Acting UN Under-Secretary-General for Humanitarian Affairs Joyce Msuya said that in Yemen “food deprivation levels have increased by 14 percent since the start of the year – from 51 percent to 58 percent of the population. In Houthi-controlled areas, nearly 1 in 10 households rely on alms to obtain food.” She also said, “Alongside improved access and the security of staff, adequate funding for all humanitarian programming is a key requirement. Yet low funding levels continue to hamper our work. In the first four months of this year, lack of funds meant that humanitarian partners providing nutrition assistance reached only 315,000 people out of the 2 million that were targeted.”

Special Envoy of the Secretary-General for Yemen Hans Grundberg said, “It is alarming that there are no signs of de-escalation, let alone a solution. These latest developments show the real danger of a devastating region-wide escalation.” Addressing the Security Council today (23 Jul) Grundberg said, “The trajectory of the development in Yemen has since the beginning of the year moved in the wrong direction and if left unaddressed could reach a tipping point. The regional dimension of the conflict in Yemen is getting more and more pronounced. Escalation in the economic sphere has been translating into public threats to return to full-fledged war. Ansar Allah is escalating its crackdown on the civic space and on international organizations.” He also said, “It has been almost seven weeks since Ansar Allah arbitrarily detained thirteen UN colleagues and dozens of personnel of international and national organizations, civil society, and private sector entities, many of whom support the work of the United Nations.” He stressed, “If it were not for these staff members and their organizations, the effects of the war on Yemen’s population would have been even worse. Therefore, I repeat my earlier demand to Ansar Allah to immediately and unconditionally release them and refrain from detaining any additional UN, NGO and civil society staff members.” He stated, “I remain deeply concerned about the continued targeting of international navigation in the Red Sea and its surrounding waterways. Recent developments suggest that the threat against international shipping is increasing in scope and precision.”

In a video message that will air during the opening ceremony, the Secretary-General will, in the spirit of the Olympic Truce, call on everyone to lay down their arms, to build bridges, foster solidarity and strive for the ultimate goal: peace for all. The message was also featured by the International Olympic Committee earlier today during its 142nd session held in Paris. The text and the video message were distributed today. YEMEN In a briefing this morning, the Secretary-General’s Special Envoy for Yemen, Hans Grundberg, spoke to Council members about recent developments in the region, and warned of a devastating region-wide escalation, adding that he is nonetheless encouraged that the Yemeni parties informed him that they had agreed on a path of de-escalation. He emphasized that he would continue to assist them to find solutions through dialogue. Mr. Grundberg will brief you at the stakeout after I am done here, we will alert you ahead of time. Also briefing was Joyce Msuya, who, as you know, is the Acting head of the UN department for Humanitarian Affairs. She noted that the port of Hodeidah is a lifeline for millions across Yemen, and that it must be spared. Regarding our colleagues who were detained recently, Ms. Msuya said that we are undertaking constant and determined advocacy with the Houthis, with Member States, and with all those who have influence on the release of those colleagues. OCCUPIED PALESTINIAN TERRITORY The Office for the Coordination of Humanitarian Affairs tell us that more civilians have been fleeing parts of Khan Younis today, following yesterday’s evacuation order issued by the Israeli authorities and the subsequent intensification of hostilities in that area. Yesterday, about 150,000 people fled areas in Khan Younis, as assessed by humanitarian colleagues monitoring population movements in the area. OCHA has expressed our concern about the short interval between the dropping of the leaflets telling people to leave and the escalation of military operations, which posed significant risks to those fleeing. That delay was about an hour. Many have been observed on the move without any belongings. The immediate escalation of hostilities in the area also resulted in many people being trapped in the evacuation area. Illinois sheriff’s deputy Sean Grayson has been arrested and charged with three counts of first-degree murder. He is being held without bond until his trial. If convicted, the former officer will face 45 years to life for murder, as well as 6 to 30 for battery and 2 to 5 for misconduct. In a statement, President Biden said he was ‘heartbroken’ for the family and that she was ‘a beloved mother, friend, daughter, and young Black woman’ who ‘should be alive today’. Massey’s family spoke about their grief and anger at a press conference. Displaced people in the area have now been ordered by the Israeli military to evacuate. The IDF say they are planning an operation against embedded Hamas militants in the area. Families packed up their few belongings and vacated the area, some by foot or with donkey carts. Most civilians in the Strip have been uprooted multiple times. The war began after Hamas’ assault on Israel, which killed 1,200 people and took 250 hostages. Two of them, Alex Dancyg and Eager Buchshtab have been reported dead by an IDF intelligence review. Approximately 120 Israeli captives are thought to be in Gaza. Over 39,000 Palestinians have been killed according to the local Health Ministry. US and Israeli officials have expressed hope that a ceasefire agreement is closer than ever. After weeks of speculation about his mental fitness, Joe Biden has finally bowed out of the US Presidential race.    His Vice President, Kamala Harris, has emerged as the favourite to take on Donald Trump at the ballot box.    She received Biden’s endorsement, as well as a number of other top Democrats.    Significantly, California Gov. Gavin Newsom - a potential rival to Harris - threw his support behind her.   Former President Bill Clinton and former Secretary of State Hilary Clinton have also backed Harris.    She is the constitutional successor of President Biden and passing over the first black woman to reach that point would not look good for the Democrats.    However, her nomination is not without risks.    This is not Kamala Harris’ first run for the leadership.   In 2020, she put her name forward and was badly defeated.    She emerged early on as a strong contender, but performed badly in interviews and failed to put forward a clear vision.    There are perceived failings in her tenure as Vice President that may also impact her campaign.   She was tasked with handling the root causes of migration from Central America to the US.    The Republicans have branded her a ‘border czar’, and blamed her for increased immigration.   Polling shows Trump has a major advantage when it comes to this hot button issue.    Harris was also a leading voice for abortion rights in the wake of the Supreme Court’s decision to overturn Roe v.
