was forming. And as Alyssa Julie reports, scientists believe its rocks could hold a record of that time period. Punishing winds, a severe drought and invasive grass created the perfect conditions for the devastating fires on Maui that have so far killed at least 67 people, experts say. The exact cause of the fires is yet to be determined but the National Weather Service had issued warnings for high winds and dry weather as Hurricane Dora brushed south of Hawaii. Craig Clements, a meteorology professor at San Jose State University, said Maui had already been in a severe drought, putting it at risk for fires. He said the steep mountains overlooking the hard-hit town of Lahain also exacerbated the high wind conditions, sending them into populated areas at high speed.
