Climate change among other factors is making insurance more essential -- and harder to get

Homeowners insurance has become increasingly difficult to afford and harder to get in California and some other states across the country.

The massive wildfire devastation in Southern California and the hurricane damage in Florida and elsewhere speakto the strong need for solutions to a growing problem. Verisk, a company that performs data analytics, estimates that industry-insured losses from the Palisades and Eaton fires together will land between $28 and $35 billion.

Numerous insurance companies, including State Farm and Allstate, have either stopped offering new homeowners insurance policies in the California or stopped renewing some existing policies. Others have left the state altogether.

The percent of buyers who had trouble getting insurance downtown in a California city rose to 16% in 2024, up from to 6% in 2023, according to a report from the California Association of Realtors. For those purchasing a vacation or second home, that percentage rose to 51% up from 23%.

Climate change a factor

Among other factors, climate change is having a big impact, experts say.

Were getting more extreme weather conditions, more natural disasters, more unusual weather, explained Michael DeLong, a research and advocacy associate at Consumer Federation of America. Its probably going to affect maybe eventually tens of millions, unfortunately.

An investigationby The New York Times found that homeowners insurance was not profitable in 18 states in 2023 up from eight in 2013. Most of those states were in the middle of the country, hit by severe storms and hail in the Midwest and Southeast, and wildfires in much of the West, the investigation found. In response to those losses, insurers have raised premiums, narrowed coverage and dropped customers, and even entirely withdrawn from some states, according to the New York Times article.

Weve seen that prices of insurance premiums have really gone up a lot since 2021. They've much exceeded inflation nationwide, said Sharon Cornelissen, director of housing at Consumer Federation of America.

Across the country, about 1 in 13 homeowners do not have homeowners insurance, according to a report by Consumer Federation of America last year using data from 2021. That finding corresponds to about $1.6 trillion worth of uninsured homes, DeLong said.

It is not yet known how many of the people who lost property in the recent Southern California wildfires didnt have homeowners insurance, but we know its going to be more than those in the past, said Amy Bach, executive director of United Policyholders, a non-profit group that provides consumers with insurance information and resources.

Not having homeowners insurance, its similar to going without health insurance. Right? It's very risky, Cornelissen told ConsumerAffairs. Its usually not a choice that people make so much as it is a choice that's forced upon them, she added later.

What to do?

People may have to abandon policies because they cant afford rising premiums or their insurance may not renew their policies because they live in high-risk areas, experts say. Or it may be because of another underwriting issue like their homes dont meet certain guidelines, DeLong says. The big question is what can you do if this happens to you?

ConsumerAffairs spoke with consumer advocates and an insurance broker to find out more about what options consumers have in this circumstance. Here are their suggestions:

Watch for the non-renewal notice

It's more common for insurance companies to raise your premiums than to not renew your policy, Cornelissen said. Homeowners, then, are forced to find something they can afford. But if your homeowners insurance declines to renew your coverage, they are required to give you a heads up, DeLong said. That notice can vary anywhere from 30 to 120 days prior to it taking effect.

Read the notice and try to find out why your insurance company didnt renew you, DeLong suggests. If they didnt provide notice, reach out and demand an explanation. You need to make sure you didnt accidentally miss a payment or there wasnt some sort of error. Because insurance companies are big and they can make considerable mistakes, he said.

People have a lot more power than they think they do when it comes to their insurance,added Karl Susman, owner of Susman Insurance Agency in Brentwood, Calif. He took a break from fielding calls from clients helping them navigate the claims process to speak to ConsumerAffairs.

Just because you get a non-renewal letter does not mean the companys reasoning is sound, Susman explained. Insurance companies are using a lot of new tools such as aerial and drone footage. They could mistake a skylight for a hole in your roof, he said. Call them and advocate for yourself.

Price shop

If you confirm theres no mistake in the companys reasoning, start shopping for a new policy, DeLong says. Compare quotes online. If you have a mortgage, you will be required to have a homeowners insurance policy. If you begin to look immediately, you will improve your chance of finding a good option, Susman emphasizes.

However, Bach, from United Policyholders, cautions: Its harder to shop now than ever in the history of insurance in the United States.

Its more difficult, but not impossible, Susman said. Just because one particular private insurance company decides they don't want to keep a risk, that doesn't make the property or the client uninsurable, it just means they have to go somewhere else.

If you have an insurance agent, its well worth your time to try to get their help because they may know of smaller companies that might have policies specifically tailored to help you, DeLong said.

You may also consider looking into a surplus lines insurer, which is an insurance company that isnt licensed in the states in which it operates. The downside is youll usually be charged higher insurance premiums, DeLong says.

Ultimately, if you cant find insurance, your lender will place you on lender-placed insurance, Cornelissen warned. It only protects your lender and not you, but you still must pay for it, she said.

Try to reduce your risk

Making strategic home improvements may help you reduce your risk, DeLong suggested. For example, if your homeowners insurance policy was not renewed because your home is located in an area that is at high risk for wildfires, you could clear the brush around your home or install a roof and/or porch made of less flammable materials to lower your risk, he said.

Keeping up with your home maintenance may also be helpful, he said, because insurers sometimes drop policies if the home is in a bad state of repair.

Even if you cant get the policy reinstated, if you improve your homes conditions that could help you get another insurance policy, DeLong said.

The downside is that these repairs can be expensive, he said. Some states offer mitigation programs that can help consumers make therepairs. Alabama offers the Strengthen Alabama Homes program where consumers can apply for grants of up to $10,000 to protect their homes. In California, insurance companies are required to give people discounts if they undertake mitigation measures to reduce the wildfire risk, DeLong said.

Individual actions can be very helpful, but community actions can generally be even more helpful, he explained.

Safer From Wildfires is a program, primarily in California, that encourages people to protect their property and groups of residents in various neighborhoods to work together to reduce their risks from wildfire by creating a Firewise community. The National Fire Protection Association manages the Firewise USA program. Insurance discounts may be available for those who are successful, but they are not easy to get, Susman says.

If your home is in a Firewise community, it will absolutely give you more options for insurance, he said. The caveat is that its hard to get compliance out of an entire neighborhood, he noted.

Pay your premium

It may sound obvious but pay your monthly premiums. Insurance companies may choose not to renew clients for several reasons, DeLong said, one of which is failure to pay. If you dont have insurance and your home is damaged or destroyed, youre going to be mostly on the hook for repairing or replacing it.

Be mindful of how many claims you file

If you file frequent claims to your homeowners insurance, your premiums could go up or the company could cancel your policy, DeLong says. He doesnt like it people should be able to file legitimate claims and get the payments theyre owed, he says but the insurance companies are also trying to evaluate risk, and they view people who have filed multiple claims generally as riskier to insure.

If your sink overflows and its a couple of thousand dollars in repair costs and you file a claim, you could lose claim-free discounts or even not get renewed, Susman warned. But if theres a large event like a wildfire, flood or hurricane, "that's not the time to skimp on putting in claims and working with your insurance company.

Another tip is that if youre looking for discounts or ways to save money, pick up the phone and tell your insurance agent or broker that you want them to shop around for you, Susman said. Sometimes people think it automatically happens, but it doesnt.

If all else fails, consider a FAIR plan

If you are unable to get private insurance, there is a last resort option a Fair Access to Insurance Requirement (FAIR) plan. These are state-run programs, but they are not government or state-funded. Rather, they are funded by private insurance companies doing business in a given state. A number of states have them although not all. The California FAIR Plan allows homeowners who have been denied private homeowners insurance access to basic fire insurance. This safety-net plan is also generally expensive, and considered one of last resort, according to experts.

The bottom line is if you dont already have it, try to get home insurance coverage. Without it, you could be on the hook for a lot of money if disaster strikes.

For most Americans their home is their largest source of wealth, right? It's their greatest financial asset. So, there's a lot at stake, Consumer Federation of Americas Cornelissen said.

How to use it: Just install the Amazon Photos app on your phone and turn on the Auto-Save feature. You can also create really cool family albums and share links so relatives can view or add photos without cluttering your phone.

Pro tip: I personally like to use it as a digital filing cabinet. Ill snap photos of appliance serial numbers, insurance cards, and receipts that I need to keep. Ill tag them something like warranty or taxes so I can easily search them later and quickly pull up what I need.

2. RxPass: $5 a month for common generics (with delivery)

What it is:Amazon RxPass is a slick Prime perk that makes you eligible for over 50 popular prescription meds, delivered straight to your door, and you only pay a flat $5 monthly fee. It does not matter how manymeds you take, you only pay $5 a month.

Why its great: If you (or anyone in your household) takes multiple generic medications, this service can cover them all instead of paying separate copays for each.

How to use it: If youre a Prime member, check this list of all the current RxPass medications. Then enroll in the program if itll save you money compared to what you typically pay. Your plan will then ship monthly with no extra delivery fee.

Pro tip: Even if a med isnt on RxPass, check the Prime Rx savings card price at your local pharmacy as sometimes the cash price beats your insurance copay.

3.Free Grubhub+ with Prime

What it is: If youre a Prime member, forget about ever using Uber Eats to get food delivered. Many Prime members are unaware that you actually get Grubhub+ for free with your membership. This gets you unlimited $0 delivery fees as well as recurring promos.

The promos are pretty solid too. Right now, they have one for $5 off your $15 or more Subway order, valid every Thursday.

Why its great: Other than the obvious money saving aspect, you dont have to remember a separate food delivery subscription. Once you link your Amazon account to Grubhub, youre done and your savings apply every time you order.

How to use it: Activate Grubhub+ from your Prime benefits page, then youll sign in with the same account in the Grubhub app.

Pro tip: Be sure to also use your Grubhub+ account when your picking-up food from the restaurant as youll score 5% back on all pickup orders.

4. Prime Premiere: free early movie/series tickets

What it is: When Amazon does an early theatrical screening for one of their upcoming original movies, Prime members can often reserve up to two free tickets (first come, first served).

Why its great: Its a fun, no-cost night out, and screenings sometimes include free little extras for Prime members.

How to use it: Simply watch for Prime Premiere announcements in your Prime benefits hub or email. Then you can simply pick your city/theater and reserve your tickets quickly.

Pro tip: I highly recommend setting calendar alerts on announcement days as these seats go fast, and locations can be a bit limited.

5. Buy with Prime (off-Amazon checkout)

What it is:More and more brand websites let you check out using your Prime benefits. Thisis superconvenient feature that most Prime members are unaware of. You get the same fast, free delivery and easy returns, without ever visiting Amazon.com.

Consumer News: The SNAP food program is back ... partly

The WIC program that funds programs for women and infant children is also partly back in action

  • Millions of Supplemental Nutrition Assistance Program (SNAP) recipients will receive only about half their normal benefits this month.

  • Aid for women and children under the WIC program will continue for now, but only for two to three more weeks.


Government taps emergency funds to partially restore food aid

Tens of millions of Americans who rely on federal food assistance will see some relief after the Agriculture Department announced it will partially resume funding for the Supplemental Nutrition Assistance Program, or SNAP.

The move comes after a federal judge ordered the government to restart benefits during the ongoing shutdown. In a court filing, the Trump administration said it would release $4.65 billion in emergency moneyenough to cover roughly half of this months $8 billion in benefits.

That means some funds will soon reach families who rely on SNAP to buy groceries, but the payments will fall short of normal levels, and delays could stretch for weeks. USDA officials said they would not draw from other contingency accounts to cover the full amount. New applicants this month will not be eligible to receive benefits until further notice.

WIC program gets temporary lifeline

The administration will also inject $450 million in emergency funds to keep the Special Supplemental Nutrition Program for Women, Infants and Children, or WIC, running for now. The program serves about 7 million low-income mothers and children.

Earlier in the shutdown, USDA had used $300 million in reserve money to sustain WIC operations. The new funding could keep the program afloat for another two to three weeks, though that timeline could shrink if families facing reduced SNAP aid turn to WIC for additional support.

Shutdowns effects ripple across low-income programs

The partial restoration of food aid comes as other vital services for low-income families begin to falter under the prolonged shutdown.

Some Head Start centers around the country have already begun closing after grant funding lapsed over the weekend, leaving children without preschool instruction, meals, and therapy sessions. Many working parents are now scrambling to find child care alternatives.

Meanwhile, federal court-appointed defense attorneys have begun working without pay, raising concerns that the justice system could soon struggle to guarantee representation for defendants who cannot afford lawyers.

The governments emergency measures may stave off a deeper food crisis for now, but advocates warn that millions of families remain in limbo uncertain when or whether their full benefits will return.

If youve been tracking weight-management medications, you may have seen the buzz around Zepbound, the weekly injectable from Eli Lilly designed for weight loss and certain obesity-related conditions.

Now imagine skipping the insurance shuffle, getting a set self-pay price, and walking into your local Walmart pharmacy to pick it up.

Thats exactly whats happening: LillyDirect and Walmart are teaming up to streamline how people access Zepbound less paperwork, one clear price, and more convenience.

Heres how it breaks down: with a valid on-label prescription, a patient can choose between having the drug delivered from LillyDirect or walking into a Walmart pharmacy and picking it up locally. Its the same price for both options.

For example: the starting 2.5 mg dose is priced at $349/month, and the higher doses (5 mg up through 15 mg) are $499/month under the LillyDirect Self Pay Journey Program.

Why this matters: many patients told Lilly and Walmart that access and convenience were major barriers in starting or staying on treatment. Walmart rolled out a slate of new app features aimed at making in-store shopping feel as guided as buying online. Some of the more interesting updates include live In-Store Savings, enhanced search with aisle navigation, wish lists that sort by aisle, and helpful AI tools like Sparky.

For shoppers, it means fewer laps around the store looking for what you need and faster access to the real deals (including Black Friday).

Whats new inside the store

  • In-Store Savings (one-tap local deals): Open the app in your local Walmart and tap the savings view to see Black Friday promos, Rollbacks, and clearance items listed all in one place. You can then filter by category (e.g., TVs) and compare prices on a single screen. This solves the question of wondering whats actually on sale,not just what Walmart wants you to think is a deal.
  • Enhanced search + aisle location: You can now use the app to search like you would online and see real-time stock levels plus the exact aisle so you can walk straight to it. No more hunting for an associate to ask what endcap theyre hiding their clearance items on.
  • Wish lists that sort by aisle: You can now build a gift list at home, then when you walk in, the app reorders your list by aisle so your trip follows a clean route around the store. Very handy feature for one-and-done holiday runs that will you get you in and out quickly.

New AI helpers

  • Sparky, the AI assistant (now with party planning): Within the app, tell Sparky something like Holiday open house for 10 under $100, and it will generate a curated list of snacks, drinks, and paper goods based on your stores inventory and deals. It will also summarize product reviews so you spot customer complaints right away.
  • AI audio summaries: Walmart has started with the beauty category first to test out this feature. For 1,000+ premium beauty items, the app can read a short audio summary that distills product descriptions and reviews. Look for this to expand to other categories soon.
  • AI-powered 3D dcor shopping: Walmarts Deck the Halls in 3D turns product photos into 3D scenes you can browse and shop. You can actually Shop the Background and add items like artwork and dcor items directly to your cart. You can even shop a Dynamic Showroom and swap out furniture and different styles to find the exact look you want.

How to actually use the app in real life (2-minute setup)

Update the Walmart app and allow location so it detects your store when you walk in. Then when you enter the store, the app will automatically load your In-Store Savings.
