Press briefing by César Núñez, Director of the UNAIDS New York Office, on the launch of the UNAIDS report entitled "The Urgency of Now: AIDS at a Crossroads" just ahead of the 25th International AIDS Conference #AIDS2024 in Munich, Germany. According to a new UN report, AIDS pandemic can be ended by 2030, but only if leaders boost resources and protect human rights now. Briefing reporters on the report ‘The Urgency of Now: AIDS at a Crossroads,’ launched today (22 Jul), Cesar Nunez, Director of the UNAIDS New York Office said, “At the end of December 2023 30 point 7 million people were accessing antiretroviral treatment that is 7.7 million up from 2010 but still short of the 34 million target that we have for 2025.” He continued, “In terms of new infections, they have been reduced by 60 percent since the peak in 1995: in 2023 1.3 million people were newly infected with HIV compared to 3.3 million in 1995.” He added, “Because of the advances in treatment and the reductions of new infections, of course, we also have a reduction in the number of deaths.” The new report brings together new data and case studies which demonstrate that the decisions and policy choices taken by world leaders this year will decide the fate of millions of lives and whether the world’s deadliest pandemic is overcome. Cesar Nunez, explained, “The HIV response is far from over, and even if the world succeeds in ending AIDS as a public health threat by 2030, over 30 million people will be living with HIV in 2050.” He stressed, “The world is not on track. Global new HIV infections in our report are shown as not declining fast enough and in 3 regions of the world in particular, infections are rising: Eastern Europe and Central Asia, the Middle East and North Africa, and Latin America.” He also said, “We must remain strong with the political commitments and underscored the importance of maintaining the gains in HIV treatment and prevention amidst the changing of governments.” He noted, “Well, now we have an injectable every six months. Can you imagine that? You take a shot in January; you take another shot in July and that's it. So, innovation is good, but at what cost? We're going back to when we started with the first antiretroviral medications that were so expensive, that were not accessible worldwide.” He highlighted, “Now, access to these long-acting preventions and treatment will be a game changing breakthrough. Now we're talking about what is the game changer. This would be a game changer in the world. This could transform access to poor people, to people from the key populations, gay men, sex workers, and young women and girls in Africa would be freed from the stigma and discrimination or fear of being attacked for being seen having the medicine taking medicine every day. Again, the price is just too high and accessible, mostly in high income countries.” He said, “We need to save lives and the countries need to decriminalize and end the criminalization faced by girls and women that is driving this pandemic, particularly in Sub Saharan Africa, where 3,200 young girls, adolescent girls are infected every week.” He concluded, “If leaders take the path of solidarity, their legacy will be preventing millions of new infections, saving millions of lives, ensuring healthy and full lives for everyone living with HIV, and keeping all of us safe.”

Earlier today, she spoke at the opening of the first session of the Preparatory Committee for the 4th International Conference on Financing for Development. That conference aims to take stock of the progress made since the adoption of the Addis Ababa Agenda. Ms. Mohammed highlighted six areas of action: the need to tackle debt, enhance access to financing, close gaps in the global financial safety net, establish a fair and effective international tax system, rethink blended finance, and address global economic governance reform. She added that next year’s conference in Spain would be a unique opportunity to accelerate action and she highlighted the need to lay the groundwork in Addis Ababa. The Secretary-General also addressed the conference via video message. He noted that nine years ago, world leaders met in Addis Ababa and agreed on a transformative agenda committing public and private actors to align investment and policies with sustainable development. Yet despite the progress, he said, we must face facts - many commitments remain unfulfilled. His video message is available online. Throughout her visit to Ethiopia, Amina Mohammed held bilateral meetings with senior government officials, including Ethiopia’s President, Sahle-Work Zewde, the Prime Minister Abiy Ahmed, and the Minister for Foreign Affairs, Taye Atske-Selassie. The meetings focused on UN-Ethiopia cooperation, SDGs acceleration, as well as financing for development. She also met today with Spain’s Secretary of State for Foreign and Global Affairs, Diego Martinez Belio, to discuss the SDG Stimulus Leaders Group and the preparations for the upcoming conference in Spain. Tomorrow she will deliver remarks at a High-Level Women Leadership Dialogue convened by the Ministry of Women and Social Affairs of Ethiopia before heading off to Burkina Faso. OCCUPIED PALESTINIAN TERRITORY Turning to Gaza, the Office for the Coordination of Humanitarian Affairs says it has received initial reports that families in Gaza are starting to flee toward Deir al Balah and western Khan Younis, following today’s evacuation order issued by the Israeli military. Both areas are already heavily overcrowded, with limited services and shelter spaces available. Today’s evacuation directive includes areas located in the eastern part of what had been designated by the Israeli military as a so-called "humanitarian zone." Our OCHA colleagues say that frequent evacuation orders and relentless hostilities are further devastating Gaza’s health system – making it increasingly difficult for people who have been repeatedly displaced to access essential services. The Nasser Medical Complex in Khan Younis has issued a new call for people to donate blood, with reports that the facility has received dozens of casualties today alone. Meanwhile, OCHA warns that humanitarian workers in Gaza continue to face enormous risks, including to their personal safety. As you may have seen yesterday a convoy of our UNRWA colleagues was shot at by Israeli forces as they were heading north to Gaza City. Philippe Lazzarini, the head of UNRWA said there were no casualties, but UNRWA’s teams had to duck and take cover. He noted that they had been traveling in clearly marked UN armored vehicles and were wearing UN vests. Mr. Lazzarini said that one vehicle was severely damaged while waiting just ahead of the Israeli forces’ checkpoint south of Wadi Gaza. He said the convoy’s movement was coordinated with the Israeli authorities – and that those responsible for yesterday’s incident must be held to account. Meanwhile, our humanitarian partners report that people in Gaza continue to face severe water shortages. Between July 8th and 21st of this month, the daily average water supply was about 90,000 cubic metres – about a quarter of the amount produced prior to October of last year. Damage to infrastructure, the lack of electricity, and shortages of fuel, spare parts and chlorine continue to hamper water production and purification, as well as sewage pumping. And turning to the West Bank, UNICEF reported today that on average, one Palestinian child has been killed every two days in the West Bank – including East Jerusalem – since October of last year. UNICEF says that 143 Palestinian children have been killed in the West Bank, including East Jerusalem, since October, a spike of nearly 250 per cent compared to the preceding nine months. After weeks of speculation about his mental fitness, Joe Biden has finally bowed out of the US Presidential race.    His Vice President, Kamala Harris, has emerged as the favourite to take on Donald Trump at the ballot box.    She received Biden’s endorsement, as well as a number of other top Democrats.    Significantly, California Gov. Gavin Newsom - a potential rival to Harris - threw his support behind her.   Former President Bill Clinton and former Secretary of State Hilary Clinton have also backed Harris.    She is the constitutional successor of President Biden and passing over the first black woman to reach that point would not look good for the Democrats.    However, her nomination is not without risks.    This is not Kamala Harris’ first run for the leadership.   In 2020, she put her name forward and was badly defeated.    She emerged early on as a strong contender, but performed badly in interviews and failed to put forward a clear vision.    There are perceived failings in her tenure as Vice President that may also impact her campaign.   She was tasked with handling the root causes of migration from Central America to the US.    The Republicans have branded her a ‘border czar’, and blamed her for increased immigration.   Polling shows Trump has a major advantage when it comes to this hot button issue.    Harris was also a leading voice for abortion rights in the wake of the Supreme Court’s decision to overturn Roe v.
