Remarks by United Nations Secretary-General António Guterres at the roundtable on the report of the High-Level Expert Group on Net Zero | COP28, UN Climate Change Conference. Excellencies, and dear friends, We meet at a critical moment. Emissions continue to climb. Climate impacts continue to devastate. Fossil fuel companies continue to make massive profits. And people and planet continue to suffer. Now COP28 is about turning things around. But national governments cannot do it alone. Businesses, financial institutions, civil society, cities, states and regions are all critical in the race to net-zero. My Acceleration Agenda calls on governments and non-state actors to radically speed-up efforts to cut emissions. And my message to both is the same. Our world cannot afford delays, back-tracking or greenwashing. It’s time to move from promises to action. To concrete action. The report by my High-Level Expert Group on Net Zero, so well represented here, provides a blueprint for credible climate action by non-state actors that aligns with limiting global temperature rise to 1.5 degrees Celsius. To be credible, transition plans must include five key elements. First — plans must cover all activities, across every link of value chains. Genuine decarbonization cannot be substituted with dubious offsets or carbon credits, in any scope of emissions. Second — plans must detail targets for 2025, 2030 and 2035. And these plans must be in line with science-based pathways to limit warming to 1.5 degrees. Third — plans must disclose all lobbying, policy engagements and communication campaigns. We need to take every step to discourage greenwashing and ensure full transparency. Fourth — plans must highlight efforts to change business models and internal operations to phase out fossil fuels. And fifth — plans must outline a just, equitable and accelerated renewables transition. I’m encouraged by some initial steps to align transition plans with the High-Level Group’s recommendations... Remarks by António Guterres, Secretary General of the United Nations at the Opening of the Global Climate Action High Level Event | COP28, UN Climate Change Conference, Dubai (United Arab Emirates). Excellencies, dear friends, The eyes of the world are on Dubai, and this Global Climate Action Summit is a reminder of what’s at stake at COP28. People are looking to their leaders for solutions to the climate crisis gripping countries, communities and economies worldwide. Global emissions are at record highs. Global temperatures are at record highs. Heatwaves, storms, floods, droughts and other climate-related disasters are growing in intensity. Meanwhile, fossil fuel companies are raking in record profits, while people and planet pay the price. But most importantly, this Summit is a reminder of what the world must do to make the COP28 a true turning point in our fight against climate change. The science shows the way. The 1.5-degree temperature limit is the only way forward. This Global Stocktake must put us on the path to get there and provide a surge in climate action. We need to leave Dubai with a clear commitment to triple renewables capacity, double energy efficiency and deliver clean power to all people by 2030. And we need a strong commitment to phase-out fossil fuels on a clear time frame that aligns with the 1.5 degree limit. No more delays. No more foot-dragging. No more greenwashing. Renewables create jobs, generate economic growth, and bring affordable energy to people around the world — all while driving down emissions and ensuring a just and equitable transition. We need the Global Stocktake to set a clear expectation that the next climate action plans, or NDCs, will be more ambitious and high-quality. Countries need to heed the call of my Acceleration Agenda to speed up net-zero deadlines so that developed countries get there by 2040, and emerging economies by 2050 or as close as possible to those two dates. And we need a surge in climate justice. Developing countries are double victims. First, of climate-fueled disasters they did little to cause. And second, of extortionate borrowing costs that block climate action on mitigation and adaptation. The Global Stocktake must show how countries will close the gaps on finance and adaptation. Developed countries must show how they will double adaptation finance and clarify the delivery of the long-promised $100 billion per year. This COP outcome must clearly support reform of the multilateral development banks to increase developing countries’ access to private finance at reasonable costs. And we need to see a boost of the Loss and Damage Fund. Across all these areas, you are here to discuss solutions. The diversity of people in attendance reminds us that we are all having a role to play. Governments need to set their sights high and commit to climate ambition on a massive scale, supporting developing countries every step of the way. Governments must also provide the private sector with policy and regulatory certainty and predictability, including placing a price on carbon. Businesses, investors, cities and regions need to help lead the shift away from fossil fuels to renewables. I call on them to present net-zero commitments and accompanying transition plans fully aligned with the recommendations of my High-Level Expert Group on Net Zero that was created one year ago. This includes genuine decarbonization with detailed targets for 2025, 2030 and 2035. And avoiding dubious offsets or carbon credits, in any scope of emissions. We need scientists and innovators to keep researching and developing solutions to address climate change and drive renewables forward. My Scientific Advisory Board will help bring together expert advice on major global issues like climate change and translate breakthroughs into practical solutions. Finally, we need civil society, indigenous groups and young people to keep up the pressure to hold leaders to account, and help develop the concrete solutions we need to safeguard people and planet alike. Let’s pledge to act with ambition equal to the scale of the crisis. Let’s deliver the renewable, sustainable and equitable future people and planet deserve. These South Korean dog meat farmers are protesting against recent government moves to ban rearing dogs for meat. The Korean Dog Meat Association says it wants dog meat farming to be treated like any other livestock farming and that a ban would infringe on the rights of farmers and consumers. There is a long history of eating dog meat in Korea, but recent surveys show that the majority of South Koreans are against the practice. South Korea’s sizeable Buddhist population also largely opposes all forms of meat farming, which includes dog meat farming. Animal rights charity director Borami Seo believes South Koreans are becoming increasingly conscious of animal welfare. Farming dogs for meat is already heavily restricted in South Korea. Although not explicitly banned, dogs are not specified as livestock in Korean law, unlike most other animals reared for meat. In recent years several local governments have further restricted the practice, and have shut down dog slaughterhouses. After seven days of ceasefire, the war in Gaza started again this morning. Just 30 minutes after the ceasefire ended Israel announced it had hit Hamas targets with airstrikes. Israel also accused Hamas of violating the ceasefire by firing rockets into its territory. The Hamas-run Gaza health ministry says 32 were killed in the first three hours after the end of the ceasefire. The renewed violence marks the end of a seven-day ceasefire that saw Israel and Hamas exchange hostages and prisoners. A four-day ceasefire began on 24 November but was extended to seven days, with help from Egypt and Qatar acting as mediators. More than 100 hostages were returned by Hamas in exchange for Israel releasing 240 prisoners. After a record-breaking wildfire season in 2023, land double the size of Portugal has been burnt in Canada throughout the year, according to the Canadian Interagency Forest Fire Centre (CIFFC). At 18.5 million hectares (46 million acres), that’s about five per cent of the country’s entire forests. As the wildfire season slowly winds down with cooling temperatures, what happens to all the land and forests after the fires have been extinguished and nearby evacuated communities returned, especially with such a large swath of area affected? In the past, fires didn’t come around an area more often than every 30 years, with the lack of trees from recent burns helping regulate the frequency of the fires and resetting the local ecosystem. The sample comes to us seven years after NASA’s OSIRIS-REx spacecraft launched from Cape Canaveral, Fla. on a mission to study a near-Earth asteroid and three years after it successfully touched down on Bennu to collect a sample of an asteroid for the first time in the space agency’s history. Bennu is described as a celestial “rubbish pile” that is made up of material dating back billions of years to when the solar system was forming. Punishing winds, a severe drought and invasive grass created the perfect conditions for the devastating fires on Maui that have so far killed at least 67 people, experts say. The exact cause of the fires is yet to be determined but the National Weather Service had issued warnings for high winds and dry weather as Hurricane Dora brushed south of Hawaii. Craig Clements, a meteorology professor at San Jose State University, said Maui had already been in a severe drought, putting it at risk for fires. He said the steep mountains overlooking the hard-hit town of Lahain also exacerbated the high wind conditions, sending them into populated areas at high speed.
