Secretary-General of the Third UN Ocean Conference (UNOC3) Li Junhua said, “The future of the ocean is not predetermined. It will be shaped by the decisions and the actions we are making now.” Today (27 May), Li Junhua, together with High-level representatives from France and Costa Rica briefed the press about the upcoming UN Ocean Conference. He said, “The ocean—our planet’s life-support system—is in a state of emergency. The evidence is overwhelming: rising temperatures, acidifying waters, plastic choking marine life, disappearing habitats, and the relentless overexploitation of resources.” He continued, “The health of the ocean is declining, and with it, the well-being of the human being. We actually depend on our ocean supply lines. However, there is still time to change our course—if we act collectively.” He said, “From 9 to 13 June 2025, the global community will gather in Nice, France, for the Third United Nations Ocean Conference, or UNOC3. This will not be just another routine gathering. We hope that it is a pivotal opportunity to accelerate action and mobilize all stakeholders across sectors and borders.” He also said, “UNOC3 will culminate in the adoption of the “Nice Ocean Action Plan” - a concise, action-oriented declaration, along with new and expanded voluntary commitments. This plan will be our collective blueprint to advance SDG 14: to conserve and sustainably use the ocean, seas, and marine resources.” He concluded, “The future of the ocean is not predetermined. It will be shaped by the decisions and the actions we are making now. Let us choose a healthy, resilient ocean—for our generation, and also for generations to come.” French Ambassador Jérôme Bonnafont stated, “The goal for this conference in Nice, for France, is a Nice Agreement that would be for the oceans what the Paris Agreement was for the climate ten years ago.” Maritza Chan Valverde, Permanent Representative of Costa Rica to the United Nations, said, “Accelerating action means cutting decision-making time from years to months, mobilizing all actors, engaging 195 governments, more than 1,000 cities, more 500 corporations and billions of citizens simultaneously. This is an opportunity for the United Nations to be together and to show that we can deliver as one.” She concluded, “The third United Nations Ocean Conference will either reverse ocean decline by 2030 or document humanity's failure to act. Five days, one ocean, a unique opportunity.” The high-level 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development (the 2025 UN Ocean Conference) will be co-hosted by France and Costa Rica and held in Nice, France, from 9 – 13 June 2025. The overarching theme of the Conference is “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”. The Conference will involve all relevant stakeholders, bringing together Governments, the United Nations system, intergovernmental organizations, international financial institutions, other interested international bodies, non-governmental organizations, civil society organizations, academic institutions, the scientific community, the private sector, philanthropic organizations, Indigenous Peoples and local communities and other actors to assess challenges and opportunities relating to, as well as actions taken towards, the implementation of Goal 14. The Conference will build on the previous UN Ocean Conferences, hosted by Sweden and Fiji in 2017 in New York and by Portugal and Kenya in 2022 in Lisbon. Highlights: Deputy Secretary-General Occupied Palestinian Territory UNIFIL Sudan Myanmar Cyprus Ukraine Briefing DEPUTY SECRETARY-GENERAL The Deputy Secretary-General is travelling to Dushanbe, Republic of Tajikistan, later today to take part in the International Conference for Glaciers’ Preservation on behalf of the Secretary-General. At the conference, Ms. Mohammed will emphasize the need to accelerate climate action to achieve the 1.5 degree target, in order to reduce the negative impact of melting glaciers on people and planet. During the trip, the Deputy Secretary-General will also meet with senior government officials to strengthen the UN-Tajikistan partnership, youth and women’s groups and other constituencies to discuss priority action to support SDG acceleration. On 31 May, she will travel to Marrakech, Morocco, to attend the 2025 Ibrahim Governance Weekend where she will deliver a keynote address at the Opening Ceremony and meet with senior government officials and other stakeholders. The Deputy Secretary-General will then travel to Geneva, Switzerland, to deliver opening remarks at the Global Platform on Disaster Risk Reduction 2025. OCCUPIED PALESTINIAN TERRITORY Turning to the situation in Gaza. We have been watching the video coming out of Gaza around one of the distribution points set up by the Gaza Humanitarian Foundation, and frankly these video images are heartbreaking to say the least. As the Secretary-General noted last week, we and our partners have a detailed, principled, operationally sound plan – supported by Member States – to get aid to a desperate population. We continue to stress that a meaningful scale-up of humanitarian operations is essential to stave off famine and meet the needs of all civilians, wherever they are. Meanwhile, the Office for the Coordination of Humanitarian Affairs (OCHA) reports that continued bombardment and shelling across the Strip has had horrific impacts on civilians. Today, the Ministry of Health reported dozens of people killed and over 150 injured in the past 24 hours. On Sunday night, a school sheltering displaced people in Ad Daraj, in eastern Gaza city, was hit, with the attack igniting a fire and reportedly killing 36 people, including women and children. Many of the bodies were reportedly severely burned. Amid ongoing hostilities, thousands of people continue to be displaced. Yesterday, another Israeli displacement order was issued, covering about 155 square kilometres in Rafah, Khan Younis and central Gaza and affecting more than 60 neighbourhoods. This represents over 40 per cent of the Gaza Strip, which overlaps with previous displacement orders. In North Gaza, our partners tell us that sites for internally- displaced people in Beit Hanoun, Izbat Beit Hanoun and Beit Lahiya, are nearly empty, in the wake of Israeli displacement orders issued for these areas. In Khan Younis, displaced people continue to live in the open, where they are exposed to the heat and elements. Many are physically exhausted and frail after having walked long distances on damaged roads with no food to sustain them. Since the renewed escalation of hostilities in March, our partners estimate more than 632,000 people have been forced to flee yet again. They are left to survive on very small areas of the territory, with barely anything to survive on. OCHA underscores that civilians must be protected, including those fleeing and forced to leave through displacement orders and those who remain despite those orders. Civilians who flee must be allowed to return as soon as circumstances allow. OCHA reiterates that civilians must be able to receive the humanitarian assistance they need, wherever they are. All of this is required by international humanitarian law.  Meanwhile, our partners working in health report that there are even fewer health facilities operating this week. Since last Monday, more than two dozen health centres and mobile clinics and one hospital have suspended their services because of hostilities, attacks or displacement orders in their areas. On the water and sanitation front, some 200 thousand litres of fuel are needed per week across Gaza to sustain those critical facilities. However, the situation in the south of Gaza is particularly concerning, as no fuel is currently available there, and only one third of the required supply was received last week. (...) Since the failed launch of a new warship in North Korea last Wednesday, the country has arrested four officials connected with the incident. The latest to be arrested is Ri Hyong-son, the deputy director of the Worker’s party’s Munitions Industry Department. According to KCNA, a North Korean state run news agency, he was “largely responsible for the serious accident”. Mr. Ri, who holds a top position in the party’s Central Military Commission—the body that commands the Korean People’s Army and enforces the country’s military policies—is the highest-ranking official arrested so far. Over the weekend, three officials at the northern Chongjin shipyard were also detained. These included the chief engineer, the head of its construction, as well as an administrative manager. The punishments which they will face are still unclear, but the North Korean state has been known to sentence wrongdoers to forced labour and even death. An internal inspection revealed that, although there were no holes in the bottom of the ship, the starboard hull was damaged. This damage allowed seawater to enter the stern through the rescue channel, ultimately causing the ship to collapse. Repairs are now underway on the 5,000-ton warship. It’s been more than three years since a family of four from India froze to death near the Manitoba–Minnesota border. On Wednesday, Harshkumar Patel, who prosecutors say was the ringleader in an international human smuggling ring, was sentenced to 10 years in prison. Steve Shand, who was supposed to pick the family up, was sentenced to six and a half years.
