Noon briefing by Farhan Haq, Deputy Spokesperson for the Secretary-General. ـــــــــــــــــــــــــــــ Highlights: - Secretary-General/Ocean Conference - Occupied Palestinian Territory - Lebanon - Security Council - Nigeria SECRETARY-GENERAL/OCEAN CONFERENCE The Secretary-General delivered remarks this morning at the opening of the UN Ocean Conference in Nice, which is co-hosted by France and Costa Rica. In his remarks, the Secretary-General said that although the sea that has sustained life for millennia, we are failing to protect the ocean - thanks to overfishing, plastic pollution and rising temperatures. He urged all countries that have not yet ratified the Agreement on Marine Biological Diversity of Areas beyond National Jurisdiction to do so. He also issued a strong call to all countries to agree on an ambitious and legally binding treaty on plastic pollution this year. Underscoring his support for the work of the International Seabed Authority, the Secretary-General said the deep sea cannot become the Wild West. Mr. Guterres urged Member States to advance progress on Sustainable Development Goal 14, which is unfortunately one of the least funded SDGs. He encouraged the conference participants to be bold in all their efforts, saying, “The ocean of our ancestors – teeming with life and diversity – can be more than legend. It can be our legacy.” In the afternoon, the Secretary-General spoke at the Africa for the Ocean event, co-hosted by Morocco and France. In his remarks, the Secretary-General said that with over 30,000 kilometres of coastline and 38 coastal states, Africa is a maritime powerhouse. “Its future is also written in its waters,” he said, adding that this blue wealth is too often undervalued and overexploited. He said that investments have too often bypassed Africa, even as its marine resources were exploited by others. Also this afternoon, the Secretary-General had a productive meeting with civil society representatives from around the world active in ocean action. He highlighted the current paradox: despite major breakthroughs —such as the Kunming-Montreal Global Biodiversity Framework and the Agreement on Marine Biological Diversity of Areas beyond National Jurisdiction— the crisis facing the oceans is worsening. The Secretary-General noted similar dynamics in climate action: while renewable energy is expanding rapidly, emissions continue to rise. The ocean-climate connection, he warned, is deteriorating —marked by rising temperatures, accelerating sea-level rise, glacier melt, coral bleaching, and growing plastic pollution. He also pointed to the threat of mass displacement from vulnerable river deltas. He emphasized the importance of civil society perspectives, momentum, and insights to accelerate progress and increase global attention on ocean, climate, and biodiversity action. On the sidelines of the conference, the Secretary-General held a number of bilateral meetings. OCCUPIED PALESTINIAN TERRITORY The Office for the Coordination of Humanitarian Affairs (OCHA) today said that the crisis in Gaza has reached unprecedented levels of despair as people continue to go hungry across Gaza. Many are forced to risk their lives in search of food, as we receive more reports of people being killed and injured near non-UN distribution sites. According to the International Committee of the Red Cross, just this morning, 29 casualties arrived at the ICRC field hospital in west Rafah, eight of whom were dead. Almost all had explosive trauma wounds, with two others admitted with gunshot wounds. The UN reiterates that civilians must always be protected. No person, anywhere, should be forced to choose between risking one’s life and feeding one’s family. Fuel stocks in Gaza are critically low – putting further strain on critical services and humanitarian operations. Over the weekend, some 260,000 litres of fuel were looted in northern Gaza. Prior to this, the UN had repeatedly attempted to reach these stocks to retrieve them, but these attempts were denied by the Israeli authorities. Since 15 May, the missions to retrieve this fuel were denied by the Israeli authorities 14 times. The UN attempts to reach fuel supplies in Rafah, in the south of Gaza, also continue to be denied. The UN warns that unless a solution is found in the coming days, the entire aid operation could come to a standstill. Since the Israeli authorities allowed limited amounts of aid to enter Gaza on 19 May, the UN and its partners have only been able to collect about 4,600 metric tonnes of wheat flour from the Kerem Shalom crossing. Most of it was taken by desperate, starving people before the supplies reached their destinations. In some cases, the supplies were looted by armed gangs. High Representative for Disarmament Affairs Izumi Nakamitsu said that as a new political reality emerge in Syria, there is an important opportunity to obtain long-overdue clarifications on the full extent and scope of the Syrian chemical weapons programme and to normalise relations between Syria and the OPCW. Nakamitsu told the Council (05 Jun) that a team of technical experts from the OPCW Technical Secretariat was deployed to Damascus to start work on establishing the OPCW’s permanent physical presence in Syria and start jointly planning deployments to chemical weapons sites. Furthermore, a second deployment was completed from 14 to 25 April, and the OPCW Technical Secretariat is currently preparing its next deployment to the Syrian Arab Republic. The High Representative highlighted that for both deployments, the interim Syrian authorities extended all necessary support for the OPCW team’s activities. “This included unfettered access, inter alia, to sites and people, issuance of visas, and security escorts for field activities. There were also discussions on requirements for the safe conduct of future OPCW activities in Syria and the planning of necessary steps to facilitate such activities,” she added. She commended the new authorities in Syria for its full and transparent cooperate with the OPCW Technical Secretariat. “However, the work ahead will not be easy and it will require the support from the international community,” the High Representative said. Nakamitsu explained, “The OPCW Technical Secretariat has consistently underscored the importance of additional support and resources from CWC States Parties and relevant international actors to accomplish the tasks needed to rid Syria of all chemical weapons and carry out other mandated activities, such as capacity-building assistance to prevent the re-emergence and proliferation of chemical weapons, as well as training and equipment to enable the Syrian National Authority to respond to and investigate chemical weapons issues and incidents effectively.” For his part, Syrian Ambassador Qusay Abdul Jabbar al-Dahha reaffirmed Syria’s “firm commitment” to cooperating with the Organization for the Prohibition of Chemical Weapons (OPCW). “Through its full cooperation with the organization over the past month, Syria has demonstrated clear political will and significant determination to overcome the previous phase and its negative characteristics that has overshadowed the relations between the two sides,” Ambassador al-Dahha added. He also told the Council that currently, a third deployment of a team from the Technical Secretariat of the OPCW, including visits to a number of locations, is underway and “the Syrian side will provide unrestricted access to them as well.” “This is in the context of our commitment to cooperating with the Technical Secretariat and enabling it to carry out its mandate in accordance with the Convention,” he reiterated.

Vehicles have been set on fire and there have been some reports of looting, whilst a British photographer needed surgery after being shot with a sponge bullet and an Australian reporter was shot with a non-lethal round while reporting. US president Donald Trump posted on social media: "Looking really bad in LA. BRING IN THE TROOPS!!!", having called in the National Guard - against the wishes of California's governor, Gavin Newsom. The National Guard acts as a hybrid entity that serves both state and federal interests. Typically, a state's force is activated at the request of the governor. This is reportedly the first time the National Guard has been activated without request of the state's governor since 1965. Israeli forces have intercepted an aid ship, ‘The Madleen’ on its way to Gaza, and detained a dozen multinational activists on board. Among them was Swedish climate activist Greta Thunberg. The activists were making a symbolic attempt to break the Israeli blockade on Gaza though Israel has dismissed the Madleen as a “selfie yacht”. Six French nationals were aboard the ship, with the French government acting quickly to secure their return. The journey was planned by the Freedom Flotilla Coalition, who have said: “The ship was unlawfully boarded, its unarmed civilian crew abducted, and its life-saving cargo - including baby formula, food and medical supplies - confiscated”. Israel’s defense minister, Israel Katz, ordered that the activists be shown videos of Hamas atrocities from October 7th. He also said that the activists would be deported to their home countries. Concerns were raised before the voyage, given that a similar Turkish mission in 2010 led to nine activists being killed. Los Angeles - city of angels - now on fire - the scene of the first major reckoning of President Trump’s second term. [Subscribe: https://bit.ly/C4_News_Subscribe] Three days of protests as people march against the government’s policies on immigration. Increasingly violent scenes - with both sides blaming the other. The White House accused protesters of using violent tactics. Critics said Trump’s shocking deployment of the national guard is simply because he wants to create chaos and division. With pockets of demonstrations flaring up over the weekend - and incidents of clashes between protesters and police - Trump called in at least 2,000 members of California’s national guard. But protesters believe their presence - and use of tear gas and flash bang grenades - is only inflaming a tense situation - with an Australian reporter struck by a rubber bullet while covering the demonstrations. Protesters took over and stopped traffic on the 101 freeway in LA - with some throwing objects at officers who had to take cover. With cars set alight later on - Trump and his supporters said this warranted his actions - with his supporters also claiming that because people were waving the Mexican flag - that Los Angeles was now quote “occupied territory.” It was on Friday that people began to protest after immigration raids in parts of Los Angeles - with people put in unmarked vehicles and then driven away in convoys - with military protection also on hand. Crowds began to form and some people tried to stop the vehicles. Protesters marched on a federal building in downtown LA where it was believed many of those detained were being held. ICE have said that their operations in LA this week resulted in the arrest of 118 so-called aliens - that’s people who are not legal residents of the USA.
