Global Humanitarian Overview The Office for the Coordination of Humanitarian Affairs just released its global humanitarian appeal for 2025 – calling for $47 billion to provide life-saving aid to 190 million people in 32 countries and nine refugee-hosting regions. Speaking at the launch of the Global Humanitarian Overview in Geneva, Tom Fletcher, our Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, said the world is on fire, noting that the main culprits are both man-made. The first, he said, is conflicts, which are lasting longer and are hitting children particularly hard. OCHA says that nearly 123 million men, women and children were driven from their homes by conflict this year. The second culprit, he said, is the climate emergency, with the most vulnerable people on the planet shouldering the lion’s share of the impacts. He also spoke to the press, underscoring that we need to reset our relationship with those in greatest need on the planet. The appeal was also launched in Kuwait City by Joyce Msuya, our Assistant Secretary-General for Humanitarian Affairs, and in Nairobi by Edem Wosornu, OCHA’s Director for Operations and Advocacy. Syria The Special Envoy for Syria, Geir Pedersen, has been working the phones with the full range of Syrian parties and key international stakeholders. He is also closely engaging with senior officials. This morning, he convened Russian, Turkish, and US representatives in Geneva in the ad hoc Ceasefire Task Force. He also spoke with Ali Asghar Khaji, the Iranian Foreign Minister's senior advisor for special political affairs. Last night he also spoke over the phone with the Syrian Foreign Minister, Bassam al-Sabbagh. Mr. Pedersen will soon be traveling to Doha for a number of meetings. His message to all is the same: it is urgent to de-escalate, it is urgent to protect civilians, and it is urgent to prevent further bloodshed. We need to see a new and serious engagement of Syrian parties and key international actors on a political solution. Mr. Pedersen also conveyed this message during the Security Council meeting on the situation in Syria yesterday afternoon. Those remarks were shared with you. Pedersen also underscored that the Astana guarantors and the United States must work to calm the situation and push for a genuine political process, in line with Security Council Resolution 2254, which has all the elements needed for a political solution. Speaking at a Security Council meeting on Women, Peace and Security, Under-Secretary-General Rosemary DiCarlo said, “If we do not break free from patriarchal norms, true peace and inclusive security will remain out of reach.” During the Council’s session today (03 Dec) DiCarlo emphasized the need for transformative approaches to global peace efforts, highlighting the role of young women and girls. She stated, “We must embrace new approaches to cultivate a new generation of leaders – especially young women and girls – who are at the forefront of reshaping power structures and advancing peace.” Addressing the challenges of modern conflict resolution, DiCarlo underscored the importance of intergenerational dialogue. “Tackling today’s conflicts requires forward-looking visions that are shared broadly within societies and transcend generations,” she said, adding that these dialogues are critical for building trust and articulating shared aspirations. The Under-Secretary-General called for peace processes to move beyond elite-driven negotiations. “Peace cannot be achieved through deals made by elites alone,” she noted. Inclusive and multi-track processes must prioritize diverse groups of women, including young women, to build locally owned infrastructures for peace. DiCarlo also stressed the need for sustained financial support to empower women peacebuilders. She said, “Significant and sustained resources are essential to support young women peacebuilders and ensure their work flourishes.” Linda Thomas-Greenfield, the U.S. Permanent Representative to the United Nations, echoed the need for institutional empowerment within the UN. She said, “The UN must do more to empower women peacebuilders within our own institutions, including youth and senior women, whose unique and valuable perspectives move peace processes forward.” Thomas-Greenfield reiterated her earlier call for a “three "I’s" approach - increased investment, initiative, and implementation” to advance the Women, Peace, and Security (WPS) agenda. Barbara Woodward, the U.K. Permanent Representative, drew attention to the alarming rise in conflict-related sexual violence. Woodward said, “The latest Secretary-General Report noted a 50 percent increase in UN-verified cases of conflict-related sexual violence this year alone.” Describing the trend as both “deeply worrying” and “inhuman,” she urged collective action to address the issue. Speaking to the members of media before the session, Thomas-Greenfield called on member states to strengthen women’s roles in peace processes. “We call on member states to promote women's rights and their full, equal, meaningful, and safe participation in all phases and levels of peace and security processes,” she said, stressing the need for increased investment and implementation of WPS commitments to uphold international peace and security.

The situation is extremely fluid and dangerous. But as I brief you today, a vast swathe of territory has come under the control of non-state actors, including Security Council-listed terrorist group Hayat Tahrir al-Sham and armed opposition groups, including the Syrian National Army. These groups now de facto control territory containing what we estimate to be some 7 million people, including Aleppo – Syria’s second biggest city and a vast and diverse metropolis of more than 2 million people". --- "The Syrian Government has said the terrorist attacks pose grave dangers to Syria’s sovereignty, unity and territorial integrity, to regional security, and to the international community. It has stated its intention to combat terrorism and restore all Syrian territories to its control. Russia and Iran have expressed their support, saying the attacks are a violation of Astana agreements, and also blaming external forces". --- "My first core-message is simple: we need de-escalation and we need calm. I appeal to all parties to their obligations under international law to protect civilians and civilian infrastructure and allow safe passage for Syrians fleeing violence. But this alone does not suffice. Further military escalation risks mass displacement and civilian casualties. The last fourteen years of conflict have decisively shown that no Syrian party or existing grouping of actors can resolve the Syrian conflict via military means. We must de-escalate and ensure a cooperative approach to countering listed terrorist groups". --- "There is no military solution to this conflict. If we do not see de-escalation and a rapid move to a serious political process, involving the Syrian parties and the key international players, then I fear we will see a deepening of the crisis. Syria will be in grave danger of further division, deterioration, and destruction. The consequences for the sovereignty, unity, independence and territorial integrity of Syria, and for the wellbeing and aspirations of the Syrian people, could be grave indeed".

The French government has collapsed after Prime Minister Michel Barnier was ousted in a no-confidence vote. MPs in the National Assembly voted overwhelmingly in support of the motion against him - just three months after he was appointed by President Emmanuel Macron. Opposition parties had tabled the motion after the former Brexit negotiator controversially used special powers to force through his budget without a vote. It marks the first time the country's government has collapsed in a no-confidence vote since 1962. The removal of Michel Barnier will increase France's current political instability after snap elections in the summer gave no single group a majority in parliament. Barnier is now obliged to present the resignation of his government and the budget which was the cause of his downfall is defunct. Both the far right and radical left had tabled motions of no-confidence after Barnier pushed through reforms to social security by invoking presidential decree on Monday after failing to win enough support for the measures. The left-wing alliance New Popular Front (NFP), which won the most seats in the summer election had heavily criticised Macron’s decision to appoint the Michel Barnier as prime minister instead of its own candidate. While a ceasefire might have brought a temporary halt to the fighting in Lebanon, there’s no such respite for Gaza. Here, the Israel Defense Forces and Hamas continue their brutal struggle in the ruins of Rafah, Khan Younis and Jabalia. These clips, posted over the last month on social media by both sides, are hard to verify, but give a sense of the changing nature of the conflict on the ground. Despite months of occupation by the IDF, it's clear that few places in the Gaza Strip are truly safe. Israeli soldiers must move quickly between buildings, occasionally using smoke screens, such is the risk of being targeted by militant snipers. Videos posted by Hamas glorify sharpshooters who lie in wait for Israeli patrols. Even Israeli soldiers inside armoured vehicles aren’t safe. Hamas propaganda videos celebrate attacks on IDF tanks and bulldozers, often using rocket propelled grenades at close range, but occasionally planting explosives on tanks by hand. The IDF, meanwhile, focus on identifying and eliminating targets from above. In this video, an IDF drone tracks Hamas operatives as they reveal the entrance to a tunnel. Their priority continues to be the dismantling of the militant group’s underground infrastructure, much of which remains hidden. And operations in another theatre also appear to be ratcheting up in intensity… While nighttime raids against supposed terrorist hideouts are common in the West Bank, videos of much larger scale daytime operations have emerged in the past month. This one in Qabatiya resulted in the deaths of three Hamas militants. Other groups, including Palestinian Islamic Jihad, are now also posting highly edited clips, showing insurgents launching hit and run raids against Israeli troops.
