"Allow me to begin by sharing some voices from Gaza. “In my shelter, I hear women cry all night for help.” “We wake up every day just to search for food and water.” “As a mother I am forced to witness my child starve and cry all night long.” “We want the war to stop and dream of the day that we can go back to our homes in the North.” “I went for 4 months without taking a shower.” “We have to cut our hair due to lice and lack of shampoo and hygiene material.” These are just some of the things that women told me when I met them in Deir al Balah in Gaza on 9 July. All of them spoke about the lack of safety, dignity and privacy, in overcrowded camps. Many women said that they had suicidal thoughts". "The children who die, often do so slowly and painfully. The ones who survive, will have lifelong disabilities and sad futures. Six hundred and twenty-five thousand children have been deprived of an entire schoolyear of education. Needless to say that a child without education is a child without future. Children wander around IDP sites 24/7, often unaccompanied, exposed to huge risks and further injuries from playing in rubble filled with unexploded ordnance. They are also at risk of contracting dangerous diseases such as polio from the mountains of garbage and rivers of sewage that flow through IDP settlements. Mr. President, Everyone in Gaza is exposed to risks of injury and disease. Those who survive the bombs and bullets, still face the threats of hunger, unsanitary conditions and lack of healthcare. People with pre-existing medical conditions, such as cancer, kidney failure or diabetes, are not getting the treatment they need". “Today the UN is not in a position to provide the necessary assistance to the people in Gaza, let alone to scale up, unless specific factors are in place. The enabling factors required for humanitarian operations are not new. First and foremost, we need protection of civilians and civilian infrastructure including protection of all humanitarian staff and assets.” “The United Nations, and our partners in Gaza, will never give up. We will continue to provide desperately needed assistance. But we need a safe enabling environment to do so.”

As we speak, he is about to go to opening ceremony of the Paris 2024 Olympic Games, which he is attending at the invitation of the International Olympic Committee and the Government of France. In about an hour - at approximately 7:20 pm local time, the Secretary-General will address those watching the ceremony in Paris and around the world by video message. He will say that the power of sport to bring hope, unite people and to promote mutual respect and fair play also reflects the ideals of the United Nations. In the spirit of the Olympic Truce, the Secretary-General will also call on everyone to lay down their arms, foster solidarity and strive for the ultimate goal: peace for all. REFUGEES Also on the Paris Olympics opening, the UN High Commissioner for Refugees, Filippo Grandi, today urged the world to follow the example of the refugee teams that are competing, as they promote peaceful co-existence and mutual respect. This week, Mr. Grandi became the third recipient of the Olympic Laurel, an IOC award to honour outstanding achievements in education, culture, development and peace through sport. He will accept the award on behalf of the UN Refugee Agency (UNHCR) at the Opening Ceremony today. Also today, the UN Refugee agency noted that Sunday, 28 July, marks the 73rd anniversary of the 1951 Refugee Convention, the cornerstone of refugee protection which has saved and protected the lives of millions of people around the world fleeing war, violence, persecution and human rights violations. To date, 149 States worldwide have acceded to the Refugee Convention and/or its 1967 Protocol. Ahead of the anniversary, UNHCR – as the guardian of the Refugee Convention – is urging the remaining 46 UN Member and Observer States to accede to it. The Security Council met today (26 Jul) to discuss the humanitarian situation in Gaza, including the legislation in the Israeli Knesset concerning the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Antonia Marie de Meo, the Deputy Commissioner General of UNRWA, noted the ongoing review by the Office of Internal Oversight Services (OIOS) of the allegations made against UNRWA. De Meo said UNRWA is targeted because of its role in safeguarding Palestinian refugees. She said that UNRWA must continue to provide services until a credible solution for Israel and Palestine is at hand. She warned that the bills before the Knesset on UNRWA make “a travesty of the multilateral responsibilities of Member States. They erode the very foundations of international law and multilateral norms.” If these bills pass, she said, they will put all UNRWA staff and the Agency’s General Assembly mandate in direct danger. Muhannad Hadi, the Resident and Humanitarian Coordinator dealing with the Palestinian territories, said that UNRWA has been shouldering the burden of this crisis. The campaign against UNRWA, attacks against its premises, and legislative efforts to declare UNRWA a terrorist organization to end its operations are “utterly unacceptable and endanger our operations,” he said. He reiterated, “The United Nations and our partners in Gaza, will never give up. We will continue to provide desperately needed assistance. But we need a safe enabling environment to do so.” Also addressing the Council, Riyad H. Mansour, Permanent Observer of Palestine to the United Nations, said, “Humanitarians in Palestine are trying to deliver on their noble mission in impossible circumstances and at the peril of their life. Our support should match their courage. UNRWA remains under attack. The baseless and shameless terrorism charge against a UN humanitarian agency are no longer a talking point but a license to kill.” Gilad Erdan, Permanent Representative of Israel to the United Nations, said, “Where is the meeting demanding the return of our hostages? Without their immediate and unconditional release, there is no hope for peace and security. When the brutalities of Iran and its proxies are dismissed, Israel must take its future into its own hands. France’s high-speed rail network was thrown into chaos, hours before the Olympics opening ceremony in Paris, by a series of coordinated arson attacks. The saboteurs struck away from the capital at five apparently unguarded places. France's state-owned rail company SNCF says the saboteurs vandalised or targeted five signal boxes and electricity installations. France's TGV high-speed train services ground to a halt on major lines and stranded passengers filled the main concourses at Gare Du Nord and Gare Montparnasse, two of the major rail hubs in Paris for travellers on the main lines running north and west of the capital. The caretaker Prime Minister Gabriel Attal said the repercussions for the rail network were massive and serious, and France's intelligence services and forces of order had been deployed to "find and punish those behind these criminal acts". It was not immediately clear who was behind the attacks. The sabotage took place despite a massive security operation to protect the Olympics. Streets in the centre of Paris have been blocked off, metro stations closed and thousands of police, soldiers and other guards deployed to maintain security on the big showpiece day launch the Olympic Games. Ismael ‘El Mayo’ Zambada, the leader of Mexico’s infamous Sinaloa cartel, has been arrested by US authorities in El Paso, Texas.    Joaquín Guzmán López, a son of jailed cartel leader ‘El Chapo’, was arrested alongside El Mayo.    Zambada and Guzmán face charges for leading criminal operations for the cartel - including fentanyl manufacturing and trafficking.    Fentanyl is an extremely deadly opioid drug, 20 to 40 times more potent than heroin.    It’s the leading cause of death for 18 to 45-year-olds in America, according to authorities.    The Sinaloa cartel is the largest supplier of drugs to the US.   US Attorney General Merrick Garland said the two men lead ‘one of the most violent and powerful drug trafficking organisations in the world’.   It was run by El Mayo and El Chapo throughout the 90s and 2000s, who significantly expanded its operations.    El Chapo was imprisoned twice in Mexico, but escaped each time.    He was extradited to the US in 2017, and sentenced to life in 2019 on charges related to his cartel leadership.   He is currently held at ADX Florence, a supermax prison in Colorado housing some of the country’s most dangerous criminals.    Following El Chapo’s arrest, his four sons, known as ‘Los Chapatos’, inherited his criminal empire.    His eldest son, Ovidio Guzmán López, was arrested by Mexican authorities in 2019 but President Andrés Manuel López Obrador ordered him released, to avoid further bloodshed. He was arrested again in 2023 in Mexico and extradited to the US.   The two other Chapatos, Jesus Alfredo Guzman Salazar and Ivan Archivaldo Guzman Salazar, were charged over drug trafficking by the US Justice Department last year.    They remain at large. Benjamin Netanyahu has given his fourth speech to the US congress as Israeli Prime Minister, a record for any world leader.     He received a standing ovation from most in congress itself.   But outside the building, protests roared.    Thousands gathered to oppose Netanyahu’s visit, and the ongoing war in Gaza.    Security was tight and at least 23 people were arrested on the streets of Washington.    Police used pepper spray on demonstrators.    An effigy of Netanyahu’s head was burned, as was a US flag, which a man attempted to salvage.   Jewish protesters demonstrated from within congress, wearing shirts displaying: ‘Jews say stop arming Israel’.    Demonstrators also released maggots and crickets inside Netanyahu’s Washington hotel and remained outside the building late into the night.    Netanyahu made his contempt for protesters clear in his speech. Many Democratic congresspeople boycotted Netanyahu’s speech.    Notable absentees included Nancy Pelosi and Bernie Sanders.    Kamala Harris was also a no-show, claiming a trip scheduled long ago prevented her from attending.    Palestinian-American congresswoman Rashida Tlaib, a harsh critic of Israel, protested from inside the chamber.   The war in Gaza has killed 39,000 Palestinians according to local health authorities and left much of the Strip’s infrastructure destroyed.
