Security Council briefing by Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific, on Non-proliferation/Democratic People's Republic of Korea. ----------------- This year marks the final year of the DPRK’s five-year military development plan (2021-2025). Throughout 2024 and early 2025, the DPRK has continued to conduct launches of ballistic missiles, including what it characterized as the “Hwasong-19” intercontinental ballistic missile (ICBM) in October last year, and an intermediate-range hypersonic ballistic missile (IRBM) in January this year. According to the International Atomic Energy Agency (IAEA), the DPRK has continued its open displays of undeclared uranium enrichment facilities located in Yongbyon and Kangson. These events have been accompanied by statements reiterating the DPRK’s intention to further develop nuclear and ballistic missile capabilities, including tactical nuclear warheads, military reconnaissance satellites, and the construction of a “nuclear-powered strategic missile submarine”. ------------ The DPRK’s persistent pursuit of nuclear weapons and ballistic missile programmes, in violation of relevant Security Council resolutions, continues to undermine the global nuclear disarmament and non-proliferation regime, and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) that underpins it. At this critical juncture, it remains as important as ever to continue to highlight the urgent need to reduce nuclear risk, prevent any use of a nuclear weapon and bring about their total elimination. We continue our strong calls on the DPRK to fully comply with its international obligations, including the NPT and IAEA safeguards, and to sign and ratify the Comprehensive Nuclear-Test-Ban Treaty. ------------- The broader security landscape on the Korean Peninsula remains tense, with heightened military activities, limited avenues for inter-Korean and regional dialogue, the presence of nuclear risks and growing concerns over the potential for miscalculation. The Secretary-General has consistently underscored that sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula must be anchored in dialogue and diplomacy. We welcome any efforts in this respect.

Ukraine’s allies have rejected Vladimir Putin’s offer to hold direct talks with Ukrainian officials, saying the Russian president must first accept the US-backed ceasefire proposal. Putin on Saturday proposed holding “direct talks” with Kyiv in Turkey on May 15. Ukrainian President Volodymyr Zelensky responded with trepidation Sunday, calling it a “positive sign” and saying that his country is “ready to meet” with Russian officials. A ceasefire between India and Pakistan appears to have held overnight into Sunday, after the two nations accused each other of "violations" just hours after a deal was reached. Days of cross-border military strikes had preceded the US-brokered deal, marking the worst military confrontation between the two rivals in decades. US President Donald Trump praised India and Pakistan's leaders for agreeing the ceasefire in fresh comments on Sunday morning, saying millions of people could have died without it. This comes after explosions were heard in Indian-administered Kashmir hours after the deal was announced, with both sides accusing each other of violations. Russian President Vladimir Putin has invited Ukraine to take part in "direct talks" on 15 May, hours after European leaders urged Moscow to agree to a 30-day ceasefire. In a rare televised late-night address from the Kremlin, Putin said Russia was seeking "serious negotiations" aimed at "moving towards a lasting, strong peace". On Saturday, UK Prime Minister Sir Keir Starmer travelled to Kyiv with other European leaders to put pressure on Russia to commit to an unconditional ceasefire, starting Monday. Kremlin spokesman Dmitry Peskov later said Moscow would "have to think this through" - but warned that "trying to pressure us is quite useless". He and the other leaders are using the visit to urge Russia to "agree a full and unconditional 30-day ceasefire" - a proposal initially made by US President Donald Trump. The leaders' decision to travel to Kyiv together is a deliberately symbolic response to the more than 20 leaders who joined President Vladimir Putin in Moscow for Russia's Victory Day commemorations on Friday.
