The resolution (5/14) requested the Executive Director of the UN Environment Programme (UNEP) to convene an Intergovernmental Negotiating Committee (INC) to develop "the instrument," which is to be based on a comprehensive approach that addresses the full life cycle of plastic, including its production, design and disposal. The INC began its work during the second half of 2022, with the ambition to complete the negotiations by the end of 2024. The first session of the INC (INC-1) took place in Punta del Este, Uruguay from 28 November to 2 December 2022, followed by a second session (INC-2) from 29 May to 2 June 2023 in Paris, France, and a third session (INC-3) from 13 to 19 November 2023 in Nairobi, Kenya. The fourth session (INC-4) will take place from 23 to 29 April 2024 in Ottawa, Canada. More information on INC-4: https://www.unep.org/inc-plastic-pollution/session-4

Noon Briefing by Stéphane Dujarric, Spokesperson for the Secretary-General. Highlights: -Critical Transition Minerals -Deputy Secretary-General -Sudan -Sudan/Humanitarian -Central African Republic -Gaza -Office of Internal Oversight Services -Lebanon -Haiti -Ukraine -Security Council -International Days -Financial Contribution -Guests Monday CRITICAL TRANSITION MINERALS The Secretary-General launched the Panel on Critical Energy Transition Minerals. The panel brings together a diverse group of governments and other stakeholders to help embed justice in the ever-growing demand for minerals for clean energy technologies. The Secretary-General underscored that justice is at the heart of this initiative: justice for the communities where critical minerals are found; justice for developing countries in production and trade; and justice in the global energy revolution. For developing countries with large reserves, critical minerals are a critical opportunity: To create jobs, diversify economies, and dramatically boost revenues. Critical minerals could be a golden ticket to sustainable development, but only if they are managed properly, the Secretary-General stressed. The work of the Panel will be co-chaired by Ambassador Nozipho Joyce Mxakato-Diseko of South Africa and Ditte Juul Jørgensen, the Director-General for Energy of the European Commission. They will be supported by a technical secretariat led by the UN Secretary-General’s Climate Action Team, the UN Environment Programme and the UN Trade and Development and comprised of over a dozen UN system entities. DEPUTY SECRETARY-GENERAL The Deputy Secretary-General, Amina Mohammed, is in the United Arab Emirates. Since her arrival yesterday, she held meetings with senior government officials, including the Minister for Foreign Affairs and International Cooperation, Sheikh Abdullah bin Zayed Al Nahyan; the Minister of State for International Cooperation, Reem Bint Ebrahim Al Hashimy; the Deputy Foreign Minister in charge of Multilateral Affairs and Former Permanent Representative to the UN, Lana Nusseibeh; and Mohammed Abdullah al-Gergawi, the Minister of Cabinet Affairs and Chairman of the Executive Office of Sheikh Mohammed bin Rashid Al Maktoum. Discussions centred on the situation in the Middle East, the UN-UAE relationship and accelerating action on the Sustainable Development Goals (SDGs) leading up to the Summit of the Future. SUDAN The United Nations is receiving increasingly alarming reports of a dramatic escalation of tensions between armed groups in El Fasher. The Rapid Support Forces are reportedly encircling the city, suggesting that a coordinated move to attack the city may be imminent. Simultaneously, the Sudanese Armed Forces appear to be positioning themselves. The UN continuously warns that an attack on the city would have devastating consequences for the civilian population, in an area already on the brink of famine. On 15 April, the Secretary-General spoke to you, and he reiterated his call on all parties to refrain from fighting in the El Fasher area. The Secretary-General’s Personal Envoy, Ramtane Lamamra, is engaging with the parties to de-escalate tensions there. Also, for his part, the High Commissioner for Human Rights, Volker Türk, today expressed his grave concerns. He stated that at least 43 people, among them women and children, were killed as fighting was taking place between the two rival forces – backed by their respective allied militia – since 14 April. British troops could be deployed on the ground in Gaza to help deliver aid via a new sea route, the BBC has learned. The US has said no American forces would go ashore and an unnamed "third party" would drive trucks along a floating causeway onto the beach. The UK is understood to be considering tasking British troops with this when the aid corridor opens next month. The possible role for British forces - known as "wet boots" by military planners - would see them drive trucks off landing craft onto the temporary causeway and deliver aid to a secure distribution area ashore. Whitehall sources said no decision had been made and the issue had not yet crossed the prime minister's desk. The Ministry of Defence (MoD) and Israeli army declined to comment. Israel has carried out further airstrikes on Rafah in the southern Gaza Strip… …with tanks and armoured vehicles positioned near the border engaging in gunfire directed towards Palestinian territory. It comes a day after the Israeli military has assembled several tanks and armoured vehicles on its border with the southern Gaza Strip, in possible preparation for an invasion of the border city of Rafah. The tanks and military vehicles were positioned near Israel's Kerem Shalom crossing on Friday which is directly next to Rafah. Play Video: Haiti Gang Leader Makes Dark Threat Against New Interim Government

This is the new normal in Haiti. As politicians gather at the country’s National Palace for the swearing in of a new transitional council, sporadic gunfire is heard nearby. There are a few nervous faces, but no-one seems especially concerned. The ceremony was being held to mark a new beginning for the country after the resignation of unpopular Prime Minister Ariel Henry on Thursday, but much of the event had to be held behind closed doors, because the security situation in the capital is so unpredictable. Gangs still control around 80% of Port-au-prince, and have previously launched attacks on the National Palace, police stations and the country’s main airport. One of the key aims of the gangs, led by Jimmy "Barbeque" Cherizier, was to topple Ariel Henry’s government. But Henry’s departure seems unlikely to end the violence, with Cherizier warning the new council members to ‘brace’ themselves earlier in the week. They want to be a part of any new government. Led by Henry’s former finance minister, Michel Patrick Boisvert, the new council will seek to bring order back to the embattled Caribbean nation - but it’s a huge task. Half of the population is struggling to feed itself, according to the world food programme, there is a spiralling economic crisis, and the security services here are desperately short of manpower and equipment. The US has said its helping the Haitian police to regain control. The council has a mandate until early 2026, by which time a new, democratically elected president will need to be installed. But it seems certain that the gangs will try to derail that process, and at the moment, no one knows how to stop them. According to the United Nations, more than 1,500 people were killed and 800 injured in the first three months of 2024. #haiti #portauprince #haitigangs Subscribe here: http://bit.ly/ODNsubs TikTok: https://www.tiktok.com/@ondemandnews Twitter: https://twitter.com/ODN Facebook: https://www.facebook.com/ODN/ If you wish to purchase any of our clips for commercial use, please visit: http://www.itnproductions.co.uk/news/
