Briefing by Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific, on the situation in the Middle East, including the Palestinian question. Assistant Secretary-General Khaled Khiari today (30 Jun) told the Security Council that “the level of suffering and brutality in Gaza is unbearable,” and “the continued collective punishment of the Palestinian people is unjustifiable.” Khiari expressed deep concern at “Israeli military operations in Gaza that render large areas of Gaza uninhabitable,” and rejected “the forced displacement of the Palestinian population from any part of the Occupied Palestinian Territory, which would constitute a breach of international law obligations.” He mourned the United Nations personnel killed in Gaza and “strongly” condemned “the killing of all health and humanitarian personnel and journalists.” Khiari also condemned “the loss of lives and injuries of Palestinians seeking aid in Gaza” and called for “an immediate and independent investigation into these events and for perpetrators to be held accountable.” He stressed that the United Nations “will not participate in any aid delivery modality that does not comply with the fundamental humanitarian principles of humanity, impartiality, independence, and neutrality.”

Remarks by António Guterres, Secretary-General of the United Nations, at the Launch of the Sevilla Platform for Action - 4th International Conference on Financing for Development FFD4 (Sevilla, Spain). "Mr. President of the Government of Spain, dear Pedro Sánchez, Excellencies, ladies and gentlemen, Thank you for joining this launch of the Sevilla Platform for Action. Respected President of the Government of Spain — I commend you and your government for your vision and leadership as hosts of the Fourth International Conference on Financing for Development. We are all here to respond to a global development crisis that threatens people and planet alike. Our roadmap to a better future — the Sustainable Development Goals — is in danger. Two-thirds of the targets are not progressing fast enough — or at all. Solutions depend on financing. Developing countries need over $4 trillion a year to deliver on the 2030 Agenda. But they are being battered by limited fiscal space, slowing growth, crushing debt burdens and growing systemic risks. The Sevilla Commitment document represents a bold plan to get the engine of development revving again: Through new domestic and global commitments that can channel public and private finance to the areas of greatest need… By overhauling the world’s approach to debt to make borrowing work in service of sustainable development… And by reforming the global financial architecture to reflect today’s realities and the urgent needs of developing countries. But we need all hands on deck. And that’s why the Sevilla Platform for Action is so critical — and so significant. In the midst of a world of division, conflict and economic uncertainty, this Platform contains more than 130 specific initiatives that demonstrate what we can achieve by working together. Governments, private sector partners, international institutions, and civil society groups all together are teaming up to launch high-impact initiatives to bring the Sevilla Commitment to life. This includes a global hub for debt swaps at the World Bank as part of a broader facility aimed at relieving liquidity constraints and lowering the cost of borrowing. A debt pause alliance to help countries in times of crisis. A global coalition to scale-up pre-arranged finance that can be readily deployed when disasters strike. A blended finance platform to bring public and private finance together in a new and expanded way. A new tool for Multilateral Development Banks to manage currency risks. And a commission to explore the future of development cooperation. In December, I appointed a group of experts on debt who today are announcing 11 immediately actionable proposals to help resolve the debt crisis. This includes the commitment to establish a borrowers forum for countries to learn from one another and coordinate their approaches in debt management and restructuring. I look forward to working closely with Member States — including the G20 — to bring this forum to life, to empower borrower countries, and create a fairer system. Excellencies, ladies and gentlemen, The Sevilla Platform for Action offers an ambitious, action-oriented response to the global financing challenge. It provides a springboard toward a more just, inclusive, and sustainable world for all countries. And above all, it proves that progress and change are possible if we work together. I hope the Platform inspires countries to work as one to tackle other challenges facing our world today. Once again, I thank Prime Minister Sánchez and all of you for your leadership. Thank you".

Parts of Spain and Portugal recorded their highest ever June temperatures, with 46C registered at El Granado in south-west Spain, a day after records were broken in Mora in central Portugal. Sudan has been wracked by a civil war since fighting broke out between the army and the Rapid Support Forces (RSF) in April 2023. The conflict has caused one of the world's worst humanitarian crises with more than 12 million people forced to flee their homes. Darfur has been one of the areas worst-hit by the fighting and the RSF control most of the region - except for the city of el-Fasher that has remained in the hands of the army and its allies. El-Fasher has come under intense bombardment as the RSF attempts to seize it. In April it announced plans to form a government to rival the one established by the army, and has raised fears that it could lead to Sudan's partition. More than 130 charities and other NGOs have called for the controversial Israeli and US-backed Gaza Humanitarian Foundation (GHF) to be shut down. Over 500 Palestinians have been killed while seeking aid since the GHF started operating in late May, following Israel's three-month blockade of Gaza, the organisations said. Almost 4,000 have been injured. The organisations, including Oxfam, Save the Children and Amnesty, said Israeli forces and armed groups "routinely" open fire on Palestinians seeking aid. Israel denies its soldiers deliberately shoot at aid recipients, and has defended the GHF system, and said it provides direct assistance to people who need it, bypassing Hamas interference. Serbian police have begun removing street blockades in Belgrade after crowds used metal fences and garbage containers to barricade roads on Sunday evening. Their anger was fuelled by the arrest of anti-government protesters who clashed with police at a massive rally over the weekend. Footage shared online appears to show police cars driving at high speed through a blockade on one street in the capital, causing bystanders to flee in panic. Demonstrations, mainly led by university students, have persisted for eight months. They were initially sparked by the fatal collapse of a train station roof in Novi Sad last November, which killed 16 people. Play Video: Serbian Protesters Clash With Police in HUGE Anti-Government Protest

This was what the streets of Serbia’s capital, Belgrade, looked like on Saturday, as protestors clashed with riot police as they dissented against the government. Here's what we know so far: On Saturday, around 140,000 protestors gathered as part of one of the largest of recent student-led demonstrations against the populist government. The demonstrations centered around demanding an early election and an end to President Aleksander Vucic’s 12 year rule. His second term is currently due to end in 2027, when parliamentary elections have been scheduled. Ahead of the protest, organizers issued an ultimatum for Vucic to announce elections, which he declined. The key details: Protestors clashed with police who fired tear gas and detained Several dozens of protestors. At least six officers were also reported injured. This comes after 5 people were detained on Friday, who according to a statement from Serbia’s Higher Court, were accused of plotting to overthrow the government. Here's the context: The protests on Saturday come after almost 8 months of persistent dissent led by university students. Demonstrations started last December, following the deaths of 16 people on the 1st of November, in the collapse of Novi Sad railway station’s roof - which protestors blamed on corruption and negligence in state infrastructure projects. The backlash to the incident forced the former Prime Minister, Milos Vucevic, to resign earlier this year, but President Aleksander Vucic still remains in power. The reaction: As the protest ended, organizers played a statement to the crowd, urging Serbians to "take freedom into your own hands". They claimed that “The authorities had all the mechanisms and all the time to meet the demands and prevent an escalation” but “Instead, they chose violence and repression against the citizens. Any radicalisation of the situation is their responsibility.” President Vucic accused the protestors of wanting to topple Serbia, and he hit back at them today in a News conference, claiming that ”Serbia won. You cannot destroy Serbia with violence as some wanted. Serbia has not and Serbia will never stop.” He also praised the Serbian police force for their professionalism. Bob Vylan’s Glastonbury performance has dominated headlines and sparked a huge debate. The punk duo chanted “death to the IDF” to a live crowd of thousands, and millions more watched at home, as their set aired live on the BBC. [Subscribe: https://bit.ly/C4_News_Subscribe] The backlash was swift - some called it a bold act of protest, while others condemned it as deeply offensive and antisemitic. On-screen warnings issued by the BBC about discriminatory language were deemed “not good enough”, and both the festival and the BBC have since condemned the performance, issuing public apologies. In this episode of The Fourcast, Matt Frei is joined by journalist and founder of the Free Speech Union Lord Toby Young, and political activist Ash Sarkar - who was at the performance - to unpack the controversy. They discuss the reaction to Bob Vylan’s set, the BBC’s decision to broadcast it, and what this means for free speech and creative freedom in today’s media landscape. This episode of The Fourcast contains language that some may find offensive. ------- Get more news at our site - https://www.channel4.com/news/ Follow us: TikTok - https://www.tiktok.com/@c4news Instagram - https://www.instagram.com/channel4news/ Twitter - https://twitter.com/Channel4News Facebook - https://www.facebook.com/Channel4News/
